Lacking a quorun, another meeting was acheduled for l�eb. 9th The meeting on 1►eb. 9th opened at 7:10 pm with the following in atten � dance: xokal, Gilbert, Erger, llint and Bradley. Abaent: Vongries and �elley. Alao present were Council-eeober Diane Goetten, Gary Lareon representing Orono Baseball Asan, , and Public Worka Director C�e�hardson. ?he minutes of the January 2nd meeting were approved. Gerhardaon reported that Citq Council had reappointed tark Coaaission membera Bruce 1Coka1 for 3 yeare and Lee L�rger to fill the remaining one year of �irginia S�eatt 's tern. The Council ia seeking one �ore appointee. Gary Larson preaented a proposal by the Orono Baeeball Asan. (OBA) to upgrade the baaeball field at BederWood Park to regulation Little Lesgue atandards, including complete fencing, dugouts, concessionatand/press box, and acorebosrd. IIe explained thet OBA is growing in numbera, and uaage is overflowing the fields in Mound and Long Lake. OBA ia willing to build at its expen�e the needed facilities, b�t��.will need excluaive use of the field through 1993. OBA is seeking approval of the Orono School Dietrict for the building of rega2a��on� fie1�1� on the Crystal Bay Rd, aite awned by the School Diatrict as a permanent facility beginning in 1992/93. Xe estimated the cost of i�provements at Bederwood to be approximetely $15,000, and said it Was the best existing site in the area. OEA needa approval bq March 15th to neet its conatruction schedule and begin pley by June 2nd. John Gerhardson eaid that a conditional-use pernit siay be required for building of per�anent fencing and the atructurea, and if eo, will require a public hearing before the Planning Commisaion. A �aotion bq Gilbert, second by Erger, to reco�dend to Council u=e of BederWood Park as proposed by OBA, subject to the follo�wing: (1) a one-storq concession stand only; (2) all permanent iaprovements made revert to the Citq after 1993; (3)the licenae or use agr�ement to ODA is aubject to annual renewal bq the City; (4) OBA assumes sll maintenance, except for mawing of outfield; (5) OBA will furniah liability insurance; (6) OBA will have excluaive uae fro� 2 ?M Monday -l�riday, with the field open to public uae at other times. A motion by Flint to asend by eliminating the conceasion stand failed for lack of a second. During discussion, it was understood that City would have a key to the facilitiea. 1►lint expressed concern for overcrowding and parking shortage, and poasible nuisance to neighbors. The motion passed 4-1 . . „ f �.. �� ��� ?he next matter discussed was the proposed Park Dedication fee . amendmenta naW before the City Co�ncil. Alan Carlson, a resident and land developer, queationed whether the propoaed 10'x fee is not exceasive � in relation to future park needa. le thinks a public hearing on the pro- poaal should be held. Council-member Goetten said that Orono's present population ia 7400 and has been projected at 10,000, but that may be low. About 40'Z of the land area ia left for develope�ent. Lot siaea and density �ay change if more sewer• projects are undertaken in the future. During discussion, the follawing conclusiona were reached: the lark Commission ahould undertake a review and revision of the existing lark and Open Space rlan of 1980; cost eatimates for construction o£ bike-hike syate■ and other park improvementa should be presented to the Council to aupport the rark Dedication fee amendaent; and a 3-year phaae-in of new park fees ia neither fair nor practicable in light of future park needa.
