Regular Meeting of the Orono Park Commission, 8:00 P.M.
February 20, 1974
The Park Commission met on the above date
with the following members present: Chair-
man P�iastny, Berglund, Oberhauser, Opheim,
Panuska,` and Wysocky. Absent: Hallowell,
Leipold, and Miller. Also present: Council-
man t^�elsh.
The T�tinutes of the Regular i�ieeting of t�ZINUTES
January 15, 1974, were approved as read.
Dick Benson presented a report on the 1973 BUDGET REPORTS
park and recreation budget expenditures
and the 1974 approved budget. It was
requested that Dick provide the Park
Commission with a quarterly report of
expenditures against our working budget.
It was also requested that this report
include encumbrances and commitments not
yet paid. It was..requested tl�at DYck
invite representatives of the Park Commission
to the budget preparation meetings in August 19?4.
Lou Oberhauser will report on the progress PARK STUDY
toward our recommendations for a City Park
study at the March 1974 meeting.
Roland Berglund reported on the discussions STUBB'S BAY PROPERTY
with the owners of the Stubb's Bay property �-
over potential acquisition of the acreage
as park pxoperty.
Opheim moved, Oberhauser seconded, that
Berglund contact the property owners
advising �hem that we could not consider
their counter offer, that we feel our
proposition was fair at the value discussed
in view of the appraisals received and ask
them to reconsider their position. Motion,
Ayes (6) - Nays (0) .
Pat �dysocky reported on the trail improvements HIGHWOOD PATHS
and parking area implementation.
Opheim reported on Daniel's Park. It �till I�ANIEL'S PARK
needs stripe F��inting for basketbal�. and hop-
�cotch. Benson is asked to provide an estimate
of cost for summer imp].ementation.
Opheim will report on Lydiard at the next meeting. LYDIARD REPORT

Panuska recomrnended that Cygnet Place be used CYGNET PLACE
strickly as a w2ldlife area and that it is
unsuitable £or park developtaent.
Panuska moved, that we take action to get tree
plantings, authorize the adjoining owner to
construct a channel for water across our
property and to construct a pond on our
property at their own expense. Motion not
carried.
Berglund will report later on the ballfield MINNETONKA ART CENTER
and tennis court status at the Niinnetonka
Art Center.
The sewage problem still exists and no further HACKBERRY
action suggested at Hackberry.

situation is still unresolved at Casco Circle.
Panuska presented a recommended proposal for the LUCE LINE TRAIL
Luce Line Trail use for Gonunission consideration
prior to its use in the proposed public hearing.
Oberhauser moved, Opheim seconded, that the
proposal be revised to read that within the
City of Orono, the priority for trail use be
hiking, CC skiing, bicycling and horseback
riding. Therefore, no snowmobiZe tr.affic should
be allowed east of Stubb' s Bay Road. Further,
snowmobile traffic west cf Stubb's Bay Road
be considered acceptable only if provision for
safe separation from others were provided.
This use by snowmobiles should further be
governed by a curfew and a speed limit. Should
any provision of proper use by any user be found
to be violated in aggravated manner, the City
reserves the right to requeat revocation of
such use.
Three can remain as submitted. Motion,
Ayes (6) - Nays (0) .
Panuska moved, Berglund seconded, that Ordinance ORDINANCE NO. 151
No. 151 be revised to give park board authority
to recommend traffic control and designated trails
on public lands within the City. Motion,
Ayes (6) - Nays (0) .
The meeting adjourned at 10: 30 P.bi. ADJOURNMENT
