The Park Commission met on the above date
with the following members present� Chairman
I�qastny, Berglund, Hallowell, Kubalsky,
Leipold, Panuska, Peasley, Oberhauser, Opheim,
and Wysockye Also present> Dick Benson, Jerry
Ross, and Red Daniels.
The Minutes of the previous meeting were read I2INUTES
and approved with the correction of the proper
spelling of Dunwreath Peasleye
Dick Benson reported on �the expenditures of BUDGET REPORT
the Park Commission to date. Copies of the
�udget were distributed and discussede Total
Inceme, 1974e $29,557a Spent to Date, A��ril 21,
1974: $4,401.49e Encumbrances: $7, 700.
Balancee $17, 455. 51e A request was made for
the cost of maintenance and imp�ovment of the
Art Center Tennis Court for June.
Oberhauser introduced r�ire Arno W. Haering, COMPREHENSIVE PARK
T-ianager Planning Assistant for the I�4etropolitan PROGRAM
Cour.cil ;:�:�.�r.Pete Jacobson, who is in charge of
Par;c planning for the P�letro Councilo t�iro
f�::��ring informed the Commission that they do
n�� charge for their services, but try to help
communities develop land use planse A discussion
was held on the need for Orono to establish an
over-all park plan under the limited funds
available.

Panuska moved, L�ysocky seconded, that we ask
Lhe Local Planning Assistant from the Me�ro
Council to establish a program to develop a
work �lan for the Orono Park Commission by the

useful information to him as a base map, zoning
map, Brauer & Associates publication, etc.

A report was read from Jerry Ross, Chief of UNAUTHORIZED VEHICLES
Police, on the problems of controlling unauthorized
vehicles on park property. A discussion was held.
Wysocky left at 9e15 P,M.
Oberhauser moved, Opheim seconded, that the
words "Pfiotor Vehicles" be added to the Luce
Line ordinance and "any emergency vehicles
be allowed on all park property" to the Park
Ordinance No> 151. l�Totion, Ayes (9) - Nays t0) .
Benson suggested that a general letter be LETTER
written to �he public informing them that
motorized vehicles �re nbt allowed on park
property. No ac�ion was taken.
Panuska maved, Opheim seconded, that we have PAR� I�lAPS
a plat map for each park for every member of
the commission and for the police. T�2otion,
Ayes (9) - Nays (0) .
Opheim moved, Kubalsky seconded, that we SURVEY COA�lMITTEE
form an ad hoc committee to survey the parks
for the purpose of recommending adequate
parking. Peasley, Leipold, Benson and someone
from from the Police Department will serve on
this committeeo Motion, Ayes (9) - Nays (0) .

park area including adjacent property. Because
water from his pon�s is draining across a
neighbor' s property, he requested permission
to dig a ditch across the Cygnet park to drain
into the creek there< Discussion was held.
Oberhauser moved, Leipold seconded, that i�ro
Winchel have an engineer from the City look
over the water situatione The engineer is to
be paid for by �2re LAinchelo The report should
cover possible adverse effects to the park
property and the most practical solutions to
the problem. Tiotion, Ayes (9) - Nays (0) .
Berglund reported on the bicycle trail meeting BICYCL� TRAIL
of the suburban communitiese They have a
budget of $150,000, 65$ coming from the State
and 35o from elsewhere. The bicycle trail
�ommittee desires to hire a coordinator to
see if an overall bike trail can be devised.
Crushed limestone will be put on the Luce
Line from High��ay #101 to Stubbs Bay Road.

Tdastny presented his resignation as chairman RESIGNATION
of the Park Commission due to other obligations.
Hallowell moved, Oberhauser seconded, that the
Park Commission have a chai.rman and a vice-
chairmano �iotion, Ayes (9) - Nays (0) .
Berglund nominated, Oberhauser seconded, David NEW CHAIRMAN
Ophei.m as chairmane There were no other
nominations. Motion, Ayes (9) - Nays (0) .
Oberhauser and Hallowell were nominated for VICE CHAIRMAN
vice-chairman. Ballots were cast. Oberhauser
was elected the new vice-chairman.
Berglund reported Larsons have accepted our LARSON PROPERTY
tentative offer of $22,000 for their property.
tiJe will pay interest of 8� on the unpaid
balance over a four-year period.
Panuska mov�d, Hallowell seconded, that we LARSON PROPERTY OFFER
recommend to the Council the purchase of this
property at the terms offered. Berglund and
Opheim will make the presentation to the
Council. Motion, Ayes (9) - Nays (0) .

Oberhauser suggested that the Park Commission
draw up an option agreement with the Larsons.
