September 18 , 1973 The Park Commission met on tlie above date with tiie follo�ving members present : Chairman i�iastny, BerglunG, Hallowell, Leipold, Jarl , Oplieim, Stanke, and tllysocky. Absent : i•,Iiller, Panusl:A, and Oglanci. Also present : Councilman iVelsh and Jim Cosby. Tiie :-tinutes of the August 21, 1973 meeting were �1INUT�S read and approved. Panuslra and Cosby will �,rork together as official LUCE LIVE TRAIL coordi�iators for the Village to the Luce Line Trail. A c{uestionnaire from the ParI: Commission �vill be given to all r�sidents along tiie Luce Line Trail concerning use, fencing, police, etc . Discussion was lield on the Luce Li►ie Trail . Oplieim rec{uested that Panuska keep a ledger of -�he time people in the Village contribute to tlie Luce Line Trail , Tiie i�ours can be added to our financial obligations . Oplieim moved, tVysocky seconded, that Councilman t�Velsh be asked to remind the Village Council tliat tlie Par�: Commission raises the c{uestion of possible conflict of interest for the Village �ttorney tvith re�arcl to the Luce Line Trail . ���totion, Ayes (8) - Nays (0) . Jarl reported that there appears to lie a need HOt+IELLS PROPERTY for a neighborhood par}: in that area. T}iere is a c�uestion concerning the price that is being asked arid the cost involved in making the necessary improvements. A slcetch of tiie triangle property was presented witli a possible clouble or single tennis court. A discussion was held concerning the land improvements. At tlie present time , iie ciid not feel he could recommend to tiie Council that tiie Park Commission receive botii the $10, U00 for land acquisitioii plus tlie $10, 500 for the analysis in addition to our 1 mill(old mill levy) . T�vo proposecl ordinances prepared by Attorney Z�ihitehead ��ere read. R�gulation of Park Land A. All Village owned narks closed from sunset to sunrise unless otiierwise posted or cxcep� as otnerwise specifically regulated by ordinance. Areas designated as boat launching facilities may in the discretion of the Council be open for such lon�er periods as tiie Council siiall determine. i�Jysocky moved, Hallowell seconded, that tne above recommendation be approved. �iotion, Ayes (8) - Nays (0) . B. All areas silall be closed to camping, taiiether daytime or overnight, and to picnicing unless specifically designated for sucli uses by tiie Council and nosted accordingly. No persons sliall use Village pronerty in a manner as to create loud, unnecessary, or unusual noise tviiich disturbs , annoys or interfers taith tlie peace and nuiet of other persons or �,rit:i the use of adjacent nroperty. Oplieim moved, Hallo�oell seconcled, that a parl: sign be posted at tlze Red Daniels ' Park area in Navarre. Plotion, Ayes (8) - Nays (0) . Hallowell will distribute a neigliborhood �1NTOINE PA�ZK auestionnaire on the Antoine Park. The Village nas a backstop, orginally purchasecl for I-iackberry, tahich could be put in there.
