Staff conducted a preliminary review based on the information provided and recommends the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. A copy of the survey dated 10-31-2015 was submitted with the application, but the survey is not to scale. Please provide two, full-size copies of the survey. The survey also shows an accessory structure (shed) is proposed, however no construction plans submitted. If the shed is not going to be constructed at this time please let us know. 2. Landscape Plan. Will there be any changes to the landscaping with the construction of the deck? If so, the City requires a landscape plan be submitted showing all the proposed exterior/landscaping improvements, i.e. patios,grading, sidewalks, retaining walls, etc. The plan should include the name of the individual performing the work. 3. Escrow&Escrow Agreement. Permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is$700. The escrow agreement is enclosed. The property owner must sign the escrow agreement and submit a check for$700. The above information is required in order for the plan review to continue. All of the improvements shown on the survey in the file was "proposed", and is not an as-built condition. Your surveyor should have provided you with a survey meeting the City's requirements, which is why my Monday email was sent to the surveyor. Reducing the size of the deck won't change what is required. We will process your deck permit with the information provided, however the surveyor will need to provide an as-built when the project is completed according to the Code (see below). (a) The application for a construction permit or land alteration permit shall include such information as may be required by the city, which may vary between types of construction projects. The orientation issue (merely 10-15 degrees)was the only issue with the otherwise"accurate" survey that the city has on file. The original survey was completely accurate as to septic location and everything else. It seems to me that the combination of these two surveys is more than sufficient to complete a very minor deck project. Please confirm that we may proceed. If you do not agree with the above, then, in the alternative, we could bring the deck size down to 200 sq. ft. Between the two surveys (which combined are accurate), then a building permit is not even needed. Please understand this is a very minor project, but we do need to complete it in the next 2-3 weeks.
