CITY OF ORONO
Reqular P4eeting of the Park Cofitnission, 8:00 P.T�.
December 17, 1974
The Park Commission met on the above date
with the following members present: Chai.r-
man Opheim, Berglund, Hallowell, Kal].estad, and
Lathrop. Absent: Kubalsky, Leipold, Panusk�,
and Oberhauser. Also �resent: Councilman
Ulelsh, Joe Romain, and Bob Prova bf the North
Shore Community Council.
Tom Burns has resigned from the Park Commission Rr^SIGNATION
because he has been transferred and will be Tom Burns
moving very shortly.
Joe P�omain, 870 [�indjammer Lane, was introduced PROf'OSED APPOINTP�iE�TT
and intervie��aed �y the commission.

Romain be proposed for membership on th� Park

Bob Provo, of the North Shore Commuriity Council, r10RTH SHORE CONI��NAIITY
which is paYt].y supported by Orono for the City COUDICIL
recreational program, �aas intYoc�ticec�, rir.
Provo explainedthe .�ouncil's program which
included swimming lessons, basketball, tennis,
etc. anc� proposed proc�rams for senior citizens
and retarded children of the area. The
recreation programs are run by a hired
Administrator and supezvised by the North
Shore Community Council. Mr. Provo would like
a representative from the Park Commission to
serve on the Council. IIerglund volunteered to
sit on the North Shore's meetings until the
commission would like to consider a permanent
representative.
Al1an Green, who is on the Park Commission for BIKE/HIKE TRAILS
r2ound, will hold a meeting in Januar_y for
interested representatives on bike/hike
trails. Hallowell reported she had contacted
��Zr. I:opp, Village Ac3ministrator for �4ound,
to see how T��und had established their bike/
hike trails. Contact was also mac�e with
Gerrit Schmidt, of Spring Park, to see if
they would consider sending a representative
to preliminary study meetinqs on bike/hike
*.rails. T�ir. Schmidt will propose it to the
'ouncil in January.

Berglund moved, Kallestad seconded, that the CASCO POINT ROAD
Commission thank Mr. V. Johnson for his of.fer PROPERTY OFFER
of the property on Casco Point Road, but
inform him that we consider the land too small
for any feasible use as far as the Park
Commission is concerned. Motion, Ayes (5) -
Nays (0) .
A letter was received by Opheim from the DNR SNOWMOBILE TRAIL
indicating that the Luce Line Trail is a
multi-purpose trail and that we should make
provision for snowmobile trails that go
west from Stubbs Bay Road to Watertown.
KubalsY.y arrived at 9:10 P.M.
The Skip Drifters presented a proposal for
a short connecting section of trail for
snowmobiles from Stubbs Bay to the Luce Line
up the east side of the road and allowing
traffic to go west.
The Skip Drifters will take on all the
maintenance of this section.
Kubalsky moved, Berglund seconded, that we
present to the Council the Skip Drifters
proposal. Motion, Ayes (5) - Nays (0) .
Hallowell left at 9:20 P.M.
Lathrop proposed posting snowmobile law
enforcement signs at the City limits. The
feasibility and cost will be studied.
Opheim read a letter he sent to the Metro PARK PLA.�TNING
Council requesting planning assistance or
criteria for a park plan. A preliminary
outline for the Orono park plan was passed
out. Categories for open space preservation
and nature area were added.
Oberhauser arrived at 9:50 P.P�.
Discussion was held.
Oberhauser moved, Lathrop seconded, that we PARK PLANNING
submit this outline to Council for preliminary
approval. 2�otion, Ayes (5) - Nays (0) .

Berglund reported on the use of truck tires HACRBERRY PARR
for playground use in Hackberry. Bill tdear
will be asked to the next meeting for further
discussion. The ice rink has been completed
at Hackberry Park.
Opheim reported on the ice arena steering ICE ARENA
com�nittee activities.
The merry-go-round that has been donated MERRY-GO-ROUND
will be refurbished.
Berglund moved, Oberhauser seconded, to
have Benson investigate putting it in the
Red Daniels' park. Motion, Ayes (S) - Nays (0) .
Opheim reported on making Big Island part of BIG ISLAND
the Metropolitan Council Open Space Area.
Oberhauser moved, Lathrop seconded, that a
letter be sent to the Metropolitan Council
to put Big Island on their list of objectives
for Open Space Recreation areas. Motion,
Ayes (5) - Nays (0) .
The meeting adjourned at 10:30 P.M. ADJOURNMENT
