Regular i•�eeting of the Park Commission, 7 : 30 P.�1.
October 17, 1972
Tlie Park Commission met on tiie above date
tivitil the following members present: Chair-
man Ogland, Hallotaell , Jarl , Leipold, �•lastny,
Panusl:a, lVatson, and ��]ysocky. Absent: Opheim,
Stanl:e , and l�Vnite.
No meeting of the Park Commission was held in
Sentember due to a date ciiange .

Naturalist, is charging tlie Village only $100

The Lions Club wants the Parlc Commission to put
in the backsto� and they will then try to picl:
up from there. They are concerned tiiat a fence
be addecl along laillo�a Drive. The bac:;stop
has arrived but some parts are missing and had
to be back ordered. Benson l,rill try to pttt
it iii as soon as they arrive .
Oglancl reported that the Village Council ivants CQ�I�,IUiVICATION TO COUNCIL
to be laiowledgeable about what the Park Commision
is doing. T;lerefore, �ae iiave a responsibility
to plan carefully and to lceep them i�iformed.

a cul-de-sac at the entrance big enough for
a bus to park and turn around. Benson prefers
not tvorking on the area until ��e have a hard
freeze; however, �ae are anxious to tvork on t.ie
area this fall as neople have been doing sor�e

in November. Gilbert lias made a list of plant and

developed. We also need to put down permanent
stakes to snow exactly what tiae own. Tiiis will
possibly involve a survey. 1Vysocky has made -
a Iist of all expenditures and materials that
tvill be required. Because we are getting
Gilbert' s services so nominally, we have to
adjust to :iis time. If possible , tae will get
some volunteer jielp, such as scouts , for layir.g

Ogland reported that Benson is waiting for the CASCO POINT
ground to dry so he can get in there to Ievel
tiie ground for the skating rink tliis winter.
The auestion was raised if we could put tennis
courts in tliis area. This will be looked into.
Ogland reported for Opheim. There will be LAKE ACCESSES
siiow fences put up on botIi eiids of the Lydiard
access as a safety factor because of tiie posts
in tiiere. Snota £ences will also be posted on
� the access adjacent to Opheim's property and
posted for no snowmobiles .

the Commission' s restricted use of the Lydiard
�, access to swimming. Tiie letter will be
forewarded to i1r. Cosby so that �Tarc �Vliitehead
can check on tiie whole legal description.

Commission recommencl to tlie Village Council tiiat
a contribution of $500 be made to tiie P�Einnesota
Parl;s Foundation for t,ie preparation of a
feasibility study for the Luce Line Trail.

Ita��a Engineering has been authorized to TRAIL STUDY
begin a trail study.
Panuska reported that the objectives of the TRAIL CO��7ITTEE
Trail committee for �the Village of Orono which
is a subcommittee of the Orono Park Commission,
are as follows :
1. Provide a recreational trail system witnin
the Village of Orono.
2, Coordinate trails with adjoining Villages ,
parks and cities .
3. Coordinate trails with State and County
trail systems .
4, ilake such recommendations to the Park
Commission on trail activities , locations
and development for Council action.
S. Coordinate and supervise development and
enIiancement of environmental preservation and
restoration on trail.
6. Support, coordinate and stimulate voluntary
organization to contrivute time and effort to
enliance beautification and development of trails.
Recommendations :
1. Volunteer committies representing various
groups of interest in trails meet and formulate
a trail plan.
2 . This to be a subcammittee of t:ie Park Commission.
3. Recommendations be discussed by tlie Park
Commission and presented to the Council for action.
The first subcommittee meeting was held two weeks TRAIL COP-n��ITTEE
ago. Trails within the Village were identified.
Interest in bike paths was noted. The committee
tiaill try to develop a master plan of trails .
Panuska recommended that we look into the GOLF COURSE
feasibility of annexing to the Village golf

Panuska will also check on tlze Orono Snowmobile SNOI��•70BILE ORDINANCE

The Village is a prime target for the Dutch DUTCH EL�•1 DISEASE
Elm Disease. �Je are to make a study on this.

Leipold reported that there does not seem to SAFETY ORDINANCE
be a State ordinance for public safety on
privately owned areas which are for the public
use. Owner and operator of Buck Hill, Stu

$200 for signs for park property was appropriated. SIGNS
They have been ordered.
The Plymouth ordinance for PuUlic Open Spaces PUBLIC OPEN SPACES
was read. IL was felt that we needed an indepth
study for this . At a future date, a special
meeting �vill be devoted to this topic. The
Planning Commission caill be included.
Ogland will iook into obtaining a i�Iark Hurd AERIAL i�IAP
aerial map for the Commission.
