Regular Meeting of the Park Commission 8:00 P.h1.
February 18, 1975.
The Park Commission met on the above date with
the following members present: Chairman Opheim,
Berglund, Hallowell , Kallestad, Kubalsky, Peasley,
Romain, Obernauser and f�1ary Butler, council
representative. Absent: Leipold, Panuska, Lathrop.
Minutes of the last regular meeting which was in
December were read and approved.
The village attorney has been requested to redraft SNOWP�OBILE TRAIL STATUS
our present ordinance to allow sno�,�nobiles west of
Stubb' s Bay on the Luce Line.
Hallowell and Kubalsky reporting. The council BIKE-HIKE PATHS
has requested the city engineer to prepare an FEDERAL AID URBAN (FAU)
application for a grant from the FAU - Federal
fi�d Ur�a7 fund. The Bike-N�ke Trail���ays Committee
realizes that this is a ver~y expensive prajec� and
outside funds ��ill be needed. The FAU is a
30 - 70 split u�ith the city picking .up 30%. The
money can be applied only to certain designated
roads, which do include Co. 19 and 15. Applications
are due 28 February. We have divided our proposal
into five construction stages and will apply for
money one year at a time.
Hallowell moved, Oberf�auser seconded, that the
Park Commission support the application for the
FAU money for bike-hi�e traili�Jays on Co. 15 and
Co. 19.

Opheim moved, Kallestad seconded , that the Park �
Commission endorse the proposed Bike-Hike
Trailway Committees plan and responsibility as
appropriate for our needs and be passed to the
council for their information.

Nallowell reported that the committee is looking
into signs and lack type bike racks for this
summer. Costs will be presented at the next
" meeting.

The council has requested that a shoulder be built
on Co. 135 Tonka���a Road for a bike-hike trailway
tnis spring ���i�en the sewer project is finished.
Opheim reported that Alan Green of h1ound has set up
a i4ulti-Community Bike-Hike Path l�Jorking Session at
the i�l�und Community Center on �larch 6. The purposes
will be to esta�lisn multi-community bike-hike plans ,
policies , acceotable interfaces along road and way
to work with the DfJR and Metro Council .
The initial map v�as presented by Fern Ku�alsky. INITIAL PLAN

1 . The Luce Line as an East-4Jest trailway should
be used as muci� as possible.
2. All of Co. 15 in Orono should be considered
for trailways.

2. Big Island recreational area. Opheim has 1975
written a letter to the P�etro Council
requesting that they consider adding the
Veterans Camp on Gig Island to their
open space acquisition plan.

4. Fishing area parking. Molly's Corners is

Opheim reported that Primus does have the land SKI-TONKA
for sale. Ne has looked it over and discussed
possible uses and financing of the 72 acres .
The city would 'nave to apply for a grart-in-aid
program by this June from the f�deral government
to purchase the land. Opheim reported on the .
status of the ice arena.
The commission revieured the transportation
policies as recommended by Councilman Paurus.
Kubalsky left 10:00.
Oberhauser moved, Kallestad seconded, that the
Park Commission recommend to the council that
the transportation policies should adopt a
policy that:
1 . Would result in non-motorized traffic facilities
on all places adjacent tc traffic roadways.
2. Any future construction and upgrading on
roadways snould carry a mandatory requirement
for facili-��es for non-motorized traffic.

for funding for parks and recreation.

will rotate attending among the corimission
members.
