Ttie Park Commission met on t}ie above date
with tne followin�; members present : Chair-
man i��astny, Berglund, Hallowell , Jarl,
Opheim, Panusl:a, and 1Vysocky. Also present:
Councilman jVelsh. Absent: Leipold, i��filler,
Ogland, and Stanke.
The ��Iinui.es of the July 17 , 1973 meetin� ��1INUTES
were read and approvel.
A copy of a letter sent to the Council from CASCO CIRCLE PARK
P�Irs. Dotzenrotli, 3155 Casco Circle, and
signed by eig�it otlier Casco Circle residents ,
tiaas reacl. The resiclents were objectiiig to
tlie picnic tables that were installed at
Casco Circle Parlc. The letter stated tliat
under tiie terms with wnich the property
�aas conveyed to the Village, "no permanent
or temporary structures" were to be installed.
i�Vysocky stated that siie thoug:it the wordin�
as accepted by the Couiicil was just "permanent".
Gary 1Velsh requested a lette.r be drafted by
t�iose member� caho were oii tne Park Commission
at that time stating tlieir understancling of
the agreement on the property. 1Vysocky and
Ogland will draft the letter. A notice from
Councilman I�utler was read concerning her
feelings about the restrictive deed. A
legal definition of "permanent structure"
will be requested from iiarc tiViiitellead.
A letter tvas read from Robert Howells HOIVELLS ' PROPERTY
offering to the Village the right to purcliase
a triangle area known as Saga Hill Parl:,
Plat 43120 - Parcel 5350, Several residents
of the area i�ere present tvho expressed tiieir
desire for the Village to purchase the tiroperty.
Interest in a tennis court �aas sliown. The
property is being offered for $5, 500 plus
absorbing assessments, any costs and taxes
due at t;ie time of acauisition.
1Vysocky stated t�iat in general �ve need small
neighboriiood parks in the Village ana t,iis
land should be considered.
Opheim moved, Hallowell seconded, that we
undertake a one month investigation of the
property. i�lotion, Ayes (7) - ilays (0) .
Jarl and Opheim �aill conduct t}ie investigation.

A letter was read from Attorney �V. A. Haug, ANTOINE PROPERTY
representing 1�iargaret L. Antoine wlio is Fagerness Point
willing to convey as a gift to the Village
Lot 26, and the south 50' of Lot 27, Coffee 's
Addition to Shadywood, for a playground area
to be named Roberta Lea Antoine Playground, and.
for no other use whatsoever, and that upon
acceptance, the Village will assume and pay
the real estate taxes and special assessments
covering the property in tne second half of
tlie year 1973 and thereafter.
Panuska moved, jVysocky seconded, that we
accept the property as stipulated. Motion,
Ayes (7) - Nays (0) .
A letter was reacl from Dexter Marston, STUBBS BAY PROPERTY
Zoning Administrator, stating tliat application South of #84
has been made to the Village tv divide 8. 9
acres into seven sin�le family residential lots
at the northwest corner of County Road #84
and Stubbs Bay Road. In compliaiice with the
S$ raw land dedication, the applicant would
like to dedicate the lakeshore property on
the south side of County Road #84. Discussion
was held. Since the lakeshore land is very
narrow, Panuska recommended that the land
along the Luce Line or an access to Stubbs
Bay be considered.
Jarl moved, Hallotaell seconded, that Ber�lund
and t�Iastny investigate the o£fered parcel Qf
land and/or alternatives . ��iotion, Ayes (7) -

Panuska moved, tVysocky seconded, that �ae KNUTSON PROPERTY
take a dedication of Park property across
tlie Knutson subdivision, Parcel 49, to
connect the Luce Line Trail to Stubbs Bay.

Panuska moved, Opheim seconded, that we
investigate Parcel 48 as possible park
property. Motion, Ayes (7) - Nays (0) .
13erglund reported that I�ici�iillan would like AZC A�IILLAN P�OPERTY
to discuss with his associates the selling
of his property which is t�est of the Orono
Golf Course.
j�Vysocky moved, Jarl seconded, that Dick CASCO PARI: LIGHTS
Benson be authorized to grade and iiistall a
ligh� for the Casco Park skating area. The
total cost not to exceed $1,500, r�otion,
Ayes (7) - Nays (0) .

of tiie Navarre parking lot .
Panuska announced that each Village on the LUCE LINE TRAIL REPORT
Luce Line is having hearings to find out
what has to be done on the trail project,
Orono will }iave an open public l�earing this
fall.
i�r. Jim Blumenthall , Assistant Trails
Coordinator, llepartment of Ilatural Resources
for b4innes�ta, was introduced. He presented
sliaes on trails , their uses and specifically
on tlie Luce Line. A discussion followed.
The Trail sliall be for multiple uses where
feasible. Types of uses sliould be consistant
with the local area. Resolutions for trail
uses are to be sent to the Department of
Natural Resources . The department must be
sIiown if a use is not feasible.
In higli densi_ty residential areas , where home
o�aners object to snowmobile uses, help is
needed for recommendations for alternate
routes . The State has some funds for this
purpose. T}iere are also funds for policing
ancl enforcement and planting of vegetation
to reduce noise levels.
Tiie State t,rill provide 65% of the funds for
alternate routes . The land must be surveyed
in detail . tlolunteer time of caorkers can
be taken out of the 35$ cost to tlie local
muiiicipality,
Letters have been sent out to locai municipalities
requesting names of trail people witli w;iom t,ie
State is to worIc.
Jarl moved, Opheim seconded, that Panuska
be t�ie official trail representative for
Orono as rec�uested by tlie State Department
of Natural Resources , i�lotion, Ayes (7) -
