Chairman Tomlinson, as directed by the commission, ACCEP^lANCE OF TREE PLANTINGS
has contacted Mr. Larry Gleason, whose property by Mr. Larr Gleason, whose
is surrounded by Hackberry Park, regarding the property is surrounded by
location of transplanted trees in that park. Mr. Hackberry Park
Gleason was appreciative of our concern and was
willing to accept tree planting in the park

structure would be a clear span arched bridge,
10 FT. pathway of steel construction with wood
rails and trim. Primar9 reasons for considering
a new bridge were:
1 . Inability of current bridge to
acccemodate road and drainage im-
provements without dismantling.
2. Increasing cost of new bridge in
future years if installation is
delayed.
3. Difficult9 experienced by trail users
who must cross at road grade elevation.
A motion by Tomlinson, seconded by Kelleg, to
_ recommend to the city council that DNR plans for
a new bridge be favorably considered was unanimously
passed.

filling along Highway 12 of a portion of the
swampy low ground near the outlet of Lake Katrina
(aka Rice Lake) to acc odate another portion of
the bike trail. In view of the advantages of ex-
tending bicycle trails connected to existing and
proposed trails in Orono, the following recommenda-
tion is made to the council:
Motion by Berglund, seconded by Erger:
"It is recommended to the Orono City Council
that every effort be made to support the
Hennepin County Park Reserve District in
its endeavor to construct bike trails in
Morris Baker Park, including the connecting
spurs on non-park property, provided:
1 . Approval based on thorough study is
received from the city engineer, and
2. Some type of release from public

Tne Par Commission, pending the actual
transfer of this property, has not
proposed definite plans for it; however,
the poential as a lake access, swi:rnning

general park has been discussed. Specific
. planning for the use of the property could
be undertaken immediately upon it ' s transfer.
IIotion by Kelley, seconded by Berglund, to
recommend to the city that this property
be accepted, transfer to be affected as
soon as possible, and that Mr. Dayton' s
stipulations be considered as acceptable
to the Park Commission and the City.
Passed unanimously.
The property adjacent to the Dayton
property will eventually be deeded b9
it 's owner, Mr. Clark Peterson, to the
City of Long Lake, with similar purposes
intended by the donor. Joint planning
and operation of the two properties is
a natural and practical possibility.
ifir. Dayton expressed the desire that
this park be desinated as something other
than "Dayton Park .
Chairman Tomlinson expressed interest in setting SUB-COMMITTIES TO STUDY:

Further discussion of this idea will take place
at our next meeting.

Re: Bruce Dayton
Our File 6038-1
Gentlemen:
Mr. Dayton in the past has eressed his wishes to convey to the City of Orono
for park purposes a certain parcel of land on the Southeast side of Long Lake.
You have an actual description of the land that Mr. Dayton would like to
dedicate. It is my understanding that tfie parties who own tfie land immediately
to the West of the land owned by Mr. Dayton also desires to dedicate his land
to the City of Long Lake far park purposes. The egact status of this dedica-
tion is not known to the undersigned, but I am providing you this information
for background purposes.
Mr. Dayton proposes an outright gift of the property to the City. This out-
right gift to the City will contain the necessary provisions to insure that
the land will be used for park purposes and that the area will be open to the
general public without restrictions as to area of residency race or creed.
I would like you to make an affirmative decision that the land is (1) desireable
for park purposes, (2) that the City will accept the land for park purposes, and
(3) that the acceptance would be for the general use of the public at large, sub-
ject to those restrictions that the City feels are necessary for the preservation
of public health and safety, and are to be uniformily applied to the public at
large.
The exact wording of the deed and the reservation clause can be worked out between
our office and the City Attorney, once we have obtained Park Commission concurrence
in the desireability of obtaining this land for park purposes.
Mr. Dayton would like to give as much land as possible to the City for park

purposes and in subdividing the house from the land to be given for park purposes
would like to establish the division line on the slope which forms a natural dividing
line between the house and the land suitable for park purposes. This would result
in a less than two acre parcel being retained by the home, but since the house is
surrounded by park land this variance from the current zoning law probably does not
establish any precedent which would be detrimental to the long range plans of the
City.
Sincerely,
