HomeMy WebLinkAbout09-12-1990 Park Commission Minutes 4 �. H' ORONO PARK COMMISSION 12 September 1990 The meeting was called to order at 7:05 P.M. by Chairman Dick Flint. Commission members present were: Dick Flint, Bruce Kokal, Les Kelley, Lee Erger and Alex Vong ries. The following items were discussed: • Bederwood Park Plan • Bruce Feldman noise and nuisance complaint • Park dedication fee for Marsh or Lafayette subdivision • Shadowwood Estates bike/hike easements • Color coded bike/hike trail map Bederwood Park Plan: Linda Whitman and Sherokee Ilse represented the Bederwood neighborhood group. Whitman presented a detailed park plan for Bederwood Park. The plan, as described by Whitman, would create a low density neighborhood park and would include facilities such as a skating rink, updated playground equipment, vita-course, picnic shelter, tennis courts and more. There was some discussion of the overall direction of the park and the costs of new facilities. There were no recommendations from the commission other than an agreement to review the plans in the future. Bruce Feldman Mr. Feldman resides at 3898 Cherry Avenue, next to Sandy swimming beach. He and his neighbors, the Richard Nelsons, appeared before the commission to express their frustration and anger over abusive language, noise and property damage caused by certain teens who frequent Sandy beach. These interruptions often last late into the evening. Feldman said his yard is unusable because of the obnoxious activities occurring at Sandy beach. Vongries strongly urged that the beach be shut down. Erger suggested more police scrutiny of the beach area. After further discussion, Vongries moved that the dock at Sandy Beach be removed beginning next summer; closing the beach at 6:00 P.M.; increased police patrols. Motion was seconded by Kelley. Erger offered an amendment to keep the beach open until 7:00 P.M. The amendment, seconded by Kelley, was passed along with Vongries' motion. . 1 Jet Ski Resolution Discussion centered on the launching and use of jet ski type vehicles from Summit Beach area on Long Lake. Commission memebers agreed that some restrictions of use of this vehicle are appropriate. Kelley moved to urge city council to adopt Long Lake City ordinance on jet ski restrictions. Motion was seconded by Vongries and passed unanimously. Marsh at Lafayette Subdivision After reviewing subdivision map, commission agreed to accept a park dedication fee cash equivalent as opposed to 1.84 acres in real estate. Shadowwood Estates Joe Franks represented Fullerton Properties, developer of Shadowwood Estates. He expressed his concern over Park Commissions' use of utility easements for bike trails within the subdivision. His concerns centered on future marketability of the lots; the effect of trail construction on water funoff within the subdivision; possible delays in developing Shadowwood because of engineering concerns relating to the bike trail. Franks asked that the commission cancel its bike trail plans for Shadowwood based on these concerns. Flint responded by denying Franks' request and assuring Franks of the commission's assistance should any problems arise relating to the bike trail. Bike Hike Mau Alex Vongries presented a color coded trail, beach and park area map to the commission. Commission members agreed on its use as a va�uable tool for future trail and recreational area plans and deliberations. The commission agreed to a next meeting on October 2 at 7:00 P.M. The meeting adjourned at 9:35 P.M.
