Regular Meeting of the Park Commission, 7 :30 P.M.
Nov�mber 20, 1973
The Park Co�nission met on the above date
witka tl�e £ollowing members present : Chair-
man Mastny, Hallowall, Jarl, Berglund, Opheim,
Wysoaky, Panuska, and Councilman Walsh.
Absent : Miller, Leipold, Stanke, Ogland.

A review of the previous study made on ac- PARK SYSTEM ANALYSIS
quisition and development policies for the
Park CoYmnission was made by Wysocky.
A di$oussion was held on the Park System
Analysis. Mastny and Ogland will put together
a preaentation on the analysis for the Decem-
ber 10, 1973 Council meeting.
Jarl moved and Opheim seconded that we table HOWELL'S PROPERTY

A 35� return was received on the Antoine Park ANTOINE PARK
� sureey. Seventy surveys were sent out, 25
received. Opheim moved and Hallowell seconded
that wooden posts be placed around the Antoine
Park for the purpose of keeping out car$. Jarl ;�
amended the motion, Hallowell seconded, to say `
"Parking will ba a1loWed on the wooden po�ted ;

Wysocky moved, Hallowell seconded "that the park
Cam¢nission be given a clear statement from tha
Village regarding the policy on percentage o.£
land or value in cash on dwelling per acre de-
diaated to Village parks by developers"� It is
the understanding of the Park Comaniasion that there
i s a 10� minimum.

Oph�im moved, Jarl seconded, "that we encourage
both the Planning Commission and the Council to
reRnind denelopers about their obligation for
de,dication before platting their land. Motion,

Panuska moved, Jarl seconded, "that because ORONO ORCHARD ROAD

Opheim will run off copies of the memorandum COMMUNICATION
to be used by the Park Commission for notices
to the Council and Planning Cammiasion. Mastny
will distribute these memorandums as needed.

moved, Panuska seconded "that the developers
provide us with a 40 foot wide corridor down
tha east property line as an access to the Luce
Line Trail, the difference in dedication being
mada up in cash. Motion, Ayes (6) - Nays (1 )
Jarls opposed the motion on the grounds that
tha corridor should be ���row�� .
Berglund reporting: Elmer Larson and three LARSON PF'OPERTY
sistere own this property north of the Luce
Line and west of Stubb� s Bay Road. It is
8.62 acres. The Village has the as$essed
valuation about $6,000.00. The Larson$ are
interested in selling and wish tha Village to
make an oPfer. Wysocky moved, Opheim seconded,
"that we get three professional appraisals oP
the Laraon property for presentation at our =
December meeting. Motion, Ayes (7) - Nays (0)
Opheim will contact the appraisers. Saturday ''
morning Opheim and Jarl will inspect the land.
A discussion was held on the budget. Opheim BUDaET
presented a new Park and Recreation Budget
State' s report. He will work this up for the ,
next mee�ing.
