Regular iieeting of the Park Commission, 7: 30 P.i�-I.

The Park Commission met on the above date
witii the follo�ving members present: Chair-
ma�i Ogland, Berglund, Hallowell , Jarl,
Leipold, `Iastny, i3iller, OPheim, Panusl<a,
Stanke, and jVysocl;y. Also present: Clerk-
Administrator Cosby, Sergeant llaniels ,
Police �e�artmeiit, and John �7altan, an Edina
tennis instructor.

February 20, 1973, were reacl and approved.
Joiin i•Taltan, an Edina tennis coach, discussed TENNIS COIJRTS
the building and use of tennis courts . ;laltan
recommended that a Village of our size should
have as a miriimum t�ao places of two courts
eacii, oiie place of six courts. Clay courts
are generally not ready until late i,Iay and
are hard to keeP dry. Grass courts require
a great deal uf maintenance. Lay-kold �aas
recommended, as the surface cement is not a
good surface for tennis courts . 'I'wo courts
�aould cost approximately $15, 000, denending
on t;�e ground work that was needed to be done.
Tne following points were made concerning
tennis cour�ts :
1 . There seems to be no heaving of the courts
with lay-kold.
2 . It is necessary to keep bikes and lieels
off lay-kold courts as they can mar the courts .
Tlie entrance can be fenced at an angle to
nrevent bikes from entering,
3. Skating and tennis courts do not seem
cornpatable as water seems to seep up.
4 . Placement. Courts should run nortii and
south; siieltered areas are best; shrubbery
can be planted for shelter around the courts.
5 . Back boards are recommended for practice
area.

b, Plarked target on the back boards witli a
painted net line is practical
c. 40 ' X 36 ' is needed for a bacl; board.
6. The Edina courts were layed with 24 ' on
either end, 12 ' on the side, and 15'
between the courts. A court is 36' X 78 ' .

7. Other expenses : TENNIS COURTS
a. A iiet lasts about two years and costs
about $75.00
b. Lay-kold needs resurfacing every 6-7 years
for about $1, 000,

8 . Bids siiould be taken, three possible
tennis court com�anies are: Landon Construction,
Henry 0. �TiI:l:elson, Carlso;i-LaVine.
Doug `•liller will be responsible for looi:ing into -
further iiiformation on tennis courts .

�Iavarre has the hi�hest rate of juvenile
delinquency in the Village of Orono. IIe gave
a descrip�ion of vandalism and damage that has
occurrec� tliere �aitiiin the last three moi.tlis.
Ttiere appears to be a iiurnber of children �aiio
play constantly around tiie parking 1ot but
basY�ally have nothing to do and consequently
get into trouble, llaniels feels that basket
ball back-bo�rcls ancl some type of play
equipment for small chilclren would be very
helpful.

seriously about placing parl:s in areas of
juvenile problems .
�a�iiels recommended three other possible places :
1 . The Stubbs l�ay area near IVatertown Road.
2. Use of the poncl at t3ie Orono golf course
for lvinter skating.
3. Tlie .Casco park area cotild use some
enuipment.

Tiiere is a sewer drainage prol�lem at the fiACKBERRY PARK
Hackberry park area. At the present time,
tiie sewer tivater is running through the park
and flO�J1I1� over into Long Lake. Rec{uests
for an inspector have been made. A meeting is
to be iield with Long Lake. The Park Commission
should `nold up our development plans until
this can be straightened out.
Carl Tarton, a resiclent of the Village, TAi1AGER LAKE ilOCK
complained about the neta dock tilat t�ie marina
is puttiiig up at Taiiager Lake because it is
eriding upo�i High�aay #15 and presents a
pc�ssible traffic problem. This complaint
,�eeds to be referred to the Planning Commission.
The Council has rec{uested a letter from the I .D.S. PROPERTY
Park Commission on the potential park use of
�t:ie area bett�een Higliways #19 F� #15.
Tjie rark Commission would like the Village to
ne�otiate t�ie $43, 000 assessments on the land
taith I .D,S. and would like to kno�a what will
tYap�en to the land that belongs to 1�Iinnetonl:a
�3euc.i.
Op;ieim moved, Stanke seconded, tliat we write
a letter to the Council recommending this as
desirable park area. Alotion, Ayes (11) - Nays (0) .
Ogland will write the letter.
Ski Tonka called wanting to know if i,re ti�ould S�I TOVKA
be interested in using their area for summer
activities , iJo action was taken.

prepared to nominate and elect a chairman.
Panuska read a copy of tiie bill to be introduced LUCE LINE
to t}ie I�4iiinesota Legislature for dealing wit11
the Luce Line. Copies were requested.
