MINUTES FOR JUNE 1, 1998
ATTENDANCE
The Park Commission met on the above mentioned date with the following members present: Chair
Andrew McDermott, Commissioners Sherokee Ilse and Irene Silber. James White, Van Erickson,
Peter Welles and Susan Wilson were absent. Representing Staff were Public Services Director Greg
Gappa and Recorder Jamie Gemar. Chair McDermott called the meeting to order at 7:55 p.m.
(#1) PARK TOUR
The park tour was a success.
(#3) APPROVAL OF MINUTES OF MAY 4, 1998
For lack of quorum, approval of minutes was moved to the July 6, 1998 meeting.
MEETING REPORTS
(#4) MAY CITY COUNCIL MEETING
Silber reported that the Mayor and Council Memeber Flint had a very good meeting with the
Fairview Covenant Church people and came up with some very good ideas including swapping
some land next to the church which is in Minnetrista for the lot across from the Church on the west
side of County Road 19. The Mayor reported that the Council was excited about it and did not shirk
at the amount of money that it would cost to buy the land next to the Church to swap out. The
Mayor and Council Member Flint are proceeding to negotiate with Fairview Covenant Church.
SUBCOMMITTEE REPORTS
(#5) REPORT UPDATE ON SAGA ffiLL, GRANT APPLICATION
A. ANY NEW NEWS ON PROPOSAL?
Silber reported no new news, but hopes to get some fund raising going to get the 50-50 matching
funds from the DNR.
C. STATUS OF BOUNDARY MARKING AND BOUNDARY SIGNS
Gappa reported nothing new with the boundary survey.
D. LAND SWAP WITH HENNSEY
McDermott suggested Silber talk with the City Administrator about how to proceed with this matter.
Gappa offered to meet with Hennsey along with Silber to see what their plans are. Silber asked

Gappa if the notification of public hearing went out to the neighbors around the Saga Hill area for
the June 8 Council meting.
Gappa was unaware of any notification but would check with City Administrator Moorse and see
if a notice was sent.
(#6) REPORT ON DICKEY PARK PLAN
A. NAME PROPOSALS FROM NATIVE AMERICANS
Ilse reported no new name suggestions at this time.
B. DESIGN UPDATE
McDermott noted Erickson was not present to give update.
C. STATUS REPORT, SITE CLEANUP, ETC.
Gappa stated the lean-to on the Dickey property had not been removed yet and will be contacting the
developer to remove the lean-to prior to releasing the letter of credit. McDermott questioned if the
City could hire a private contractor to cleanup the site. Gappa stated that he could inform the
developer that if he does not take the building down, he will have Schoening take it down and bill
it back against the letter of credit. McDermott noted the root cellar and the railroad tie retaining wall
still need to be removed. Gappa stated that only the lean-to is mentioned in the letter of credit.
Ilse felt that the site needed to be cleaned up so that the prairie burn could be accomplished this
summer, rather than waiting another year.
Gappa noted that prairie burns should be done in the spring.
(#7) ICE RINK STUDY
A. PREPARE REPORT TO BE SENT TO COUNCIL
B. COSTS TO OPERATE RINKS (LABOR), WAYZATA AND WOODHILL
COUNTRY CLUB
C. EQUIPMENT REQUIRED, ITEMS THAT ORONO SHOULD PURCHASE
D. COST TO DEVELOP ORONO GOLF COURSE
E. SHOULD WE PROCEED WITH GOLF COURSE RINK?
Gappa reported not receiving a cost study yet from Tonka Bay.
McDermott noted that Wells was not present to give his report and passed this item until the July
6 meeting.

(#8) TREE PRESERVATION
A. ANYTHING NEW, WHAT SHOULD WE DO?
McDermott noted Wilson was not present to give her report and passed this item on for discussion
at a future meeting.
(#9) SPRING HILL TRAILS
A. ANY NEW NEWS?
McDermott noted that along with Welles, Wilson, and Council Member Flint,they walked through
the site this spring. He understood that Spring Hill was going to rough-in the trail. As of this date
it has not yet been roughed-in.
STATUS REPORT
(#10) BEDERWOOD
Gappa reported that the O.B.A. will be using the ballfields at Bederwood on Mondays and
Wednesday, and Hackberry on Tuesdays and Thursday. Gappa stated he informed O.B.A. to post
their ball schedule.
(#11) Bike/March for Parks - Ilse
A. Landscaping Update - Ilse
Ilse questioned how to proceed in getting bushes and flowers around the park signs for Hackberry,
Navarre, and Bederwood.
Silber volunteered to help Ilse with selecting shrubs and flowers. Silber recommended some soil
amendments before any planting. She suggested getting on a contractor's schedule for some time
in August. Silber questioned who would be doing the work. Gappa stated that the Public Works
Department could do the labor at the park, but it would be easier to hire it out.
B. Old Crystal Bay, short court basketball update -Erickson/Wilson
McDermott noted Erickson and Wilson were not present to give their report and passed this item on
for discussion at a future meeting.
Isle felt there were not many options for the park. The court would need to go North and South,
north of the post office,to save room for a gazebo. McDermott questioned if there would be a back
stop. Gappa stated that it would be just a short court with two baskets and no backstops. Gappa felt
that he could have Schoening come out and stake the court out to give the neighborhood a chance
to see the location prior to it being put in. McDermott also offered to meet Ilse at the park to stake
it out next week.

(#12) BEACH REGULATION SIGNS, STATUS REPORT ON NEW SIGNS
Gappa stated the signs are being priced out at this time by the same company that did the lift station
signs.
(#13) HACKBERRY
A. BACKSTOP REPAIR/EXTENSION - Erickson/Gappa
Erickson was not present for this report.
McDermott asked if there was anything new on the extensions?
Gappa said he had a company lined up last fall to extend the back stop. He will have Jack Brinkhaus
call him again and check on the status.
OTHER ISSUES:
McDermott questioned Gappa about the aerial photographs of the City for the Commissioners.
Gappa reported nothing had been ordered yet, and he is checking on the entire City needs first.
(#14) NEW BUSINESS
Silber suggested that her husband,who lectures on the 10 best pernnials for low maintenance, could
give a 20 minute slide show. Ilse suggested a presentation priar to the next meeting. McDermott
suggested starting the next meeting at 7:00 p.m. to allow for a slide show presentation by Steven
Ruce.
ADJOURNMENT
Ilse moved, Silber seconded, to adjourn at 8:15 p.m. Vote: Ayes 3, Nays 0.
