The Parks Ordinance�as distributed ta Commission metn�ers far r�view in respori,se ta a
possible need for a sian stipulating "no�i�ing" at Summit Beach. Gerl�ardson had
rep�rted that such a sigr►wvuld be un�nforceable withaut an amendment to the ordinance.
This vvould requtre public notificatian and appro�al b�the Council
�4'ilson said th�ardinance was confusing in part an� appeared to also be internally
in�onsistent. �'�nt a�eed that it was �ot well-dra�Red, but suggested that it be redrafteci
only if it prese�ted a problem. Flint said an amendment could be adde� to the ordinance
for Summit�each for no jump�n�or diving wh�re small children are piaying if a pr�blem
shoutrl present itself.
Commissi���rs present decided there was no need to change ih�nrdinance�t this time
and witl leav�this item off ihe a�enda. It vvas notGci there ha��been no complai�rts

MCl�VI7 is going ahead�rith the project and is K�orking with Pierce to determine the ponc�s
location. The pra}ect�ill be�aid by th�Watershed clistrict through special allotment
caverir�g the capit�l investment and init:al operating costs. The Cominission memb�r-s

on the east side��d 6' �ide�.��lk �n ihe��est side. The brid�e and sidewalk �-e
nzade af con�rete. The bike trail is nat fi�lished but the whole project sht�uld
be 99°!o complete this fall.

Fiint said this is a good example of what can be accor��lish�d working with a
caop�r�tive des��loper. The bike traii �rimarily is k�ca�ed on pr�vate property, not
�n the right-of w$y. People now are able tc� see where the bike trail will be because
exca:�t�a�has been done_ The trail wv�tll u:nd in and out through the trees_

W�lson reparted she made contact vvith Mrs. Thompson,but Mrs. Thompson is
nat wilIir�g to pro`�ide an easement tc�warc�s the trail. C'serhardson also met with
Mrs. Thompson and described to her the bike trail, its Iocation, the constructiQn
pracess, and how it��uld have very little visual impact o�her property hecause
of the stope of the ground to the v�+es� af her property. Neverth�ess, she will not
grant an easement. Gerhard�on discusseti how curb and gutter cauld be ins�alled
but said it is very castfy to build and would nflt be aesthetically pleasing located
just in �ont Qf two properties. He sugges#ed considering#he instal�ation of a
shoulder which could b� c�anged lat�r. The Gc�mmissian members agreed thai
paved shc�utders should be the method used temporarily at this time.
E) STATUS (3F AGREEMENT�%ITH GQUN'i'Y
iGerhardson said#he County does not share casts with the Ciry until the bike trail is
totaity connecte�l from the I,uce I.ia�e ta the Ce,unty trail at Baker Park and CoRd

trail�as first proprssed.
The Gity�is a�vaiting a written agreement with the Count�Qn the bike trail. The
trail f�'t�m Baker Park caming east ta (�ld Crystal Bay Ro�d wil}be paid by the
C�►unty. Orono is presently organizin��hepians and getting bids. Qrono vuill be
in�tal�ing the tra.il from CoRti 6 to the bridge next year vnc�the written agre�ment
is signed.
Gerhardson said the trail will be maintained by Orona urnit it is connected to the
Luce Lirte. The southside Qf the bridge t�i�atertc�wn Road is the next hurdl�in
the project. '�he County v�rll mazntain the trail north of CoRd 6.
Tt�e Park Co�lmission�rs requested s�eing the agreement once it lias been made
with the eoum�y, Gerhardson said the cantract shouid be si�ned this winter and
the trail canstrueted next spring.
It v�as a}so noted that a different contractor was lay�ng the black-top on the Dickey
pra�erty trait which is why it has nat been campteted. `
Th��ifferent de,�igns c�n the Brown Rt�ad and Dickey praperty trails will give the
Ca�issioners, the Cit-y�ounci}, and t�public an op�rtunity to evalu�t�u�hat
different options are av�ilable.

Gerhardsun r�ported thai Maorse is putting a proposal together to present to the City
Council on the use c�f the�lubhvus�this w-im�r fc�r cross-cauntry skiing aa�d sledding. The
pian is tQ open the clubhouse Saturday and Sund�y afternsaons ur�til dark. It will be staf�ed
by one atten�ant. Vdinter-t�pe drinks, cocoa�nd eo�F�e, and canr�3! will be sold. The
clubhouse w=ilt a!so be open en Vdednesday e��er�ings for family nights and races. Jan
Guenther w�i3;put the trail in, a�td 4rono will prc��-ide the clubhouse as a public service.

and f�ur sco�ts. Th�gir_ds took water depth measurement�ar�u�d the pond vvhich ranged

Gerhar�n will be repairing it. ArlcMillar�tc�c�k phatas, and�,�ilson sent r�eurs releases to
three ne�:�spapers. Several species of wildtife�.ver� abserv� in�luding a bald eagle.
Over the wirrter, the Girt S�outs will be making the sign for the�re�erv�. Gerhardson will
bring in Ic���t�place aroe�nd th�edges and stumps behind the blincls to sit upan. Picnic
tables will�er�ered also. A spring opening is�Iann�l.
It �:as no�ed t�at there have been no complaints c�r conflicts invol4=in�#he preserve.
Although, �ame ducks were shc�t there recently, this is considered a one-time episode.

south of Lakevie`�Gc�lf Course. The neigh�ors h�1d a meeting recently and indicated the�r
des�re f�r the Cit}7 to obtazn the prope�-ty �s park land. The City has first r:�;�t-of-refusal
on t��la.r�d, uh�ch�as talcen ihrough a tax forfeiture, and wou�rl only ne�to pay th�
specials on the property. The Park commissioners passed a resalutiQn Iast year indicating
th�ir��sire t�take the lan� �d develop �fir�ure park. At that time, the ovyner was

Wilson askec�for the commissioner's interest in the Highwood Trail and Lowry Woods
Trai1. The High�rt�od Trail prev�ausly did �ave a trai� �;ning thr��gh it and woutd only
need to be waiked to re-establish it. Some hand trimmiing of branches will take care gf Lhe
underbrnsh. �rha.rdsvn satd an attachment to clear bnzsh is avai}ab�e for the tractc�r, but
it v�as indicated that tkus wau4d not�e needed. T'he parking issue is the main cancern. A
picnic area e�-ili al��be needed. `fhere�s a si�;n for the Lovvey WQods�rea and pa.rkina
now available. They are awaittng completion af the road by the developer.
The commissioners indicated their int�est in develc�ping these traits. Flim appo�nted a
sub-committee vf Flint, �'ilson, and Mchtillan to f�llaw thraugh on these trails. VV�'ilson

Gerhardsan presented the request to purchase equipment to better maintain the ice rinks.
He indicated th�berms are already in position for the r'snks.

Witsan said the sign was not up at Hacl�berry Park. It was decided to instali the sign on
Willaw sc�re�ident�ran identify the park.
Gerhardsc�n re�orted the interest of a neighbor b�Qld Crystat Bay Park tQ build an ice
rin�. The r��i�ent was tc�ld t€� send the City a letter stipulating his interest. It 4vas ncateti
that the ground was not level and�vould be difficult to maintain. Gerhardson thought ttus
request was prsmature for this year. Flint indic�ted that the golf cc�urse would be a
possibility far an ice rink. 4thers felt that although the idea was goad, the course would
not benefit from th�extra tivater pla�ed on the caurse.
