MINUTES FOR SEPTEMBER 2, 1997
ATTENDANCE
The Park Cornmission met on the above mentioned date with the following members
present: Chair Susan Wilson, Commissioners Sherokee Ilse, Andrew McDermott, David
Beal, Van Erickson, and Peter Welles. James White was absent. Representing Staffwere
Public Service Director Greg Gappa, Planning Intern Brad Bressler, and Recorder Sherry
Frost. Chair Wilson called the meeting to order at 7:15 p.m.
(#1) APPROVAL OF MINUTES OF AUGUST 4, 1997 MEETING
McDermott noted conections to the minutes. Second paragraph under Agenda Item#2
an Page 1, the posts was changed to "perimeter posts". "McDermott" explained the
purpose rather than Gappa, and "Ga a said he would have the posts fixed". Gappa
remarked at this meeting, however, that he ended up having the posts removed.
Page 2, second paragraph, hockey rink was changed to "skating" rink. Third paragraph,
first sentence, was changed to read, "Gappa said work had been done to the roof af the
concession stand building." Same page under Dickey, the first sentence, "McDermott
indicated the need for a picnic table" was eiiminated.
Page 4 under Agenda Item#6, fourth paragraph, last sentence, was changed to say,
"Wilson suggested looking for a location for a possible community park in the northeast
section af Orono". The ne� paragraph DOT was changed to Mn/DOT.
McDermott noted that the attachment he requested to be attached to the Minutes was not
included and asked that it would be.
The information McDermott provided regarding Navarre Park and Tower Park will be
provided for Gappa's records.
Wilson would like those Commissioners wha live by a park to maintain watch over the
park and make recommendations for needs they feel are required. These
recommendations can be reviewed with Gappa and then reviewed with the Commission at
the following meeting.
Welles questioned whether a member of the Commission should also maintain records
along with Gappa on the parks. McDermott thought it would be helpful to have the
information to review at Council meetings with the Council. Gappa suggested including
any information he has received from Commissioners in the next packet.
Welles asked Gappa to maintain specific files for each park. Gappa said he could have
that done. Ilse indicated that information on parks could easily be lost if this was not
done.

Wilson said the Commission would review the parks mainly during the summer months
�roicing concern for too much emphas�s being ptaced on a Cammissioner's particular park.
McAermott said that reason was why he would like to have seen information provided to
Gappa in the minutes. Wilson suggested key issues be placed in the minutes and vther
information be kept in the park file.
t�Vilson asked Gappa to inform the Commission if he is unable ta complete maintenance
tasks requested by the Commission within a reasonable time period.
Welles moved, McDermott seconded,to approve the Minutes of the August 4, 1997 Park

Welles indicated he did not attend this meeting.
B. AUGU5T 24, 1997 -M�DERN�O►TT
McDermott reported that he inforrned the Council af the Commission's desire to
charige the name of the Commission but it was not formally on the meeting's
agenda. The Council indicated they would have to review the matter. Gappa said
he woutd add this request to the agenda for the upcoming Council meeting.
Welles indicated he woul�l attend the meetin�. Welles said he asked Council at
that mceting if the change was administratively performed or if the code requires a
process to be followed. McDermott noted the request must be on the agenda for
any action to be ta.ken to properly noti�y the pubfic. Welles said he asked Moorse
to review the pracess reyuirements.
McDermott suggestec� other cities names for their park commissions be reviewed
and relayed as examples to the Counci�.
Tlse asked what the Council's concerns were regardin�changing the narne af the
Gommission.
McDermott reported that he reviewed the work in pracess at Antoine Park. He
inft�rmed the Council that the buildings had been removed. He reported that the
individuat parks were being monitoreci for maintenance.

McDermott said he had heard that a bfly scout was requesting to make a park sign
for use at Lee Carlson Ballfield and asked for further information. Gappa said the
boy scout came to the office to request permission to do sa. Gappa said he was
informed that a oermit would be reauired.
Wilson noted the Commission has been striving for standardization of a11 park
si�ns and voiced concern that this be followed. Gappa said he would nrovide the
boy scout with examples from the parks. Wilson asked that the natural look of the
signs and identification as a Orono Park be maintained. McDermott reviewed
generally the design of the signs. Gappa informed Erickson that the request was
made to fulfill requirements of the ea�le bad�e.
Ilse noted the cooperation e�sting between the school, Commission, and baseball
association at the ballfield.
Welles suggested the sign be coordinated with the ice arena nearby. McDermott
s�id he disa�reed. Wilson explained that the Park Commission is not involved with
the ice arena.
McDermott reported that the Council had approved giving a piece of a park to a
private property owner, W_yatt and Nanc_y Moe, who live on Spruce Place and
were requesting a subdivision of a lot line rearrangement. He indicated his surprise
that the Commission had not been notified. Wilson questioned why the
Commission was unaware of its e�stence. McDermott irrf6rrned Gappa that it was
a platted park. McDermott said he had thought he had seen the park property on a
map at one time.
McDermott asked that the Council be informed tha.t the Commissioners believe the
matter should have been reviewed with the Commission. Wilson asked that the
Council be infortned that the Commission was unhappy with the procedure
followed.
McDermott indicated that he noted the Commission's request ta instalt a sprinkler
system at Crystal Bay Park and asked Gappa if he had any further information.
Gappa said he was informed that the price range would be $5,000 to �I0,000
depending on the water pressure. A flow tneasure would be taken.

Wilson asked where Gappa was in the process of approval for the sprinkler.
Ganna indicated that the Commission's motion included a $5.0401imit. which
would likely not be adequate to fund the sprinkler. Gappa said the Council also
indicated their nreference t�use r.ark dedication m�nev for thi�imt�rnvemPnt.
M�Dermott c�uestioned whether this could occur since it was not park7and but�ity
property.
Wilson noted that the commission had discussed it being funded by the City and
would also save City manpower in watering. Gappa said the savings would be
dependent on the need for watering. Wilson indicated the request was made
because of the need to �et �rass to �rpw which has been ineffective thus far.
McDermott noted trees have also been lost. Gappa said the reason was the lack of
top soil and feels grass will grow with the new top soil that has been laid.
Gappa said he would present the price to Council but did not feel it would be
cansidered a high priority.
Itse suggested hiring a neighbor to water. Wilson said that was tried in the past.
Gappa suggested the post master. Wilson said Judy has taken care of the area
around the post office but felt it would be unreasonable ta ask her to water this
area as well. Wilson said she agreed with Ilse's su��estion in hirin� a nei�hbor if
City crews cannot perform the task.
Wilson asked Gappa to determine the best method to ensure that grass is growing
at Crystal Bay Park.
Welles suggested deterrnining an alternate solution.
Ga.ppa said the difficult part is beginning to get the grass to grow. He noted there
was nothin�on which the �rass could �row in the past but the top soil should
eliminate that problem. He indicatied that watering is the issue.
Wilson asked Gappa to inform the Council of the problems that have arisen.
Ilse agreed with Gappa that the initial time investment is required for the grass to
Qrow and then it should not be a nroblem.
Ga�pa said the top soil is good by the post office. The remaining areas were
marginal. He indicated seeding will occur this fall. He will include the item on the
Council's agenda at their next meeting but had mixed feelings on what would
occur.

Ilse �aid a combined effort between her schoot with use of City e�uipment could
possibly occur as a commwuty 5ervice praject.
McDern3ott indicated that a walk-behind sprinkler could be used.
Gappa said he woutd instalt faucets for use at the park far watering.
We}les suggested sending letters to the neighbors to solicit their help. McDermott
said that had been attempted in the past.
Wilson asked that the Commissioner attending the Council meeting should review
the agenda for items that are of interest to the Park Commission and stay for the
particuiar discussion.
(#3) REVIEW UF ll�iD1VIDUAL PARKS
A. ANTUINE -OPENING
Ciappa report�d that the grading work is about a two-day project th�t will begin
on Thursday of this week. Completion is dependent on weather conditions.
Gappa projected all work will be completed by the end of September. The play
equipmerrt is cunently housed in a warehouse awaiting completion of the grading
for installation to accur. Wilson asked that manpower be saved to see that t�:e
work is completed in a timely manner. Gappa will monitar it.
T'he grand opening ceremony wi11 take place in the spring. McDermott indicated
that he informed the Council of tlus event.
Beal asked about seeding. Gappa said dormant seed will be laid this fall.
Wilson noted tl�e buildings have been removed and asked if Gappa has received
any cornments. Ga.ppa said he has not hea.rd from the nei�bors. He said the
initial hase course has been compl�ted on Concordia, which will be bladed.
McDermott questioned whether Gappa needed any infotmation on ADA
rec�uirements. Gappa said requirements were follawed.

B. BEDERWOOD- TRASH- SHORT COURT
Gappa said the issue of the key for the trash receptacle will be taken care of in the
snring. He informed the Commission that he reviewed installation of a 30'x50'
short court, which would cost about $3,000, $1000 for the two poles and
backboard anc!the remainin�for rock. asnhalt. etc. Welles was told that little
grading would be required.
Commissioners agreed with Wilson's suggestion to inform the neighborhood group
that requested the basketball court of the cost and ask for consideration for one-
half of the funds. Welles noted there were not many homes in the area. Ilse will
take the information to the neighbors. McDermott asked Ilse to point out to the
neighbors that improvements were recently made by the City at the park and there
were no plans at this time for more. The location where the short court would be
located was clarified.
Wilson questioned whether an ice rink would be established at Bederwood this
winter. The problems that occurred last year due to low water pressure were
noted. Wilson and Ilse recommended no rink.
McDermott suggested the fire department for possible flooding of a rink. Beal
noted the eauinment used bv Wavzata for floodins rinks. Wilson asked Gauna to
check with the City of Wayzata regarding borrowing the equipment. Beal said he
would call Wayzata and relay the information received to Gappa. Gappa said
Wayzata possibly has city water available as well. Ilse said the use of a tank would
nullifv the need for increased water pressure or tvpe of water.
McDermott noted the problems that arise with continued maintenance
requirements. Wilson felt the problem was with how the rinks are flooded. Gapna
indicated grading also creates a problem. Wilson asked Gappa to check with other
area rinks regarding how flooding is done and report to the Commission with the
information in October.
The rinks were reviewed. It was noted that the ice at Casco was good. No
comnlaints were received from Hackberrv but Erickson indicated the lack of
adec}uate plowing and choppy conditions were present last year. Beal also noted
there were no lights under which to skate in the evening hours.

Welles agreed with Wilson of the need for fewer rinks at a higher quality.
McDermott noted that other communities have only one rink. Welles suggested a
central location be determined. The ice rink at the school was discussed and good
condition noted. The ice arena was said to have limited open ice time. Gappa
suggested speaking with school representatives regarding community use of the
school rink, which would provide for adequate skating facilities with Casca rink.
Wilson suggested representatives of the ice arena be spoken with.
An idea for a on-lake rink on Stubbs Bay had been reviewed and was nated.
Liability and parking issues were concerns. A Maxwell Bay location was discussed
at the site of the DNR park. There was concern due ta open watsr conditions
azound the channel.
Welles suggested a rink on the galf course pond, which would enable increased
use of the golf club house, provide a central location, and allow for more than one
recreation with sledding. Gappa indicated a creek n.ins through the ponds and
might present a prohlem. He said he would review the idea with Moorse. Beal
questioned whether the pond was adequate in size. Gappa said he would check
the well located by the club house regarding its ability to flood a rink adequately.
Welles will work with Gappa on this possibility.
Gappa suggested the school idea for a rink be followed up on as well. Erickson
wil} call the school and work with Gappa.
llse said the concept of using the ice arena is interested. Ilse said the ice arena is in
need of money and suggested th�possibi�ity of the City contributing money they
would save from flooding for a community open skating time period.
llse moved, Beal seconded, to investigate the consideration for community open
skating at the ice arena. Vote: Ayes 6, Nays 0.
Erickson said there were open times available, but Welles indicated a fee was
charged. Erickson reparted Gaxy Schroeder was in charge of the rink and would
talk with him regarding the idea. He asked that the outdoor rink ideas be
investigated as well.
Wilson asked that ice rinks be on the October agenda.
Gappa suggested Crystal Bay Park for a rink as there are many homes in the area.
Wilson noted that not a1t rinks can be done. Ilse said water pressure would have to
be checked. Casco, Hackberry, Bederwood, and Crystal Bay Parks were

C. CRYSTAL BAY- TOP SOIL- SKATING

D. DICKEY - BENCHES - PRAIRIE PLANTS
Wilson reported needs far the park next year. Erickson suggested the name of the
park be a high priority for the spring. Erickson, McDermott and Ilse form the
committee that will make a recommendation for any improvements at Dickey, such
as benches and plantin.�s. McDermott informed Erickson that a survev is available,
noting there are green posts with white tops that mark all corners.
E. FRENCH CREEK - MOWING- KIOSK
Wilson informed Gappa that mowing was ne�ded in French Creek Preserve.
Gappa indicated his concern for mowing sumac which leaves sharp edges. He
suggested the sumac be dug out. Wilson thought it was easier to walk through the
sumac than the hi�h erass. McDermott said the sumac can be eliminated after
mowing. Wilson said she would do the spraying to eliminate the sumac if the
mowing was done. Wilson noted where mowing should occur. She said trails
could also meander through the sumac.
Wilson reported that a path was mowed through the prairie but thought it had been
done by neighbors. She said she would call a neighbor and discuss it with them.
Wilson informed Gappa of a dead tree by the kiosk and asked Gappa to take care
of it. She indicated that the ta11 blue stem grass in the prairie area looks good and
may need burning next year. She asked that it be placed on the schedule. Wilson
told McDermott that the Commission had the grass planted and have an agreement
for future burning if necessary.
F. HACKBERRY - BACK STOP
Gappa reported that he has not had the time to fix the back stop. Wilson said it
could be done in the spring.

G. HIGHWOOD -FALL UPGRADE
Ilse said she walked through Highwood recently and noted there were many trees
that have fallen that will have to be removed.
Wilson said minor bridging should be determined this fall fnr spring use, noting the
wet spring conditions. Wilson asked Tlse if the Lake Minnetonka Environmental
School would be interested in the project. Ilse said she would work with Gappa
on the proiect. Welles indicated Hi�hwood is on his inventorv and will work with
Ilse. Wilson will walk the nature area with Ilse to determine what is required. Ilse
asked that Gappa take care of the tree clearing in September so the school can
work on the project in October.
H. NAVARRE
Gappa reported that he has the list of tasks required at Navarre Park.
Wilson suggested graups be pursued to assist in park maintenance. Ilse suggested
advertisin�. McDermott indicated that advertisin� had been done but no resqonse
was heard.
(#4} LONG TERM FUNDING- ILSE
Jim White is chair of long term funding and was absent. A report will be given at
the October meetin�.
(#5) OPEN SPACE PLAN
Wilson asked for Commission direction on where to go from here regarding open space
planning. She asked what the priorities are for this area.
Wilson said open spaces of at least 10 acre parcels have been identified with a list of
possible ideas. She asked if the Commission was in agreement with the list and ready to
discuss with Council. Welles suggested the ideas, goals, and mission be articulated.
McDermott said he saw the list as a shoppin� list of PIDs. Wilson asked if thev should be
grouped or prioritized. Erickson suggested prioritizing the list.
Wilson asked what the philasophy is behind open space; is the need for more open,
undeveloped, and natural space or more parks. Ilse answered that it was all of those.
Wilson questioned how much more open space.
Beal questioned what the goals and objectives are.
Ilse asked when it should go to Council.

McDermott noted that the attachment to the August minutes should be read and reviewed.
He noted the rural characteristics are the most controversial and goals should be general.
Wilson said specific recommendations should naw be made.
llse asked about the idea for a community park. McDermott indicated that the citizens
survev sh�wed that to be low on the nrioritv list.
The need to justify the parcels for open space was discussed. Beal questioned if that can
be done, whether the issue is then one of acquisition. McDermott said if Council agrees,
the need for a park in the northwest corner of the city should be shown. He noted there
was otherwise no master plan for parks.
Wilson asked that Commissioners review the map of open space. She asked if there was
any areas that draw attention.
McDermott noted a parcel on CoRd 15 from Wayzata after Ferndale Marsh, east of
Orono Orchard. He indicated the land makes a nice buffer. He was informed that the land
was privately owned.
Wilson indicated the need to look at large undeveloped areas and questioned whether any
of these areas should be flagged in order to eliminate bit-by-bit development. Beal
suggested approaching land owners regarding the future of their properties. McDermott
su��ested small nei�hborhood parks be included in small lot developments, and if lar�e
developments, include an open space area.
Welles suggested the process be reviewed before looking at specific pieces. McDermott
clarified how it works. He said parcels should be identified and determined if they meet
criteria. Welles said he feels the reasor�ing for identifying properties is missing.
Wilson asked if a work session should be held or meeting of the committee to determine
the justificatians.
McDermott suggested the use of quadrants with basic reasoning for area needs. Welles
sa,id a recommendation for a preliminary phase or suggestion could then be made.
Wilson said once the parcels have been reviewed, a work sessian can be set with Council.
She asked the Commissioners to drive the areas and familiarize themselves with the
parcels. She asked that all Commissioners verify that they have the information that was
provided at the Au�ust meetin�. Welles said Van Zomeren mailed out the information.
Any suggestions should then be noted.

Wilson said she is not familiar with the Stubbs property and asked that anyone who is
familiar with it to review the property. Ilse reported that a large area of the Big Vt�oods
has been purchased. The owner is attempting to save the maples but is having problems
with pavment af the increasin�taxes.
Wilson reported that McDermott and herself will meet to make a list of justifications. A
recommendation will be made this winter.
Erickson asked Gappa if any decisions have been firmed up regarding Hwy 12
reconstruction and what parcels will become available. Ganna said that information is not
yet available.
Welles informed the Commission that he would fly over and photograph the areas after the
list is developed. Welles said land type, critical species, and plats can be overlaid on the
aerials. Wilson noted the lack of staffing to handle the work. Ilse suggested color coding
the aerials.
Wilson asked to include Welles on the committee. She also noted that Gaffron has alot of
information resardin�this subiect.
Beal suggested funding should be a focus, noting the use of easements. Wilson said White
was reviewin�that ontion.
Ilse indicated the committee chairs for the east and west portions of Hwy 12
reconstruction design committees. She suggested they be kept in contact with as an
advocacy. Erickson is attending those meetings as well and reported the process is slow.
Ilse asked Erickson to communicate with Ga.il Wallace, and Mr. Murphy, the chairs.
Erickson also indicated that when working with adjoining cities, the Commission should
review their trail plans to see if they coordinate with those of Orono's. Erickson reported
that he feels there will be other parcels that open up for possible use from the Hwy 12
reconstruction and would like to see it discussed with Plannin� Commission and Council.
Wilson indicated that the primary responsible on Hwy 12 design is the corridor. Erickson
said the big picture should be reviewed to maintain a uniform look to the corridor. The
ne�t meeting of the design committee is scheduled for October 1.
Welles asked when the design phase will enter Orono. Erickson said he thought land
offers should be�in later this vear and next snrin�. Gabba disa�reed notin�the ali�nment
and EIS has to be set first. Wilson asked Erickson to keep the Commission posted on the
activities af the design committee.
Open space will be discussed at the November meeting.

(#6) BIKE TRAII. REVIEW
Erickson questioned what was occurting around the Watertown and Old Crystal Bay
Roads area. Gappa said he was unaware of any project in that area.
Erickson asked that advance warning be given an any road improvements where the
shoulders can be widened for a possibie bike trail. Gappa reported that North Ferndate
be�ween Plymouth and Wayzata is scheduled for ne�year. A trail is planned on the east
side.
Ilse asked about maintenance of the trail noting areas that are full of sand and dangerous.
Gappa said negotiations have been reopened with the County. Wilson said the corridor
will be part of the Hennepin County trail system. Gappa reported that the City does not
have the equipment necessary to maintain the trails. Wilson asked Gappa to work with
Moorse in eontacting Doug Bryant of Hennepin Parks and have Bryant call Wilson.
VUilsan reviewed ths praposed bike trail plan. She indicated the plan requires revisions.
McDermott �eported that the Council only recently adopted the plan.
Wilson reported that Watertown Road was not included on the trail. She thought the map
should he redrawn to include Watertown Road, eliminate Fox Street, and add Tamarack.
McDe�mott suggested including the Dakota Rail.
Ilse said Watertown Road was narrow and would be difficult to huild a trail on. She
reported thai when Mn/DOT was approached over widening the shoulders, there was
much public negative response to the idea. Welles and Wilson said Watertown Road
should be included. McDermott indieated that the use of the shaulder for Watertown
Road would be off in the future as it had been recently overlaid.
McDermott asked that he would be unwilling to give up the park dedication fees that
would be available from development of lanc!in the area. Wilsan said with shoulder use as
tra.ils, it would not require taking land for a separated trail and the fee could still be
obtained. McDermott sug�ested a hierarchy be determined for shoulder and separated
trailways.
Wilson verified that a11 Commissioners had the trail map to review for making suggestions.
Wilsan will copy the large map for distributivn as it more easily viewetl.
Ilse questioned the area on Bayside not included on the map. McDermott said the area
was included.

McDermott noted the different standards for bike trails. He indicated some

City would be required to pay the cost for widening the shaulders. He also said the

Gappa nated it would be difficult to have any other trails that run parallel to the Luce
Line.
McDermott indicated that public meetings would have to be held for any changes made to
the nronosed bike trail man.
McDermott suggested a trail adjacent to the Hwy 12 Corridor.
The committee consisting of Wilson, Welles, McDermatt, and Erickson will review the

Gappa informed Welles that the road projects in the near future are anly for raad overtays.
Wilson indicated that the 33'from center line tor right-at=way does not mean the road is

Welles cited the poor maintenance of Brawn Road bike trail. Gappa said the city is not
equipped to handle it. Gappa said the mac}une would cost about $20,000-$25,000.
VVilson said fund raising could possibly be a solution. Wilson said she is of the opinion
that if the trail cannot be adeauatelv maintained. the Citv should not build senarated trails.
Gappa said the problem also arises with obtaining the necessary easements. Gappa said he

The gathering of pieces of land for future trails was noted with wait for development to

Erickson said he wouid be willing to review the proposed bike trail plan. McDermatt
noted that the Council did direct the Park Commission to decide which side of the
roadway the trails sfiould be located an. i�Vel�es volunteered ta assist on the cammittee.
Wilson suggested the topic be discussed at the November or December meeting.
Beal noted that there are trails that meander through small roads in Wayzata. Gappa said
this works because the streets are on a �rid-tvne svstem. Beal su�gested smaller
residential raads could be designated as a bike route without being an oflicial trail. Wilson

reported t�at there are probiems with using private roadways. The owners do not always
want the roads driven on by bikers.
Wijson asked Gappa for a work maintenance schedule. Gappa said he would contact the

A. BEAL MOVING
Wilson moved, McDermott seconded, to accept the resignation of David Bea1,
who will continue to serve an the Park Commission until such time that a
replacement is approved by Council. Vote: Ayes 6, Nays 0.
Gappa suggested the Council may review the list of current candidates.
B. OTHER
Welles reported that Council Member Flint requested the Commission to monitor
the land alteratian taking place at Spring Hill Golf Club and its effect on the trail.
Welles said he surveyed the area. Wilson said she would also do so and discuss
the matter with Welles and Tim Johnson, proiect mana�er, Commission will be
kept informed on what is occurring on.the trails.
McDermott said he gave Gappa a report concerning the Old Beach Road bike trail.
He i� c�ncerned with the signage and the pl�,cement of the�uard rail.
It was noted that the Planning Commission has a work session scheduled for
S�pt�tnb�r 12 regardin�tree preservation and home accupatian licensing. Seal
will attend the meeting. Wilson suggested anyone else that was available should
attend as well.
