HomeMy WebLinkAbout07-10-1990 Park Commission Minutes ORONO PARR COMMISSION MEETING July 10, 1990 The Meeting was called to order by the new Chairman, Dick Flint. The following members were present: Alexander Vongries, Lester Kelley, Philip Bradley, Dick Flint, Susan Wilson, Jim Gilbert, Lee Erger, and Public Works Director Gerhardson. CITY COONCIL REPORT Dick Flint reported that the Council had appointed him Chairman, and Alexander Vongries, Vice Chairman. He would like to add to the framework the position of Secretary and asked for volunteers. Susan Wilson volunteered and Jim Gilbert offered to help when needed. Les Kelley moved that Susan Wilson be elected Secretary. It was seconded and passed. COMMUNITY COOPERATION Philip Bradley reported that he had spoken with Tom Mich, Superintendent of Orono Schools , about future athletic facilities. An umbrella organization will be formed including the surrounding communities that attend Orono School. Toni Berglund, the Community Education Coordinator, will oversee the organization. Jim Gilbert moved we send Tom Mich a letter expressing the Orono Park Commission's interest in working on plans for athletic facilities with the school board and other surrounding communities. It was seconded and passed by the rest of the Commission. Les Kelley was appointed our primary contact with this community group. All commission members were encouraged to attend early meetings. PARR COI�IIrIISSION PLAN REVISION (/,,t�.2 c c,� Alex Vongries expressed his willingness to revise the 1980 Park Commission plan. He suggested we make a tour of the parks once more with specific goals in mind. A����- discuss���--�:�:�v�r�-,s a���.aea Alex Vong�ies_ tnrt�uld ma}c�.`up. �a- ��.i-��x..i� .c.h�ck ;�..a.:&�* A subcommittee of the Park Commission would tour the Parks and conduct an evaluation which would be presented to the entire Commission. Any special opportunities for expansion or problem areas would be toured by the entire Commission. The subcommittee will consist of Alex Vongries, Susan Wilson, and John Gerhardson. Dick Flint will join the subcommittee for the intial tour if possible. Orono Park Commission Meeting July 10 , 1990 Page 2 BBDERWOOD PARR It was reported that parking on the West side of Stubbs Bay Road was dangerous and people were parking there even though there were places available in the lot. John Gerhardson reported that the West side of Stubbs Bay Road would be posted with No Parking signs for safety. A letter will be sent to Gary Larson itemizing the remaining work that needs to be completed on the baseball facility. John Gerhardson will look into the issue of food preparation at Bederwood in terms of a license or other requirements. BICYCLE TRAIL PLANS Dick Flint expressed his concern over the clarity of our current bike trail map. Alex Vongries displayed some alternatives. John Gerhardson will try to develop a more easily readable map. There was a discussion of the Development on the Fullerton property on the SE corner of Willow and County Road 6 as it relates to our bike trail plan. Concern was expressed that the Park Commission was not made aware of the Development earlier. A formal resolution was moved, seconded, and passed that Alex Vongries will appear at the Orono Council meeting on July 23 to formalize procedures for us to receive all Development requests at the same time as the Planning Commission. John Gerhardson will talk to Jeanne Mabusth , Zoning Administrator, about the current ten foot easement request for a bike trail on the north boundary of the Fullerton property. COUNTY CAPITAL IMPROVEMENT PROJI3CTS IN ORONO The Commission discussed the County capital improvement projects ('90-'94 ) as they relate to our bike trail plan. CSAH 116 north of Highway 12 was the most significant. It was discussed whether there would be enough space for a detached trail. A resolution was passed that Vern Genzlinger, John Gerhardson, and Dick Flint would meet with Tad Jude with respect to putting a detached bike trail along Willow from 12 to 24 concurrent with the County' s ' 90- ' 94 Capital improvement plan. Orono Park Commission Meeting July 10, 1990 Page 3 NEIGHBORHOOD GROUP REPRESRNTATION Gary Connell presented a survey done by residents of our recreational equipment and park facilities. He also brought Park plans from Eden Prairie and Plymouth, and once more encouraged the Park Commission to develop a more complete Park plan. Alexander Vongries will look at the plans in relevance to his reevaluation of our 1980 Park plan. The chapter on the park planning process will be copied and sent to all Park Commission members. Mr. Connell also announced that residents had obtained estimates for new playground equipment and tennis courts and would attend one of the Park Commission's future meetings. There is also some interest in a casual ballfield for Bederwood Park. Gary Connell then listed concerns over Bederwood Park. 1 . As many as sixty cars counted a few times due to the new ballfield. The neighbors would not want the parking lot improved . 2. Loud speakers were not to be used and are being used. 3. Concern over parking on Stubbs Bay Road. He was glad this had been taken care of. 4 . He wanted to reiterate the ballfield commitment was for three years not five years as stated in the Pioneer newspaper. The Park Commission advised John Gerhardson to call Gary Larson and remind him that no loud speakers were to be used as stipulated by the City Council. No parking lot expansion is currently being planned. The City Council will be reviewing the Bederwood ballfield situation annually and will decide about its continuation as appropriate. The issue of additional fields in Bederwood Park will be looked at on the Commission tour. ADJOIIRNMENT 9:35 P.M.
