January 25, 1977 The Orono Park Commission met on the above date with the following members present: Chairman Latnrop, Berglund, Kelley and Hurr. Absent: Kallestad and Peasley. Also Present : Bradley Van Nest, Mayor, and Mary Butler, Councilmember. Otto Chris�enson, from The Department of LUCE LINE NATURE TRAIL Natural Resources, came �o talk about the Luce Wayside Rest, Trail Rest Line Trail and the proposed DNR Park on Willow or Picnic Area Drive. They are thinking of it as a Wayside Rest to involve water, tables and toi]_ets. They normally need 50 acres for a community park ground. As this is only 19 acres, there are questions about it being a real picnic area, or primarily, a trail rest. Other un- resolved questions concern parking, overnight camping or nature trails (an interest of donor. ) The DNR wants to work with all levels of Orono DNR NEED FOR SUPPORT Government and will bring in plans regarding setbacks, etc. They are interested in fencing where documented trespassing occurs on the Luce Line Trail. Enforcement of rules concerning the trail need to be a joint effort of county sheriffs, game wardens and local police. The DNR is lookin� into a Luce Line Association for assistance with management. There is a need for parking for users of the NEED FOR PARKING Luce Line Trail (snowmobilers) . Suggestions On Luce Line Trail from the Park Corr�n.ission were ,�19 extension, when built, or leasing part of Ski Tonka for car parking. Gifts of land to the Village were diacussed. LAND DONATIONS There is concern for the amount of land in Orono already off the ta,X rolls. Some new approaches, instead of outright gifts, could involve a conservation easement allowing for private ownership, private maintenance, pri- vate taxes; and giving the owner a tax de- duction but never a buildable lot or area. The current list of tax forfeit land was dis- TAX FO RFEIT LAND cussed. A motion to DRAKE PROPERTY recommend to the City Council that this property is not suitable for an Orono Park, but might be considered for a conservation easement, was moved by Hurr, seconded by Lathrop. Nays - (0) Correspondence from Dr. Panuska (attached) , REQUEST FOR PARKING reques�ing a permit to park L..�O trailers in at Bederwood Park Bederwood Park for hikers to work on the Luce Line Trail, May 6, 7 and 8 was discussed. It was moved by Latnrop, seconded by Kelley, to deny a permit for this use of Bederwood Park because of soft ground and lack of enough space.
