HomeMy WebLinkAbout04-07-1997 Park Commission Minutes �RONO PARK COMMISSION MEETING MINUTES FOR APRIL 7, 1997 ATTENDANCE The Park Commission met on the above mentioned date with the following members present: Vice Chair Susan Wilson, Commissioners Sherokee Ilse, Andrew McDermott, and David Beal. James White was absent. Council Member Kelley was in attendance. Representing Staffwere Public Services Director Greg Gappa, City Planner Elizabeth Van � Zomeren, and Recorder Sherry Frost. Vice Chair Wilson called the meeting to order at 7:16 p.m. (#1)APPROVAL OF MI�TUTES OF MARCH 3, 1997 MEETING Page one, Roll, Chair Wilson was changed to Vice Chair Wilson. Page 3, 2nd paraaraph, was changed to "the squeaky�vheel" conception as well as planning for.._ and typographical error of priorities. 3rd paragraph, "upgrades done well at each park" and "concerns at Antoine in comparison to other park playground equipment upgrades." Page 4, item#3, 2nd para�raph, was deleted and changed to, "The Park Commission is interested in a connection between the 2 SNA areas, Wood Rill and Wolsfeld. A walking trail could merge in and out of the bike trail if one is constructed. The trail could be a combination of both a wall:ing and bike trait. Page 5, lst paragraph, was changed from "the list" to "the ideas". Reference to bike trail was corrected to "trail signage, instaliation af new signs, and correct problems with existin�trails", adoption of recreation list was changed to "Add information to semi � annual newsletter on park facilities; the review of the ice rinks was changed to a comprehensive review. (#2)ATTENDANCE AT COUNCIL MEETINGS April 14 -Wilson Apri128 -Beal May 12 -McDermott May 27 -�Vilson 1 MINUTES OF THE REGULAR ORONO PARK COMMISSIDN MEETING HELD ON APRIL 7, 1997 (#3) #2218 JYLAND DEVELOPMEIYT, IN�C., 1185 HUNTER DRIVER, PRELIMINARY SUBDIVISION III Van Zomeren provided information regarding the 4-lot Class III subdivision. Rick Carlson of Jyland asked if the $250 paid by Mr. Corwin in 1978 would be applied against the Park Dedication fee paid under this application. Carlson indicated the ordinance stipulates a reduction should occur in the amount charged. Van Zomeren said she would research it. Van Zomeren reported the 18 usable acr�s of raw land has been determined to have a market value of$324,000, which would equate to a park dedication fee of$25,920 (8%). The Commi�sion discussed how the fee is determined. Mark Gronberg questioned whether there was a trail plan along Hunter Drive. It was noted that Medina has a trail plan for alang Tamarack. The bike trail map was reviewed. Wilson and the Park Commissions informed Van Zomeren that the Commission recommended the fee be collected instead of land taken for a future trail. Gronberg informed the Commissioners that the subdivision originally was for 7 lots but due to wetlands, it resulted in a 4-lot subdivision. He questioned the amount of usable acres and whether other wetlands should be deleted from the figure above that of Orono designated wetlands. McDermott said he believed the $18,000 per acre figure took into account the quality of the land being considered citing examples of the cost of lake share acreage. Van Zameren said the City Assessor used comparables (Hollander property) and had suggested his figure was on the lower end of the scale for the property. McDermott informed Gronberg that the Commission only makes the recommendation for whether the Park Dedication fee should be in cash or in land and any changes to how the fee is determined should be taken up with the Council. Beal asked Carlson what consideration has been taken for tree replacement. Carlsan indicated that because of the reduction in the number of lots, less trees will be rernaved. He indicated they were in favor of maintaining whatever trees possible. Gronberg informed Beal that the o�ly large trees removed will be for the construction of the roadway. Gronberg informed McDermott of the types of wetlands and their designations. 2 MINUTES OF THE REGUI,AR ORONO PARK �OMMISSION MEETING HELD ON APRIL 7, 1997 (#4) ADOPT A PARIi VOLUNTEERS' ASSIGNMENTS FOR SUMMER, 1997 The Park Commissioners reviewed the parks to deter�mine the current volunteer assignments and where additianal volunteers are needed. Wilson asked for a system to be established whereby the volunteers can be contacted regarding continuation of their volunteer assignments from year to year, provide information regarding what has been dane, and inform Staff of any problems they see. Gappa indicated that the Tamarack Senior Citizens will cantinue to volunteer at Summit Beach and Hackberry. Amelia Kroger cleans up Bederwood and along Stubbs Bay Road to the City dock. Wilson will contact the Girl Scouts ta det�rmine what troap will be assisting at French Creek. The pastmaster at Crystal Bay Post Office maintains the flowers at Crystal Bay. Wilson suggested the neighbors become involved. It was noted that trees were lost in this park last year due to lack of water. Ilse said she would call Randi Carlson ta determine what neighbarhood interest could be raised. McDermott questioned whether the City has advertised for volunteers in the past. Ilse suggested the newsletter be used as a vehicle for seeking volunteers. The Antoine Park Committee will be asked about volunteering for park upkeep at Antoine. Highwood does not have any volunteer assistants. Wilsan said she would contact the Boy Scouts. Wilson indicated there was need for assistance in marking trails and placing boards over wet areas. Ilse said Lake Minnetanka Environmental School of which she is af�iliated is nearby and would help this spring in Highwood. Jim White will be asked regarding volunteers at Casco Point Park. Gappa indicated Jim Raleigh was willing ta do some planting, The City is planning on perfornung some minor grading at the park, and Gappa is meeting with Raleigh at the park to discuss the park. Wilson indicated there is no equipment at the park as it is considered a natural area. Kelley noted the neighbors are active in maintaining the park. McDermott said there was a problem with snowmobiles being parked within the park property. 3 MINUTES OF THE REGULAR OR�NO PAR1C COMMISSION MEETING HELD t�N APRIL ?, 1997 (#4 - Adopt-a-Park- Continued) Kelley informed the Gornmission that the City had given $20,000 for park improvements at Bederwood. He said he assumes there is City owned equipment there and is concerned about the maintenance issue. He noted problems with the shingles on the roof and the back stops. The poles for the fencing have heaved He asked that these issues be addressed indicating a possible coaperative effort with the baseball association regarding maintenance. Kelley questioned who should be maintaining the park. McDermott noted a concern over usage of the park and su��;ested a possible fee be considered. McDermott also said he feels maintenance cast should come out of the capital maintenance in the City budget. Kelley said he agreed. Gappa said he would be visiting the parks on Wednesday and would Ic�ok at these problems when visiting Bederwood. Livingston Tower will be placed on the list soliciting for volunteers for park maintenance. The Commission would like to see a neighborhood person volunteer here and possibly plant a small garden. Navarre Park will be placed on the list soliciting for valunteers. McDermott noted the park needs major improvements. Patty Affeldt will be called regarding Saga Hill asking for her continued input regarding any needs that arise. It was noted that the neighborhood group has applied with the City far a grant to purchase three additional lots on Saga Hill. Na City fi�nds are committed at this time. Casco Point Beach and Sandy Beach will be added to the list soliciting for volunteer assistance. Lydiard Beach will be maintained by McDermott. It was noted that the trash cans at Summit Beach on Long Lake are not emptied often enough. Gappa indicated the public works peaple axe responsible for this, and he is in the process of assigning park responsibilities to the personnel giving them ownership over what occurs at the parks. Gappa was asked to review needs at Bederwood and at Hackberry. Wilson asked Gappa to regularly check the condition of the t-ball fields at Hackberry as they have a tendency of becoming weedy. (#5) CANOE SIGN-UP This agenda item will be discussed at a future meeting. 4 MINUTES OF THE REGULAR ORONO Pt�RK CQMMISSION MEETING I-�LD �I�1 APRIL 7, 1997 (#6) BUDGET REPORT QN PARK DEDICATION - BIKE TRAIL COST TOTAL Gappa noted the memo reports some historical background to the bike trail regarding financing. The trail was originally intended to be funded from MSA funding. This was changed due to needs for the funds elsewhere. The cost was then determined to come from Park Dedication Fund with cost sharing with Hennepin Parks. The City will complete the bike trail to CoRd 6 and Hennepin Parks is to complete the trail into Baker Park. Their portion is projected for construction this summer. Gappa reviewed the Park Dedication Fund. The balance at the end of 1996 is $212,]23. During 1997, the remaining portion of the trail will be completed. Park improvements will be performed at Antoine Park including demolition of the buildings and new playground equipment. The City should be reimbursed manies from the bike trail cost and from Saga Hill park land. With projected fees collected in 1997, grant reimbursements, and improvemants noted, the park fund balance is projected at $130,623 on 12131J97. McDermott questioned the school district's involvement regarding the trail portion from the teen center to CoRd 6. Gappa said he was not aware of any cost sharing. McDermott indicated the Commission has only recommended payment for the trail to the teen center. Ilse noted a fall referendum far the school district may change the dynamics of this issue if a new middle school is built. Kelley inquired about the status of the trail on the south side af Hwy 12. Gappa indicated agree�nents have been reached and are currently being finalized. He said the contract bid for the remaining portion of the trail was conducted in 1996, and the contractor, Buffalo Bituminous is awaiting weather conditions. Wilsan expressed her appreciation for the report. The information will aid the Commission with their budgeting in the future. Wilson asked Gappa to continue updating the report. Gappa said the factual information was obtained from Tom Kuehn. Gappa said he would keep the information updated. Wilson asked that the infarmation be reviewed by the Commission on a regular basis. Ilse asked when the grant reimbursements should be received. Gappa said he would ask Moorse_ Wilson �uestioned the cost associated with Lowry Woads. It was her belief that the land was purchased for $l from the Nature Conservancy. Gappa was asked to check further into this issue. ; MINUTES OF THE REGULAR OR�NQ PARK COMMIS5ION MEETING HELD ON APRIL 7, 1997 (#7} DISCUSSION OF FUTURE FUNDING FflR PARK DEDiCATION Ilse reported an a "March for Parks" national program that assists local parks. It was begun by an advocacy consumer group that promotes national parks. This program occurs on Earth Day each year with a march to raise funds. Ilse has requested she be sent an information packet. While it may be too late to become involved in the prograrn this year, Ilse felt it would be a good way to raise funds in the future. It was noted that Girl Scout, Boy Scout and School groups could be eontacted to assist with the program. This agenda item wi11 be discussed further when White is in attendance. (#8) COM�TISSION MEMBERS PARK RESP4NSIBILITIES FOR SUMMER, 1997 This agenda item will be reviewed in May. (#9) ICE RINK REVIEW Gappa reported that the biggest concern this year was at Bederwood due to an inadequate water supply. Complaints have been received about the poor ice conditions. The City is currently m�intaining rinks at Hackberry, Casco Foint and Bederwood. The Commission's goal is to evaluate each rink and maintain only quality rinks. Beal indicated the City of Wayzata uses warm water in a tank to flood their rinks. McDermott questioned whether the City could do a rink share program with Wayzata utilizing their water tank. Gappa said he would check into the issue. He noted the need for City water or a new well at Bederwood in order to produce a quality sheet of ice. Keiley asked if the Comrnission had considered an ice rink on Lake Minnetonka. Ilse said she thought that had been considered a liability issue also noting problems with snowmobilers. Gappa will review this possibility. Wilson suggested the use of boards for edging the rink. McDermott suggested two rinks, ane for hockey and one for general skating. McDermott askect that this consideration be added to the Commission goals. Kelley also reported that the schools use the hot water directly from the boilers to flood #he schoal rinks using a 3" hose. He questioned whether the City could fill up a tank from the school's boiler for flooding. Gappa indicated that the amount of water flow is vital to producing gaod ice. He said cold water will work as long as the flow is fast. 6 MINUTES OF THE REGULAR ORONO PARK COMMISSION MEETING HELD (JN APRIL 7, 1997 (#10) L(JV4rRY WOODS ACCESS Gappa said Moarse is working on the access issue. The property owner is not interested in granting an easement for access on the triangular piece of property but is interested in selling the land. The cost for purchasing the property is a concern. Wilson encouraged Gappa to continue working on gaining access to Lowry Woods. (#il) COUNTY PLANS ON B1KE TRAIL COIVTPLETION White was not in attendance to discuss this item. Gappa indicated the trail is scheduled to be completed by Baker Park by Hennepin Parks this summer. (#12) ANTOINE PARK FINAL COSTS AND LAYOUT The park improvement layout was reviewed. Plan A will allow the flat area in the park to remain for other uses. The plan calls for a bituminous path for handicap access as well as a transfer station. Colors for the equipment have not been determined. The committee will review colors. Beal inquired about the building demolition. Gappa indicated it will be reviewed by the Council. The Park Commissioners asked that the cost of demolition be from City operating funds and not from Park Dedication. The Council will review the park improvem�nts and building demolition as separate issues at the upcaming Council meeting. Gappa reviewed the costs for the park improvements. The cost of grading at a 1% grade is $5,100. This cost includes the path. The cost of pea rock will be about $2,000. Drainage will be controlled with use of a swale. It was suggested a small 6" wall be constructed. Gappa said sloping the land would have the same effect with less cost. Beal inquired about tree toss. Gappa said only a couple trees would be lost. A large cottonwood will be removed but it is in poor condition. Kelley voiced concern over the use of the path by children on bikes. He said the children would them continue riding their bikes out onto Fagerness Point Road. He suggested the parking be provided on Corral. Gappa said there will be parking cut into the park. Wilson indicated it was the neighbors preference for parking where placed as proposed. Gappa and Wilsan will review this issue during their tour of the park on Wednesday of tl�is week. Gappa suggested possibly moving the handicap path and constructing a handicap parking stall. Kelley also questianed whether the grading from the demolition would be at the same level as the rink was maintained. Gappa said some fill would be added. The base of the building's foundation will be left. McDermott asked Gappa to review whether there was any historical value to the building. 7 MTNUTES OF THE REGULAR OR�NO PARK COIVIMISSION MEETING HELD ON APRIL 7, 1997 (#12 - Antoine Park - Continued) Gappa reported staf�s recomtnendation is for the purchase and installation of Landscape Structures equipment from Earl Andersan af Bloomingtan. Another company did provide a comparison. The equipment will be purchased from one vendor. The other projects vvill be done separately. The pea gravel will be purchased under the equipment and material bidding. Beal asked ifthe City is pursuing the assistance of neighborhood volunteers for the installaxion. Gappa said it was logistically greferred that the equipment company install the Pquipment. Gappa asked that the neighbors assist with park maintenance. Gappa pravided cost comparisons with other recent park equipment improvements. VVilson ma�,�ed, Itse seconded, to recommend the equipment be purchased from Landscape Structures in the amount of$23,166 as noted in Pian A; site excavation at a cost of $5,100, pea gravel surfacing at $2,004, and handicapped access costs at $3,000 for a total of$33,266. Vote: Ayes 4, Nays 0. Beal inquire� about seeding and sadding. Gappa said this would be performed by the public works department. The parking lot is included. Gappa said the park review will enable them to frne tune this issue. Vtlilson asked that Gappa present the building demotitian as a separate issue and the cost be incurred fram City funds. The eommittee will decide an the colors for the ec�uipment and meet after the Council meeting ta make that determination. The committee will be requested to attend the Coun�sl meeting by Gappa. Wilson asked that the neighborhood graup be infarmed of the plans prior to the meeting. The time frarne for the arrival of the equipment will be 6-8 weeks. Grading will be performed ance the equipment has arrived. The projected date of completion is the end of � June. McDermott noted the need for a number of�hanges if a handicap statl was provided. Gappa said he would review this issue. McDermott said a handicap parking stall requires signaDe and of a size for van parking. BEDERVVOOD BASKETBALL COURT Janelle Shields, 357� Christine Drive, Maple Plain, asked for an update on a previous request for a basketball court at Bederwood. She originally made this request last year. Wilson noted the Commission responds to neighborhood requests. She asked, however, that the park pian needs to be reviewed prior to making any decision regarding this issue. She noted the cost is a concern. g MINUTES �F THE REGULAR ORON(�PARK COMMISSION MEETING HELD ON APRIL ?, I99'7 (Bederwood Basketball - Continued) Shields indicated she has not made any atternpt at raising the funds. Shields said she was informed that the cost wouid be about $5,000. She asked what she could do to assist in moving forward on this request. Shields said the court was needed for the older children. The site far the court had been determined at the 1996 Park Tour, northeast of the well. Slight grading was said to be required. Wilson informed Shields that the request would be added to the park plan and discussed. Shields suggested that a community ga.rage sale, such as the one being conducted by Goodwill on May l, could be done for raising Park funds. This could be accomplished through a neighborhoad garage sale with donations made on behalf of the City towards funding of the basketball court or other park needs. Shields said she would assist with organization of such a sa1e. (#13) TREE PRESERVATION PULICY Beal reported havin$reviewed policies on tree preservation made by other cities. He said he felt the direction from others was for a policy guideline rather than an ordinance. He said he would like to see a law regarding tree preservation. Beal said what he wrote began as a general policy. McDermott indicated that Moorse has started wark on a tree preservation ordinance, and Mayor Cal}ahan had asked the Park Cammission to author it. Wilson said Callahan had indicated at the joint meetin�; on open space that preservation of trees was an important factor and was assigning the issue to the Park Commission for review. Wilson indicated points made at the meeting were favorable towards development palicy guidelines. She said she had a problem with infringing on the individual rights of property owners. The meeting had raised the issue af regulating such a policy on individual praperties. Wilson said she objected to policing of private property. Wilson indicated she feels people have the right to do what they want with their personal private property. Beal indicated the policy is directed at developments. Wilson said she was in favor of a replacement type policy. McDermott asked Wilson if she felt individuals should have the right to clear their land of trees. Wilson indicated that she felt they do as long as they meet hardcover regulations. She would, however, like to see replacement of trees. 9 MINUTES OF THE REGULAR OR(?I�IO PARK COMIVIISSIQN MEETING HELD ON APIZIL 7, 1997 (#13 - Tree Preservation Policy - Continued) Van Zomeren noted that if a variance is being sought and it affects the life of a tree, it is noted and addressed. Van Zomeren indicated that preservation of a tree is not considered a hardship in the State guidelines. In order for this to occur, other regulations need to be in effect. Wilson said she would favor replac�ment of 8"+trees. Beal said a policy is necessary in order to preserve open space. Wilsan suggested beginning at the development level. She said she feels she represents the feelings of many of the residents of Orono. Beal asked if the distinction can be made between private property owners and development. Van Zomeren said yes but noted the problems that arise when new owners have the ability to do what they want after the development has occurred. 1VIcDermott said he feels if rules are in place, the new residents would be aware of them. It may create a problem with current residents. McDermott suggested a possible varianc� for tree removal. Wilson said it would be difficult to police and was concerned over what statement such a variance woul� make about what the City is all about. Beal indicated that the cities he has reviewed seem to have all gone thraugh this same discussion and process and determined that there is a need for such an ordinance. The amount af replacement and development varies amongst the cities. Wilson voiced concern with #3 on the check list regarding site inspection. Beal explained that this referred to pre-construction. Van Zomeren questioned the additional cost of surveying the trees. Surveys currently show large trees or stands. Beal suggested the surveys show significant trees. Van Zomeren asked how a stand of trees would be designated. McDermott said they could be indicated by a grouping noting surveys identify masses of trees. Wilson not�d it could become a matter af opinion of whether a stand of trees is considered significant. McDermott said the particulars could be determined by Staff or Planning Commission. Van Zomeren nated that the applications reviewed by the Planning Commission involve variances. Permits are obtained from the City daily through the Building Official. It would be difficult to project the additional work load such a policy would have on City staff. 1U MINUTES OF THE REGULAR ORON�PARK COMMIS5ION MEETINCt HELD ON APRIL 7, 1997 (#13 - Tree Preservation Policy - Continued) McDermott suggested applications include a question regarding trees on the property. Wilson noted this would enable the City to build public awareness regarding tree preservation. Beal asked�'an Zomeren regarding her preference for a policy ar an ordinance. Van Zomeren indicated a policy would be subject to interpretation while an ordinance would be of recard. She indicated she would like to see an ordinance on new development. She questioned how difficult a policy would be to enforce in terms of inspections and compliance. Regarding individual private property, Van Zomeren questioned whether covenants could be required for tree preservation. She said legal counsel needs to be consuited. McDermott noted the issue of preservation once development was completed. Wilson indicated it cc�uld be a matter of public awareness and education. Wilson inquired about size and species. Beal said deciduous trees replacement would be at 8" and 12" for coniferQus trees. Commission members agreed on the need to move forward with this issue. Van Zomeren will consult other city planners regarding prablems that have occurred. She will also cantact the City of Mound regarding their tree ordinance. Wilsan thanked Beal for his cantribution. The sub-committee will cantinue working on the ordinance and determine when a work session is required. Van Zomeren volunteered ta be in charge of Park issue communication. Van Zomeren will follow through on whether White submitted information on the Friends of the Park Award to the local newspaper. Ilse asked that a press release be dane on the Adopt a Park program. Gappa asked that the volunteer list be confirmed prior to the submission. 12 MINUTES OF THE REGULAR�RONO PARK COMMISSION MEETING HELD �N APRIL 7, 1997 �(#15 -Park Plans - Continued) Wilson asked that written invitations be sent to eouncit and Planning Commissianers regarding the Park Tour. The tour will be held at 6:00 p.m. on June 2. Gappa will check on obtaining the use of a bus, food, and invitatians. The list for touring will be determined at the May meeting. McDermatt indicated the Council would like the Park Commission to make a determinatian on the exact location and side of street that trails would be constructed and any other modifications needed for the bike plan. It was nated that Spring Hill Golf Club is in the cc�nceptual phase of development. Itse suggested Hackberry may be in need of park upgrade before Crystal Bay Phase II is scheduled. Beal suggested a 10 year plan. McDermott said he would prefer park upgrades not be listed on the plan until they are projected for upgrade in the foreseeabie future. McDernlott noted the major rehabilitatiot3 t�evelopment plan by the Veterans Camp on Big Island. Wilson said the Park Commission wil� informally follow. Van Zomeren said staff is attending the meetings. (#16) PARK SIGNAGE • This agenda item was not discussed due to time constraint. Gappa and Wilson will review the park signage during their tour. It was noted that parl� signs are in need of maintenance and trails need park sign identification. (#17) TRAIL NEEDS/PLAN FOR NEW HIGHWAY 12 CORRIDQR This a�enda item will be discussed in May. Gappa suggested a Park Commissioner(s) attend the Highway 12 policy committee meetings being held the first Wednesday of each month at 7:00 p.m. An assignment wi11 be maae in May. 13 MINUTES OF THE REGULAR ORONO PARK COMMISSION MEETING HELD ON APRIL 7, 1997 (#18) NEW BUSINESS V�ilson indicated the applicant in the�ullerton application is protesting the Park Dedication Fund Fee. The Council is further considering this issue. A future cap on the fund may be a possibility. Van Zomeren said she is awaiting further information from City Attorney Radio. The application is in the preliminary plat phase. Council has suggested a possible recommendation to hold up the preliminary plat phase until this issue is decided. The applicant's attorney, Mr. Winston, has supplied a list of Park Dedication Fund fees and any limits to that fee callected by other cities. The Park Commission discussed the Park Dedication Fund fee. Van Zomeren suggested that a developer had wondered about the possibility of taking 8% of the tax valuation af the subject property rather than basing it on market value. The ordinance is currently based on the fair market value of the raw, undeveloped land. The question arose whether all cities have caps placed an the fee amount. Discussion was alsa had regarding the fee based on the number of lots and use. Gappa indicated the objection in the Fullerton application regarded the subject property as having a lesser impact than would occur on a number of smaller lots. McDermott asked the Commissianers to review the latest revision to the Park Master Plan Inventary and submit any corrections to him. McDermott noted a new park designated on Chevy Chase. Ilse said the school district is awaiting the park plan. Commission suggested the plan be distributed to the school once the Council has made a preliminary review of the plan.
