- ORONO PARK COMMISSION MEETING
MINUTES FCIR SEPTEMBER 6, 1994
ATTENDANCE
The Park Commission met on the above date vv�t�ihe following members present: Alex
Vongries, Susan Wilson, Lili McMiltan, Robert Howeils, and James White. Richard Flint
and Sherokee Ilse were absent. John Gerhardsc�n, Pul�lic Works Directos, and Sherry
Frost, Recorder, represented City staff. Vice Chair Vongries called the meeting to order
at 7:30 p.m.

Viee-Chair i�ongries asked for cornments. �✓Ic1lrlillan requested substantiation of park
dedication fee of$9,000 as noted on page-5, paragraph 4. Gerhardson stated the amount
was conect.
It ur�as m�ved by Hc�wells, seconded by Wilson to apprQve the minutes of the August 2,
1994 Park Cammission meeting. Ayes 4, Nays 0. (White was not present for this motion.
He arrived at 8 p.m.)
(#2) FRIENDS OF THE PARK AWARD (MCMILLAIv}
After researching possible nominations, McMillan, alang with other park commissioners,
felt there were no outstanding candidates to recommend for this year's award but would
like to continue with the program. McMillan recommended that successful nominees be
outstanding contributors and award only when that occurs. Vongries questioned if people
are aware of such an award and h�w we can make it public such as the "Adopt-a-
Highway" program. McMillan stated the "Adopt-a-Park" program is in its beginning
stages. �Vilson€�lt park cc�mmissianers needed to spend more timede�eloping this
program. ��ilson was invalved with a girl scout traop that began strong but other
commitments caused their involvement to falter. A youn�er girl scout troop will be
working with this program ne�ct year. Wilson wants people to feel they have earned the
award�
Howells asket!about the person who contributed the bluebird houses. Wilson stated that
a Wayzata te�cher was involved in selecting sites and chec4�ing the nests. The houses
v�ere mainly provided by Wilson.

HQwells asked that it be made clear that the award program is not being dropped but only
that no award is being gi�en out this year. Vongries reiterated the need to make people
aware af the progcam. McMillan wants the award to be given to people who are invfllved
and have made a contributian because of their desire ta da so and not far the sole purpose
af abtaining an award. McMillan stated that as more people in the community are
invalveci, this will happen.
Gerhardson stated that the Adopt-a-Park pro�-am was announced in the newspaper and
newslettsr and people signed up frt�m that natification, McMillan stated the comm�inity
education program is looking for ideas and this program cQuld fill that need.
Gerhart�sc�n suggested a(etter of appreciation be sent to those working in the prograrrt tttis
year. �ongries asked who would write this letter. Gerhardson suggested the chair with
signatures by all park commission members. The letter should state not only the park
commission's appreciation but the need for future commitment and ask people to
participate again for the follawir�g year,

name was fl�t the list. Gerhardson stated the mowers are instructed to clean up where
neecled. It was designated that the chair wQuld write the letter, signed by all park

Crerhardson commented the city has the drawing of the trail from the Thompson residence,
which is from the Luce Line to the Dickey property_ It was again determined that VVilson
would try to make contact with Thompson_

Wilson restated the current strategy to go ahead with this piece of the trail and see how it
fits with the rest. Gerhardson stated Bryant has not yet discussed the recent plan with ths
Henne�in County Board. McMillan stated the need to keep a detailed account of the
costs. The commissioners stated their cancern over the eurrent involvement without an
agreement in hand. Gerhardson stated the City Counci} had agreed to da a trail with this
section from CoRd 6 to Kelley Parkway and to connect with the Luce Line within five
years. The City Council needs to have an agreement between Hennepin County and the
city before they can proceed. The park commissioners yuestioned their role at this time.
Howells asked the status of the bike trail c�n BrQwn Raad. Gerhardson stated it is to begin
September 12. The cost is braken down by percentage with five of the eight feet (or
5/Sths) paid with Murticipal State Aid money. The City Council has chosen nat to assess
for the City's share hut no decisian has been made where the fund is coming fram.
McMillan stated the Park Dedication Fund is a possihility. Wilson asked the cost af the
project_ Gerhards�n stated approximately $600,000 for the rQad and trail.
Howells moved to continue discussion at next meeting requesting Gerhardsan to che,ck
with Moorse on Bryant's meeting with the Board and with City Council on the long range
plan. Vongries added to motion the Park Commission's willingness to have a work
session. Gerhardson suggested tabling the matter to next meeting when Flint will be
pres�nt. Matian made by Howelis, seconded by McMillan to tahle fiirther discussion until
ne�meeting.. Ayes 5, Nays 0.
�#€S) SL�M�IIT BEACH
Gerhardst�n spake with the City's insurance carrier regarding the facilities at Summit
Beach. This was in response to the remQval of swimming docks because af the issue of
liability. The insurance agent stated there is no problem with swimming docks artd that
one must ct�nsider what is reasonable. Vongries asked if there were problems with having
neither lifeguard nar phane. Gerhardson stated there was not. Vongries asked if City
Council had anything to add. Gerhardson and Wilson said the matter was not braught ta
the cour�cil.

Wil�on su�ge�ted that the dock be left in pla�e with the addition of a "no diving" sign due
tQ shallow water. Gerhardson stated the City Attorney says that signs can state only what
is in the City ordinanee. Qtherwise, an amendment to the ordinance is required. The
regulations of all parks must be by ordinance. White said we should be able to set the
rules and the signs to reflect the ncles. He didn't think the ordinances were that specific.
Gerhardson said he wouid get a cflpy c�f the ordinances for next meeting. In answer to
Wilson's question about beach rules, Gerhardson stated that they must be in ordinance
form ta be enforceable. A re�ommendatian would be made to council which would
a��rc�ue the amendment and put the rule on the hc��ks. Vongries stated that th�Park
Commiss�on was an advisary council only, eiting the Sandy Beach dock example. White
suggested a list of rules for the parks be made and given to the City Counci( for adoption.
Gerhardsan cc�mmented the need to delay this until�ve see the ordinances on parks and
sv��imming be�ches. Wilson requested they be sent to everyone prior to the next meeting.

Gerhard�on �tated it was a matter of how they go in. Hc�well�asked when the canoes are
rem�ved (erzd of October) and how many are being used (two} stating we are lasing
money at this time. There is room for five comfortably and possibly six. Vo�gries stated
the rack is nc�t paid for yet and was dependent on use.

Wilson stated the need to keep moving on the Crystal Bay Park plan commenting c�n the
scruf'Fy conditions, the need to see the survey, and the readiness of a sub-com�i�ttee. In
relation to this, Wilson asked for an update on the post office parking lot. Gerh�rdsc�n
stated the vasiance application is on the agenda of the Planning Commissian me�in�;of
9/19J94, which �rill make recommendations at that time. Gerhardson has a faotprint-type
map of the lc�t which will be staked out once the approval has been made. In answer to
W�1sQn's qi�es�tion, Gerhardson stated the parking 1Qt was requested by the post office.
The City�wns the property and will pay for the parking lot based on the five-year lease
�ammitmeni.
M�Millan asked if the Block Grant Fund can be used on C�ystal Bay Park plan.
Gerhardson said if i#wasn't stated, it certainly was implied for the playground. The
amount nf$2704 was confirmed. A discussion ensued on the use of this fund and the
prace�s to get the p3an completed.

M�Millan made a motion which�vas secc�nd�d by Wi}son to make a facmal mation ta the
City Ca�ncil to use the Block Grant Fund of$2'700 for Crystal Bay. In discussion,it w�s
dete�mined ttiat this plan is dependent on all revi�ving the survey, alt}�ough the
comm�ssion wc�uld like#a s�ee this plan move forward. Because af ursanswered questions

swvey,th�motion was withdrawn.
Howells asked ahaut the golf auting far the park commissianers. Ger�►ardson wilE check
the calendaz and provide the date.
McMillan reminded Gerhardson of the need for the Paric Dedication Fee update.
