MINUTES FOR DECEMBER 2, 1997
ATTENDANCE
The Park Commission met on the above mentioned date with the following members
present Chair Susan Wilson, Commissioners Sherokee Ilse (arrived at 9:38 p.m. during
discussion of item#5), Andrew McDermott, James White (arrived at 8:00 p.m. during
discussion of item#2C), David Beal, Van Erickson, and Peter Welles. Representing Staff
were Public Service Director Greg Gappa, and Recorder Sherry Frost. Chair Wilson
called the meeting to order at 7:29 p.m.
(#1) APPROVAL OF MINUTES OF NOVEMBER 3, 1997 MEETING
Changes were made in paragraphs l, 2, 4, 6, and 7 under Park Dedication Fees Report
(Item #3); paragraph 3 under Open Space Planning (Item#7) on page 3 and 4th paragraph
on page 4, lst and 4th paragraphs on page 5; under park assignments on page 13; sub-
committee on page 14; and second paragraph under Bike Trails on page 15.
Beal moved, Welles seconded, to approve the Minutes of the Park Commission Meeting
of November 3, 1997 as amended. Vote: Ayes 5, Nays 0.
McDermott reported that he spoke with Mr. Johnson, who resides in Mound. Johnson
was the person who is interested in a trail along the Dakota Rail. His main concern is
with health and safety issues due to the materials being carried by the trains. McDermott
said the railroad bridges are in poor condition as well, citing the example of the Tanager
Lake Bridge. The railroad also is held to lower standards than those of passenger trains.
Johnson would like to see all train movement cease and is attempting to generate interest
and build support of a traiL McDermott said he recommended to Johnson that he speak
with the Council.
Wilson said it is important to give Johnson support in this endeavor.
Beal said he had thought the owner of the railroad property was keeping the property in
the hope to sell to other property owners adjacent to the railroad property for future
sewering as Johnson believes the location is the only area where the MUSA line would be
built. It was noted that even if this does occur, a bike trail could be constructed on top of
the sewer easement.
McDermott said Johnson would contact him after the first of the year.
Welles expressed surprise that a railroad would be held to lower standards. McDermott
infarmed him that the railroad does not carry passengers. Gappa reported that a train
derailed recently.

(#2) OLD BUSINESS
A. DEMOGRAPHICS OF ORONO NOW AND 20 YEARS LATER-
ERICKSON
Erickson reported that the current Orono population is 7600. The anticipated
population for the year 2020 is 8600 with saturation point at 9900.
Wilson asked if he had any information regarding the number of children in the
City. Erickson said he did not have this information but had been given some
figures from the school district. The number of students enrolled in the Orono
School District has increased by 100 from 1994 to 1997, and the number of Orono
students in the Orono School District has increased by 140 from 1994 to 1997.
Wilson questioned whether this pattern will continue. McDermott reported that
he has seen a change in his neighborhood from older residents to families with
children.
Wilson questioned whether there was a growth in the number of children.
Erickson thought families moving into the City have young children. McDermott
noted that homes are not being built for senior housing. Erickson said older
residents will also be selling off their lots. Beal said the lots were generally not
large in size. McDermott said the housing will be determined by the zoning for
sewer as well.
Beal asked about low income housing, noting such housing would have an effect
on the population. Gappa said a study was conducted but the $130,000 threshold
would limit that type of housing in Orono. Gappa said the Council has no intent
on changing the 2 acre density. He did not see any major changes for the future.
B. NAMES OF PEOPLE WHO WOULD TAKE FIREWOOD FROM
HIGHWOOD - ERICKSON
Erickson said Doug Jurdy of Maple Plain was willing to clear out some of the
fallen wood in Highwood but questioned whether a truck could gain access or a
permit was required. Welles indicated a truck could not go beyond the parking
lot. Gappa said there was no road. McDermott suggested the use of an ATV.
Gappa said the City has a Bobcat. Wilson said with the number of trees that have
fallen some of it must be removed. Gappa said due to the property being public
land the City may be required to publish for proposals. Gappa informed Welles
that he did not think monitoring the work would be an issue.
Welles cited what he has seen occurring at Wolsfeld Woods, where large fallen
trunks are rolled off to the side and regenerated naturally.

Wilson suggested small piles of debris be collected and wood chipped for use on
the trails. She asked if more was done at Wolsfeld than opening the trails. Welles
said no. Wilson noted there were limbs hanging down as well, some of which
should be removed.
Erickson noted that the wood must be good to make it worthwhile for firewood.
Wilson asked for direction indicating the work should be conducted during the
winter months ahead. Welles suggested that small piles of brush be hauled out
and the tree trunks sliced and moved off to the side of the trails. He suggested the
idea of firewood be dropped far the time being. Wilson agreed. Welles noted that
some of the wood could be used for posts in the parking lot.
Gappa indicated that he was informed by a public works employee that some type
of crossing was erected on the wetland area.
Wilson suggested she and Welles walk Highwood soon.
C. DICKEY PARK ENCROACHMENT ISSUE AND FOUNDATION
REMOVAL - GAPPA
Gappa reported that the City has the developer's $15,000 letter of credit that could
be used for removal of the lean-to if it has not been removed by spring. Gappa
said he spoke with the developer last fall about removing the lean-to.
McDermott indicated there was a concrete root cellar that needs to be removed
as well.
Wilson suggested the work be done over the winter months before the busy spring
period.
McDermott indicated the problem with getting the developer to do the removals.
Wilson suggested the developer be told that the City would remove the structures
if it has not been done by a certain date. Gappa thought the developer may prefer
the City to do the removals. Gappa will follow through on notification to the
developer regarding removal of the concrete and lean-to.

D. FISHING PIERS - MCDERMOTT
McDermott reported having spoken with a DNR representative. He was informed
that the DNR will accept requests for fishing piers and will then conduct a study
of the fishing habitat. In order for the DNR to provide $20,000 for a fishing pier,
the City would have to contribute $5,000 and enter into a cooperative agreement
with the DNR.
Beal asked if there were fish in the lake. McDermott said there were but did not
know to what extent.
Wilson asked if the Commission wants to encourage fishing at Summit Beach.
She noted the idea arose from the desire to keep fishing away from the swimming
area. Wilson asked if the City wants to provide the pier and whether the residents
desire it.
Erickson noted there is fishing that takes place on the east side of the lake. He
said he sees trash being left behind. Erickson does not believe the residents would
use the fishing pier and would rather see a fishing dock only.
McDermott said the fishing pier at Maxwell Bay is not highly used.
Welles said he had mixed feelings about the fishing pier noting the fishing is not
good in this area and is better on the east end of the lake. It was noted that the
Commission is not in the business of providing fishing piers and suggestions were
made for signage ar providing alternatives. It was questioned whether a fishing
pier would create more problems.
Welles said he included in his recommendations for Summit Beach a cooperative
effort with the City of Long Lake for consistent policies, rules, and signs. He
noted that the City of Long Lake has only one dock, which is used for reboarding
boats.
Beal indicated a short dock is not good for the purpose of fishing. Gappa said a
t-type dock is for fishing. Welles said the area is sandy. Gappa said the area is
shallow as well.
McDermott noted that he was not suggesting a fishing pier but only reviewing the
possibility.
Beal moved, Welles seconded, to recommend the Commission not a fishing pier
and only maintain what is needed for a swimming dock, monitoring it so it does
not become a fishing pier.

McDermott suggested the motion be stated to promote safety for swimmers.
Welles thought if the area was made attractive for fishing, people would be drawn
more to the area.
Beal amended his motion to not promote fishing by adding a fishing pier at
Summit Beach and adding signage for "no fishing".
McDermott asked to include reviewing beach regulations.
Vote: Ayes 5,Nays 0.
(#3) WINTER SPORTS
A. CLUBHOUSE TIMES AND SERVICES - GAPPA
Gappa reported that the clubhouse was opened last year after the beginning of
January and continued through March. The times were 12:00 noon to 4:00 p.m.
on Saturdays and Sundays. He noted it is difficult to get employees to work
during Christmas. Welles asked that a caveat be included that if an employee was
available and snow was plentiful, the clubhouse be opened earlier. Gappa noted
that sledding can still occur and does so even when the clubhouse is not open.
Wilson asked that sledding and availability of the clubhouse be advertised.
B. POTENTIAL FOR SKATING RINK- WELLES
Wilson asked if the pond can be enlarged. Welles felt it would impact golfing
conditions. He noted the only logical place to enlarge the pond is to the south,
which would affect the Sth hole. Wilson would like to see the rink be a
community rink. Wilson asked that enlargement of the pond be reviewed.
Welles reported that the well can be used for flooding the pond. Gappa said the
well is new, added as part of the golf course irrigation system, and would be
adequate for flooding the pond.
Welles reported that the pump house would not be available for use. Wilson
asked if it could be added onto. Welles said that was not discussed. Gappa
suggested a separate warming house be considered as the pump house has only a
small overhang.
It was noted that there is electricity and water available and good access to the
pond. Gappa said he would have to review any impact on the wetlands.

Commissioners agreed to pursue the rink for next year.
Welles said he would like to see a ski trail developed with signage, flags, and
markings of the trail that would link up with the Luce Line. Wilson asked if the
City has the equipment to maintain a ski trail. Welles said no. A plan would have
to be drawn up that includes equipment. Welles said he made the trail himself in
the past with assistance by the DNR during heavy snow. Wilson noted that the
DNR does not maintain ski trails on the Luce Line.
Commissioners agreed that the golf course was the best location for an ice rink.
Welles noted the only negative was the lack of access to the golf club. Welles
proposed a portable warming house. Wilson suggested this be pursued in a
detailed plan.
Gappa noted that the pond is at least the same size as the other ice rinks. Welles
asked about clearing snow decreasing the size of the pond. McDermott suggested
the pond be filled up with more water. Gappa agreed that this could be done.
Welles noted that during the spring months, the two ponds become one due to
spring flooding. He said his only concern is with destroying the grass. Gappa did
not see this as a problem. There is a connection between the two ponds. The
southern pond drains into the northerly pond, which runs through a northwest
creek culvert under Orono Orchard to the east. Welles questioned whether the
MCWD would have to be notified. Gappa indicated that the City has
intentionally blocked the drainage to solve a flooding problem. He said he would
investigate the options.
Welles noted that City Administrator Moorse was hesitant to pursue the ice rink
for use this winter without the availability of the well. Wilson said she would like
to see plans drawn in a large and detailed fashion. Welles said he would meet
with Gappa and Moorse to discuss the rink. Wilson suggested all Commissioners
visit the site. Beal suggested pictures be taken as well. Welles will take pictures.
McDermott asked if topography maps are available of the golf course. Gappa
indicated there were contour maps available. He noted that the rink cannot be
pursued until the well is completed.
Wilson said the short-term and long-term plans should be brought to the Council
as soon as possible and include costs. Welles said he would report back with
plans at the January meeting.
McDermott noted that according to the survey, 60% of the residents never cross
country ski.

C. BONFIRE - GAPPA
Gappa said he was concerned with the logistics of having bonfires, though, he
thought it was a nice idea. Gappa said the darkness and inability to guarantee a
full moon while advertising ahead of time could crate problems. Sliding in the
dark is also an issue. Wilson suggested the idea be delayed until the rink is
established and reconsidered at that time. Welles said afternoon bonfires could
also be done.
Wilson asked about liability. Gappa said the bonfire would have to be monitored,
but the biggest issue of liability is sliding.
Wilson asked if letters were sent to the neighborhoods regarding rink closures.
Gappa said he did not do this. Since the indoor ice time idea was eliminated, he
thought the rink at Hackberry should continue. Gappa said the maintenance of the
rink is not time consuming. He received one call about the closure and does not
want to eliminate that rink. Gappa noted that Bederwood has a history of poor ice
conditions and has a potential concern with snowmobiles.
Beal asked about a light at Hackberry. Gappa said the rink would be opened
during the day.
McDermott suggested the rink at Hackberry be provided until the rink is available
at the golf course and then re-evaluated.
Wilson suggested all Commissioners visit Hackberry, review ice conditions and
usage. She said she is not a believer in maintaining ice rinks that are not
maintained well. Erickson agreed that the rink had poor ice conditions the past
two years. Wilson said she has never seen anyone skating on it either. Gappa
indicated that the weather is the biggest issue for flooding.
(#4) OPEN SPACE REPORT - WILSON
Wilson asked that the report sent to Moorse be reviewed quickly. She wanted all
Commissioners to be aware of what was reported to Moorse. Wilson asked that the
Commissioners consider whether they agree with the concepts of the mission statement,
problem statement, and goals.
McDermott noted that the open space report has not changed substantially. A second
paragraph was added to the problem statement.
Wilson asked that the date of the survey be indicated, 1994, which was conducted by
Decision Resources.

White asked if the Commissioners were familiar with the 20/70 concept He explained
the concept refers to when a city is 20% occupied and 70% open space. He said that
residents have generally begun to be unhappy with their city after it is 70% developed.
The concept notes the importance of maintaining open spaces. He said the goal is not to
have the entire city developed.
McDermott cited the goal under open space reflects the importance of maintaining open
space. White also noted the importance of developing strategy and aligning with other
groups and communities that support maintaining open space. Beal said tree preservation
is also a integral part of maintaining open space and should be so referenced. McDermott
referred to #8 under Open Space that addresses it. He said buffers should be developed
with criteria, whether 10' or 50', revegetation ar already vegetated property, and review
areas for additional buffering.
Wilson felt adding tree preservation to the goals is important. Beal suggested it to
included in the problem statement as the lack of inclusion would impede what the
Commission is attempting to accomplish. He noted the survey showed the residents want
to maintain the natural look of the area.
Item #9 was added to the open space goals, "having a tree preservation policy to maintain
or enhance the rural characteristics of the City."
White suggested looking at both tree coverage and percentages for maintaining trees.
Wilson suggested warking with the City to develop a policy to protect the rural feeling of
Orono by protection of trees would state the positive outcome of tree preservation in
accomplishing the goal of open space. Commission felt there was a better probability of
preserving trees than acquisition of open spaces of land. Open space can be preserved
through both acquiring parcels and tree preservation.
The goal under Parks was approved.
Wilson noted there was no mention of community park. McDermott said it was included
as part of#1 in an attempt to keep it open and simple.
The goal for Trails was approved.
Beal asked if this would be the appropriate time to change the name of the Park
Commission. McDermott indicated that the Council is considering the name change of
the Parks, Open Space and Trails Commission.

Wilson asked the Commission to review the Open Space Planning Report she sent to
Moorse, who will be calculating costs . If satisfactory, Wilson thought the report should
be reviewed with Mayor Jabbour and ask for Council direction.
Beal asked that the report be dated and author noted. The report was subsequently dated
November, 1997, authored by Wilson.
The Dakota Rail was added to the list under trails in the Open Space Report.
Wilson said she contacted the new planner for the City of Long Lake, who is eager to
work with the City of Orono.
Wilson said the report cites examples for specific goals but does not include prioritization
as she would like to review the report with the Mayor first.
Wilson reviewed the list of open space parcels.
The Parks, Open Space, and Trails Report in the package was written by Moorse.
McDermott thought corrections should be made to the report if the Park Commission is to
be involved. White suggested Moorse attend a meeting to obtain the details of what the
Commission is attempting to accomplish. Welles noted that the Open Space Report
states the goals of the Commission, while Moorse's report is geared to impacts and
funding for Park Dedication. Beal felt a complacency regarding tree preservation, which
he feels the Park Commission should focus on. He thought more "teeth" should be added
to the ardinance. Wilson suggested Moorse attend the meeting with Jabbour.
(#5) BIKE TRAILS - ERICKSON
Erickson reported having met with Wilson and developing an Orono Bike Trails report,
which broke down the trails into three categories: wide shoulder, separate trails, and
designated bike trails, where the road is kept the same with signs posted to assist in
keeping car speeds down.
Erickson noted that the only separated trail is along Old Crystal Bay Road. The goal of
that trail is to eventually continue it down to Noerenberg Park. It is felt that the County
may assist in this endeavor.
Wilson indicated that North Brown Road is a separated trail, which was added to that
category.

Tamarack is going to be a separated trail as well. Wilson questioned whether this trail
should be done with a wide shoulder. McDermott asked how the City of Medina is going
to develop their portion of that trail. Welles said they would be constructing a wide
shoulder trail. McDermott recommended the City follow the same type of trail as
constructed by Medina. Tamarack was moved to the wide shoulder category.
The wide shoulder bike trails were reviewed.
Wilson noted that Medina did not want a wide road along Willow Road to reduce the
possibility of it becoming a through road. Erickson thought if the shoulder was widened
from Hwy 12 to CoRd 6 on Brown, he could speak with the City of Medina regarding the
portion from CoRd 6 to CoRd 24. Welles noted that patching of that road has taken
place. Erickson suggested other neighboring communities be spoken with regarding
trails. McDermott noted that Willow Road is a City road in Orono.
CoRd 6 will continue with a bike trail from border to border of the City. A reasonable
shoulder width needs to be determined. McDermott noted that the County has specific
standards. Gappa said he has a copy of Mn/DOT's standards for Commissioner's use.
Wilson said she would like to see wider shoulders with the high speed of traffic along
that road. Gappa indicated that the Council has asked for a speed study to be conducted
on the road and noted the speed limit in Medina is 50 mph. Wilson asked for wide
shoulder specifications from Gappa.
Welles felt the bigger issue was not width of shoulder but the maintenance of the
shoulder. He noted that debris is thrown from car wheels causing problems for bikers.
Wilson did not believe the standards could be changed. McDermott thought standards
could be changed if the road was a bike route.
Erickson reported that South Brown Road has a widened shoulder the entire length of the
road, paved to 3'. North Shore Drive has a widened shoulder at least 3' wide but is not
currently a bike trail.
CoRd 19 shoulders should be widened and paved. White asked if this would occur on
both sides of the road noting this would be difficult to do by Lakeview Golf Course.
Gappa suggested the use of CoRd 151 as there is less traffic on that road and it connects
on both ends with CoRd 19. Welles noted the large number of potholes. White reminded
the Commissioners of the major park and density levels by Saga Hill. Wilson thought
CoRd 19 should be maintained as the bike trail if it is going to be improved. She
suggested CoRd 151 be a designated bike trail. McDermott suggested the Commission
find out the County designation.

Erickson said the purpose of the bike trails is to connect all parks and trails.
Beal asked that the report be dated and authored.
McDermott thought the County was planning on wide shoulders on CoRd 19 to Navarre.
Wilson asked that the CoRd 19 trail be noted from Luce Line to the Narrows Bridge.
McDermott indicated that the City of Tonka Bay has a designated trail from the Narrows
Bridge.
Erickson reviewed the list of designated bike trails. It was suggested that these trails be
named as designated bike route. Welles asked if there was a standard for signs on bike
routes in order to receive that designation. Gappa did not think so. McDermott asked if
there were safety standards. Gappa said he would investigate that issue. The purpose of
these routes is to encourage bikers to use lesser traveled roads. Wilson indicated that the
majority of Orono's designated bike trails are on arterial roads and City roads, except for
CoRd 151 as noted by Gappa.
Erickson reviewed the additional ideas and thoughts. Other communities will be
contacted regarding their plans. The Highway planning people will be worked with on
the new or old Hwy 12 to maintain an east-west connector. Erickson indicated that the
preference seems to be for old Hwy 12. The Dakota Rail will continue to be pursued for
a trail.
Ilse voiced concern about liability noting the narrow roadway along Fox Street along
Stubbs Bay. McDermott informed her that Gappa will be reviewing the issue of liability.
Welles suggested adding the connector to Ferndale, which is Dickinson and Russell, in
order to keep bikers off of CoRd 15. This should be tied in with the trail designated on
Ferndale by the City of Wayzata.
Erickson noted that the community park concept includes all routes connecting to it. A
suggestion was to create a trail along Kelly behind the Otten Nurseries to Long Lake to
enable children from Long Lake to ride their bikes to the school properties. Willow Road
and Old Crystal Bay Road trails will connect to it with feeders trails.
Erickson noted that Long Lake will be losing their one park and may be interested in
pursuing a community park with Orono. He felt contributors could include Orono, Long
Lake, and Mn/DOT. Gappa noted that the proposed area for a community park is in the
MUSA and has sewer and water available.

Erickson said once all the trails are established, a "kick-off' could take place with a ride
from park to park with publicity and events scheduled. Beal suggested the ride be used to
raise additional funds. llse noted the national event in April, which is a "bike for parks".
Wilson asked if this could be accomplished by spring. Erickson thought it was possible
with Council's approval.
If all agreed with the trail list, Wilson asked where the Commission should go from this
point. Gappa will be checking on design standards. Beal asked if the list should be
prioritized. Wilson thought the list should be reviewed with Mayor Jabbour first.
McDermott said changes from the original map should be determined. Welles suggested
using a color-coded map for the three types of trails and the presentation be made
graphically. McDermott suggested reviewing it with Gaffron. Wilson suggested the sub-
committee meet with Jabbour and Flint as the Council would like to keep advised of the
work of the Commission. Wilson thought the meeting could be held in January.
Erickson will work on maps. Welles suggested communication occur with other
communities to enable showing these connector trails on the map. Wilson noted that the
Cities of Medina and Long Lake are willing to meet with the Commission.
The list of communities to be contacted was noted. This list is included in the minutes of
the November meeting. Erickson said he would also contact Independence and Spring
Park.
(#6) CAPITAL IMPROVEMENTS FOR PARKS
White distributed a copy of the List of Possible Funding Sources for Orono Parks Needs.
McDermott asked that the list for capital improvements for parks be turned in to him.
Wilson said she found the chart difficult to fill out. She did not want to include the years
in order to simplify it. Ilse said her list stated all improvements were to be completed in 5
years. Wilson suggested the lists show priorities. Beal said he thought the list was meant
to obtain ideas. McDermott said the list is to be a guide for budgeting.
Wilson noted that the parks are not equal in their importance and may present a problem.
She suggested the parks themselves be prioritized as well. McDermott said it should
include criteria as well. Beal noted the funds were not available to complete these
improvements. Gappa said that is the reason for requiring prioritization. McDermott said
the list is a wish list that can be refined with goals. Beal felt if the plans were important
to the Commission, they should be budgeted for. Gappa suggested the improvements for
each park be noted and then grouped by priority. Wilson said the list for next year's
improvements can then be made.

The improvements for each park will be submitted to Gappa in priority order. Gappa will
distribute these lists in the next packet.
Wilson asked what time frame should be used. Gappa said the Commission should look
at improvements for the next 20 years.
Wilson asked that maintenance needs be listed for the upcoming year. McDermott noted
that Moorse wanted to meet with the Commission and review the needs for next year.
Gappa noted the importance of having a prioritized list rather than one where
maintenance is picked. Wilson asked the Commissioners to bring a prioritized list to the
January meeting for maintenance. She indicated that tree planting should also be a
consideration.
White reported that the neighbors of Casco Park are willing to help remove the buckhorn.
Gappa said he would begin at the top of the list for maintenance. He noted smaller tasks
can be accomplished at different times.
Wilson asked that the list of capital improvements be submitted by the end of this week
to Gappa and maintenance list presented at the January meeting. The lists will be
distributed as soon as they are received.
