HomeMy WebLinkAbout1994 - report/recomm. of devel. review comm. g3toia _ - TO: Cliff Otten Greg Grothe DATE: March 4, 1994 SUBJECT: Report/Recommendation of Development Review Committee (held on March 3, 1994 at 8:30 a.m.) Members - Public Works Director, John R. Gerhardson; City Engineer, represented by Tom Anderson of Bonestroo, Anderlik, Rosene & Associates; Building & Zoning Administrator, Jeanne A. Mabusth Review Greg Grothe of Klaer's Westside Appliance and Tom Steinke of Edison Signs represented the applicants. Steinke reviewed the construction and materials to be used in the signage. It was noted that the canopy sign would not be made of a plastic/glass like exterior but of a fabric that would minimize intensity of lighting from signage. The canopy would extend no more than 2' from exterior of the building. It would not extend above the height of the building. Each of the ivory panels designated for signage would not exceed 50 s.f. in area. The committee was concerned that the proposed signage appears to be a major departure from the current low key signage currently used at facility. The committee had an opportunity to review signage at Calamity Jeans in Long Lake's Industrial Park as an example of colors to be used in canopy signage. Steinke provided photos of other similar canopy signs installed in the area. The committee felt that the proposed canopy signage would compliment building if extended to east side of west entrance at Highway 12. The committee did not feel that the canopy signage needed to be continued along the west side of building but that all signage should be consistent with an overall signage plan. The committee was concerned that controls be placed on signage for renters at west side of facility. It was also noted that there was no record of a building permit being issued for the chiropractor sign and that a temporary sign permit would be required for free standing sign advertising Klaer's Westside Appliance. Recommendation of Committee Vote: 3 to 0. Development Review Committee unanimously approved the signage as proposed subject to the following conditions: 1. Current building permit must be extended to include canopy signage to east side of most western access door on Highway 12. Memo - Development Review Committee March 4, 1994 Page 2 2. Owner is responsible for coordination and control of type and lighting of signage. Owner is also advised that building permits are required for all signage. Chiropractor sign, installed within the last week, was installed without a building permit on the west side of structure. Owner must obtain an after-the-fact permit for sign. 3. As existing signage and proposed signage results in more intense lighting at facility, the committee recommends that lighting of signs be limited to 6:00 a.m. through 10:00 p.m. Lighting controls should be in place by May 1, 1994. cc: Orono Council Ron Moorse, City Administrator Tom Anderson, Bonestroo & Associates John R.
