HomeMy WebLinkAbout12-01-1986 Park Commission Minutes } �� ! ORONO PARR COI�IlKISSION, DECEMBER 1, 1986 ATTENDANCE Terry Morse, Les Kelley, Phil Bradley, Virginia Sweatt, and Bob Kost were present. John Gerhardson and Mark Bernhardson were present from the Orono City staff. The following were absent: Lee Erger, and Mariann Kienzler. APPROVAL OF MINUTES Minutes from the November 1986 Park Commission meeting were approved. PARR NAME The Commission unanimously agree to assign the name "Livingston Tower Park" for the park land at the intersection of Livingston and Blaine Avenue, Navarre. RISR SURVEY The Commission unanimously agreed to the removal of the merry-go-round equipment at Antoine Park. Discussion was held regarding replacement of the merry-go- round with another piece of play equipment. Discussion W�ii be continued at next meeting. John Gerhardson reported that work was started this past autumn to place impact absorbing amounts of sand under the existing play equipment throughout the parks. This work will be resumed and completed in the spring. He also indicated that all park equipment wi11 undergo regular inspections and maintenance starting Spring 1987. PARR LANDSCAPE DESIGN Bob Kost presented a landscape concept for the newly named "Livingston Tower Park". The plan W�1i be refined based on comments from the Commissioners. Kost W� 11 meet with John Gerhardson to prepare a bidding proposal. The Commission W�11 consider bids for the proposal from landscapers at the next meeting. The park plan incorporates a site for a public sculpture for garden ornament. Terry Morse volunteered to contact the Minnesota Art Center regarding the potential for a donation of a piece of sculpture. BIICE TRAIL SYSTEM John Gerhardson is trying to locate old files and information regarding the bike/hike trail issue, past City Council resolution and a trail route map. He W� 11 provide Commissioners with copies of all available materials. MEETING SCHEDULE Discussion was he�d regarding a change in the Park Commission meeting schedule from the first Tuesday of the month to the first Monday. Les Ke11ey moved and Virginia Sweatt seconded changing the meetings to the first Monday of the month - September through Apri1, and the first Tuesday of the month - May through September. Motion was approved. This change is intended to make it more convenient for several Commissioners to attend more regularily. 1 ti t ORONO PARR COMMISSION, DECEMBER 1, 1986 CITY ADMINISTRATOR Mark Bernhardson, City Administrator, addressed the Commission on the following issues : Goal setting/agenda setting, strategic framework, regional park and Lake Minnetonka public access, Big Island, valuation of Park Dedication Fee , review of Comprehensive PYan, and input/attendance at City Council meetings. COMPREHENSIVE PLAN John Gerhardson distributed copies of the Orono Community Management Plan to a11 Commissioners present. Chairman asked a11 Commissioners to familarize themselves with the Plan and prepare to discuss the Park and Recreation section at the next meeting. ADJOURNMENT Meeting was adjourned at 8:30 p.m. The next meeting is scheduled for Monday, January 5th, 1987 at 7:00 p.m. at the Orono Counci 1 Chambers.
