Regular P�Ieeting of the Park Commission, 7:3� P.i�.
November 21 , 1972
Tlie Park Commission met on tlie above date with
the following members present : Chairman Ogland,
Hallolaell, Jarl, �4astny, Opheim, Panuska, and
!�Jysocky, Stanke arrived late. Absent:
Leipold and TUatson. Also present: Village
Administrator Cosby, Councilman-Elect Welsh,
Tom Loucics ancl Paul Fjare of Brauer F� Assoc.
Don Anderson, enviromental specialist.
The I�iinutes of the Regular A�teeting of October 17, A�INUTES
1972, were read and approved.
A letter to Mr. Fren�h, Superintendent of NORENBERG PROPERTY
Hennepin County Park Reserve, from Jim Ogland
was read requesting consideratian for a swimming
beach in the ilorenberg Property.
Opheim moved, Panuska seconded, tliat tlie letter
be presented to the Council for their approval.

Ogland presented the "Proposed Park Land Dedication" PROPOSED PARK LAND
ordinance to replace 39.170, public open space. DEllICATION
Jarl moved, tVysocky seconded, that it be sent
to tIie Planning Commission for their consideration
aiid recommendation and then to the Council and
Brauer � Associates.
A discussion was held. Our recommendation is
intended for the commercial developer. In
paragraph I, the statement "totaling three
acres" is a suggestion only and it was felt
the Planning Commission should study this.
The resi�nation of Asary �Vatson 4uas presented. RESIGNATION
llue to her other commitments , she did not feel
she could continue on tne Park Commission.
The skating rink at Casco Point is progressing SKATING RIi1K - Casco Pt.
nicely. The commission intends the rink to be a
community rink and not a hocky rinl�. It is
recommended that:
l. Tiie Casco Point rink be a community rink
for open skating; hotiaever, the Par:c Commission
reguests the right to post it for "No Hocky"
should tiiis problem arise.
2. A double illuminator street light be installed.
3. The hours the rink is open to be posted from
8 :00 A.i�7. ti 10: 00 P.t�.4.

Don Anderson, Environmental Specialist, Public DUTCH EL��[ DISEASE
tVorks, Hennepin Coun�y, gave a slide presentation
on Dutch Elm Disease which is a fungus that
plu�s up the vascular system of a tree. Control
involves three steps :
1. Sanitation
2. Root graft
3. Cliemicals .
P•7r. Anderson informed the Commission auout tiie
services available from the County whicli include:
1. The services of a wood chipper whicll can be
rented on a per hour basis to a community.
2. A couxse in February for training a tree
inspector.
3. Help in identifying the pro�lem. . At the
present time, we can add one mill above the
tax levy for control of dutch elm disease.
The State requires a Village to have a �aeed
inspector and this person can also be the
tree inspector.
Tom Loucks and Paul Fjare £rom Brauer �, Assoc. BRAUER F ASSOCIATES
were present. Chairman Ogland reported to them
the growth and activities of the Park Commission.
An exchange of ideas was held. Mr. Loucks
presented a conceptual idea of Orono to the
Ccmmission. This idea involved preservation
of t;ie natural amenities af the Village.
Suggested requirements for the operation of
privately owned public recreat�on areas in
Orono were discussed. A fee charge that would
be fair to all facilities was not arrived at.
