CITY OF ORONO
PARK COMMISSION
Following minutes are for the joint meeting of the Orono City Council
and the Orono Park Commission, held November 1., 1979.
The Following were in attendance: ATTENDANCE
Park Commission; Tomlinson, Watson,
Kelley, and Goetten.
City Council; VanNest, Butler, Paurus,
and Massengale. Also present were
Dick Benson, City Administr.ator, John
Gerhardson, Public Works Coordinator
and Deborah Massengale, a prospective
new Park Commissioner, was also present.
The minutes of the October and September MINUTES
meetings were read and approved.
Tomlinson opened the discussion by PARK COMMISSION'S VALUE
expressing the Park Commission' s
concern for its value now and in the
future.
Points of discussion were:
1. Orono Comprehensive Plan. The
plan, soon to be re-written, should
have an expanded definition of the role
and goals of the Park Commission. 'Iwuo
types of planning for park and recreational
needs should be included; urban and rural.
2. Present and Future park properties.
Questions were raised as to the needs for,
and locations of, park properties. The
council looks to the commission to articu-
late these needs.
3. Procedural Guidlines. A smoother method
of communicating the desires of the Park Comm-
ission to the City Council and City Staff was
discussed.
4. Facilities. Nature oriented projects need
to be included in future planning, to take advan-
tage of the City' s natural beauty and surroundings.
Funding for this type of project is probably more
available than for other "development' type projects.

5. Survey. To guide the commission it
was suggested that citizens of the city be
surveyed to determine their needs and desires.
Dick Benson suggested that the city zoning
administration could be of assistance.
Council woman Butler suggested that important AGENDA ITEMS
matters be brought to the council meetings as
formal agenda items, rather than merely "Park
Commission comments" as is done currently.
All in attendance felt the meeting was very MEETING INFORNIATIVE
informative, and that joint meetings be
scheduled several times each year.
Kelley brought up the subject of the current
status of Bederwood Park. Dick Benson mentioned BEDERWOOD PARK
that he has recently written another letter to
Captain Langhoff, Army Engineers Bn, requesting
inclusion of the Bederwood project in the Spring
of 1980 schedule.
A recommendation was made to concentrate on the NAVARRE PLAYGROUND NAME
playground near Navarre, and further to consider
naming the area "Val Eliot Playground. "
Also discussed was the situation of Highwood Park HIGHWOOD PARK
and its potential improvement. It is currently in
poor condition and needs some attention to become
a viable recreation area.
Tomlinson made a motion that Deborah Massengale MASSENGALE APPROVED.
be recommended to the council to fill the term
of Roland Berglund on the Park Commission. Second
by Kelley, unanimously approved.
Tomlinson has decided, in view of the progress
evident at this joint meeting, to remain as
� park commission chairman.
