A building permit is not required if the playhouse does not have a floor space greater than 200 Square feet.That would be measured from the inside of the walls. 2. The platform does not require a permit if there are no frost footings or if it is not attached to a building that has frost footings. 3. The stairs you proposed to build need to meet code but they do not require a permit if attached to the building or platform that does not require a permit. 4. The guards(guardrails) are required to meet the requirements of the building code but they do not require a permit if attached to the platform or stair that does not require a permit. We have some handouts that can help you with what the technical code requirements you will need to meet on our City website or at the Building and Codes Division of the State of Minnesota website.
