Dear Sir/Madam:
The purpose of this letter is to request a variance to the City of Orono's current position in
regards to above ground liquid product storage tanks. The proposed tank would be utilized as
the first step in a groundwater remediation system to be installed at the Orono Self Serve located
at 2160 Wayzata Boulevard in Orono, Minnesota. Petroleum impacted groundwater would be
pumped into the proposed tank, which would collect and separate recovered contaminated
groundwater for approximately 2 to 3 hours before the groundwater would go on to the next step
of remedial treatment. It is possible the tank would collect free-phase liquid product. Therefore,
the proposed tank would be equipped with sensors to detect product and shut the treatment
system down if products levels reached hazardous levels in the tank. Product levels in the tanks
will also be physically monitored during a monthly check of system. The treatment system will
also be enclosed in a block building which satisfies a Class I, Division I rating.

Dear Mr. Stevens:
Subsequent to a review of the materials provided in regard to the proposed above ground fuel
storage tank proposed at 2160 Wayzata Blvd., it has been determined by City staff that a tank
enclosed in a building would be allowed without Council approval. However, all building
permits applications for B-1 Zoning Districts require review by City Council and may be
referred to Planning Commission for their review also.
Enclosed is a land use application. Please provide the application, the noted required submittals
and an explanation on how the system functions. If you have any questions, feel free to contact
Jeanne A. Mabusth or myself.
