Brian Fulmer 3505 Wayzata Boulevard Long Lake, MN 55356 RE: Septic System Repairs Dear Mr. Fulmer: This is a reminder that a recent inspection revealed that your septic system is failing and must be repaired. Please contact me as soon as possible to discuss your options. You have until August 10 , 1992 in which to make repairs to the system. Enclosed is a copy of your most recent septic report. The procedure for initiating septic system repairs is as follows: 1. Hire a Soil/Site Evaluator to do the necessary testing and design. 2. Submit the design to the City for approval. 3. Once the design is approved, have one or more contractors bid on the approved design. 4 . The contractor you choose should then obtain a permit from the City before starting work, and he will call for the required inspections. If you have any questions please contact me at the City offices. Thank you for your prompt attention to this letter. On at least two separate occasions you have been sent notifications of the required septic system repair and a August 10 deadline has been established. We still have not received any indication that repairs have begun. Unless a repair permit is issued or a repair schedule approved by August 10, 1992, we will turn this matter over to the City Attorney. Please contact the City offices as soon as possible to discuss your repair options. Thank you for your prompt attention to this matter. The purpose of this memo is to remind you of the required hookup, provide a procedure for the hookup, and establish a time table for the expeditious completion of the project. The steps required to make the connection to City sewer are as follows : 1 . Engineering must be submitted to the City Engineer for City and Metropolitan Waste Control Commission approvals. 2 . Once these approvals are granted, hookup to City sewer must be made by June 1, 1993 . Please call me at the City offices if there are any questions. Box 66 Crystal Bay, Minn. 55323 RE: Fulmer Property 7 3505 WayzataBoulevar Dear Mr. Bernhardson: This letter is in response to your letter dated May 5, 1986 requesting permission to connect the subject property to the Com- mission' s Maple Plain Interceptor, MWCC 83-52 . The Commission has reviewed your request and offers the following comments: j As per the City' s request, the Commission designed the Maple Plain interceptor with no reserve capacity available for the City of Orono. Although no capacity was designed for Orono, the connec- tion of this one property should not cause a capacity limitation f within our system for Maple Plain. Policy 7, of the Metropolitan Council' s Water Quality Management Development Guide/Policy Plan, states, "Metropolitan sewer system 6 facilities ( treatment plants and interceptors) irrespective of location, should provide service only to land inside the Urban Service Area. Any deviation from this policy must be incorporated into an approved Metropolitan Development Guide/Policy Plan on Water Quality Management. " The subject property is located within ethe rural service area of the City of Orono. Thus, the Commis- sion, at this time, cannot allow the connection to our intercep- tor. If the City intends to pursue this connection, it must first either amend its comprehensive plan, requesting this property to be included within the Urban Service Area, or request that the Metro- politan Development Guide/Policy Plan be amended to allow the con- Metro Square Building, Saint Paul, Minnesota 55101 612-222-8423 Mr. Mark Bernhardson Page Two 5.13.86 nection of this property in the rural service area of Orono. When the proper amendment has been approved by the Metropolitan Coun- cil, then the City can apply for a connection permit from the Com- mission for this potential connection. Si erely Louis J.
