CITY OF ORONO
� Regular P�Zeeting of the Orono Park Commission, 8a30 P.M.
September 2, 1975
The Park Commission met on the above date with
the following members presente Chairman Opheim,
IIerglund, Hallowell, Kallestad, Kubalsky, Lathrop,
Al�sent: Leipold, Oberhauser, Panuska, Peasley,
Romain, and Councilmember Butler.

1975 were read and approved.
Chairman Opheirn reported that the Orono Park PARK SURVEY & PAYMENT
sizrvey tabulations are complete. The results
must now be studied and conclusions drawn as to
what kinds of facilities and activities the Orono
residents want. The survey will be divided among
the Commission members to study and report on at
the next meetingo There were 801 responses out
of 5,000 surveys delivered, Chairrnan Opheim had
to hire five young ladies to handle the data
reduction.
Chairman Opheim moved, Lathrop seconded, to
reimburse the ladies at $Oe75 per hour for a
total of $116e25. Nlotion, Ayes (6) - Nays (0) .
There was some question on correspondence caith Dick BIKE/HIKE REPORT
Benson regarding the bike trails on #�84 and ##135e
Hallowell will check with Benson and report at the
next meeting,
�Iallowell moved, Kallestad seconded, that the TRAILS COru�tISSION
following resolution from the Joint Trails RESOLUTION
C�nmission be recommended to the Council: Aiotion,
Ayes (6) - Nays (0) e
The I3ike/Hike Trail Committee recommends that
an elPctric semaphore be installed at the
junct�on of Highway #�12 and Old Crystal Bay
Roade tae are working on a bike/hike path that
will feed into the Orono school system and feel
that this is the safest possible place to cross
I3ighway �12 at this timeo FIowever, we further
request that consideration be given to an over-
pass or underpass, or pedestrain bikeway at
that junction in future planning by the State.
Kubalsky reported that there wil.l be a bike rodeo BIKE RODEO
, September 27, 1975 at the Grandview Jr. High Parking
lot to promote bike safety. The Bike/Hike Committee
is backinq this ro�eoo
I:ubalsky moved, Lathrop seconded, that the Park
Commission offer its support where needed for this

Chairman Opheim reported on the status of the Park 3COTT PROPERTY
dedication by the Scott property developers.
Opheim moved, Berglund seconded, to adv�.se the
Planning Commission that the Park Comm�.dstion H�s
decided to ask for a cash value of lo� (�or a park
fee) of the land value in accordaiZce �oit� the
recently passed ordinance regarding p��k fees.
Niotion, Ayes (6) - Nays (0) .
Chairman Opheim int�oduced a contract for use in TRAILS EASEMENT
granting an easement for trails,
Opheim moved, Lathrop seconded, to have this form
inserted in the trails folder for use in granting
easements with the understanding that it may be
amended and the Park Commission thanks Bruce
Malkerson for the form. Motion, Ayes (6) - Nays (0) .
Chairman Opheim reports that there are several tax TAX DELINQUENT
delinquent properties. One is the hill north of PROPERTIES
Red Daniels Park. Another is two triangles of
land off Wildhurst Trail.
Opheim moved, Kallestad seconded, to recommend to
the Cilty Council to take appropriate action to
acquire the tax delinquent property adjacent to
Red Daniels Park for park property for the City of
Orono, T�iotion, Ayes (6) - Nays {0) .
The 6Jest Hennepin County Pioneer Psuseum has asked WEST HENNEPIN COUNTY
the Park Commission to ask the Council for donations PIONEER MUSEUM
for operating expenses.
Opheim moved, Kallestad seconded, that the Park
Commission reCommend to the Council that they make
a contribution of $200 to the �;Test Hennepin County
i'ioneer P�useum and as a source of funds, that the
Council reduce the Park fund by said amount tor
the year 1975. P�Iotion, Ayes (6) - Nays (0) .
Berglund asked about progress on the Larson TENNIS COURTS
property. Lathrop reported grading is under
way. Opehim reported on blacktop tennis courts
as an inexpensive alternative to standard courts.
Kubalsky reported that the parking problem SWITJ1NiING CLASSES AT
exists only on the first day of classes. SANDY BEACH
Ophei.m will contact 4rlestonka about holding their
orgainzational meetings elsewhere.

Hallowell noticed a group of young boys vandalizing ANTOINE PARR VANDALISM
the roof shingles on a building at Antoine Park.
Opheim confronted the boys and inspected the damage.
He felt that the roof may be badly damaged and require
replacement.
Opheim moved, Berglund seconded, that the s3.t�iation
be explained to Sergeant Daniels and ask that he
investigate the matter anc� the costs irivolved and
take the necessary action. Discussion ensued. Motion,
Ayes (6) - Nays (0) .
Lathrop asked if the Park Commission would be SNOt�JMOBILE SIGNS
interested in posting signs at the City limits
stating "Snowmob:ile Ordinances Entorced" . Lathrop
will investigate placement, cost and number of
signs involved for a report next meeting.
Kallestad moved, Lathrop seconded, to adjourn the ADJOURNMENT
meeting at 10:35 P.T2. Motion, Ayes (6) - Nays (0) .
