GENERAL INFORMATION
1. You may apply for plumbing permits by mail or in person at the City offices. Applications will be
reviewed and a permit will be issued within two working days.
2. Permit cards will be sent by return mail after a review is completed. PERMITS ARE NOT
VALID UNTIL YOU RECEIVE A PERMIT. WORK MUST NOT BEGIN UNTIL THE
PERMIT CARD IS POSTED ON THE JOB SITE.
3. Plumbing permits may be issued ONLY to licensed plumbing contractors and to property owners
residing in the dwelling.
4. When any new construction or remodeling is involved,a separate building permit must be
obtained.
5. All work must be done in accordance with State Code requirements.

SCOPE: This review is limited to the design of this particular project only insofar as the provisions of the
Minnesota Plumbing Code, as amended, apply, and does not cover the water supply or sewerage system to which
this plumbing system is connected. The review is based upon the supposition that the data on which the design is
based are correct, and that necessary legal authority has been obtained to construct the project. The
responsibility for the design of structural features and the efficiency of equipment must be taken by the project
designer. Approval is contingent upon satisfactory disposition of any requirements included in this report.
Special care should be taken to insure that the material and installation of the plumbing system are in accordance
with the provisions of the Minnesota Plumbing Code. A copy of the approved plans and specifications should
be retained at the project location for future reference.
A set of the identified plans and specifications is being returned to Palo Companies, Inc.
INSPECTIONS: All plumbing installations must be tested and inspected in accordance with the requirements of
the Minnesota Plumbing Code. As specified in Minnesota Rules,part 4715.2830,no plumbing work may be
covered prior to completing the required tests and inspections. Provisions must be made for applying an air test
at the time of the roughing-in inspection as outlined in Minnesota Rules,part 4715.2820, subpart 2, of the code.
A manometer test, as specified in Minnesota Rules,part 4715.2820, subpart 3, is required at the time of the
finished plumbing inspection. It is the responsibility of the contractor/installer to notify the Minnesota
Department of Labor and Industry when an installation for a state contract job, licensed facility, or project in an
area where there is no local administrative authority is ready for an inspection and test. To schedule inspections,
contact the state plumbing standards representative for your region, or call Jim Peterson at 651/284-5889.
REQUIREMENT(S):
1. A full-size vent stack(3-inch minimum) must be provided for every building(see Minnesota Rules,
part 4715.2520, subpart 1). This stack must be continuous in size from its base to its terminal and should be
the most remote stack from the location where the building drain leaves the building.
2. Installation of fixtures in regards to separation from the walls and fixtures shall be in accordance with
Minnesota Rules,part 4715.1220. No water closets may be set closer than 15 inches from the center to any
side wall Please assure the water closets are installed accordingly.
3. The cold water line shall be at least 1-inch in size between the restroom 104 up to the wall hydrant.
4. A water distribution branch serving two tank-type water closets must be at least 3/4-inch in size (see
Minnesota Rules,part 4715.3800).
5. All external sillcocks and wall hydrants must be provided with separate shut-off valves inside the building
(see Minnesota Rules,part 4715.1800, subpart 7).

6. Full-way valves must be provided at all locations described under Minnesota Rules,part 4715.1800,
including the following locations:
a. At the water service entrance to the building.
b. On the discharge side of the water meter.
c. On the cold water supply line to the water heater.
7. Faucets equipped with threaded hose connections must be provided with approved backflow preventers(see
Minnesota Rules,part 4715.2110,DD).
8. Water supply connections to fixtures or equipment which have submerged inlets, or inlets below the spill
line of the fixture or equipment,must be provided with an air gap arrangement, approved backflow
preventer or backflow preventer assembly as specified in Minnesota Rules,part 4715.2000 and
part 4715.2010.
9. A cleanout must be provided at or near the base of each stack(see Minnesota Rules,part 4715.1000).
10. The PVC plastic pipe material to be used for the building sewer must meet one of the following
ASTM Standards: D3034,F789, D2665, or F891. The installation must comply with ASTM
Standard D2321 (see Minnesota Rules,part 4715.0530).
11. If plastic pipe is used for the drain,waste and vent system:
a. PVC plastic pipe shall comply with ASTM Standard D2665, D2949,F891.
b. It must be installed in accordance with Minnesota Rules,part 4715.0580(F) and part 4715.0600.
Above-grade horizontal runs of plastic waste and vent pipe cannot exceed 35 feet in total length.
Above-grade vertical stacks constructed of plastic pipe may exceed 35 feet in total height only if an
approved expansion joint is used.
c. Solvent weld joints in PVC and CPVC pipe must include use of a primer which is of contrasting color to
the pipe and cement(see Minnesota Rules,part 4715.0810, subpart 2).
12. The installation of cross-link polyethylene(PEX)tubing was specified for the water distribution system. If
all of the following requirements cannot be met,a different material that complies with Minnesota Rules,
part 4715.0520 must be used:
a. The tubing system must comply with ASTM Standard F877 and F876.
b. The fittings must comply with ASTM Standard F1807 or F1960.
c. The system must be installed by an individual trained by the manufacturer of the particular PEX system
to be installed. Certain manufacturers require installation by licensed plumbers who have been trained
to install their material.
d. All persons installing PEX materials shall have a card on their possession documenting completion of
training by the manufacturer or his agent for the material to be installed.
e. The tubing and fittings must be marked as required by the applicable standard specification and with the
appropriate ASTM designations by the manufacturer.
f. The installation must be in accordance with the manufacturer's installation guidelines.

13. The plumbing system shall be tested in accordance with Minnesota Rules,part 4715.2820. All portions of
the storm sewer system located within 10 feet of the building or water service line must be tested in
accordance with Minnesota Rules,part 4715.2820. All storm sewer connections and joints shall be
watertight(Minnesota Rules,part 4715.2820).
14. All plumbing shall be installed in accordance with the Minnesota Plumbing Code (see Minnesota Rules,
part 4715.0320).
NOTE(S):
1. The scope of this project consists of 5 new identical buildings. Installation in each building includes two
restrooms finished restrooms in the lower level, four rough-ins for future restrooms, a wall hydrant, a water
heater, and a mop sink.
2. This facility is served by new municipal water and sewer service connections. All of sanitary sewer and
watermain in Lot No 6 is owned and maintained by the City of Orono as documented by Loucks Associates,
dated January 18, 2008.
Authorization for construction in accordance with the approved plans may be withdrawn if construction is not
undertaken within a period of two years. The fact that the plans have been approved does not necessarily mean
that recommendations or requirements for change will not be made at some later time when changed conditions,
additional information, or advanced knowledge make improvements necessary.

MECHANICAL SPECIFICATIONS
GENERAL
The Mechanical Work includes work as indicated on the drawings to provide complete plumbing systems installations.
Provide all construction engineering, supervision, labor, material and any and all items necessary for complete
and functioning installations.
Comply with all Owner requirements.
Obtain all permits required for the Mechanical Work and arrange for inspections as required by the city
Inspection Department.
Pay all sales taxes, fees, permit and other costs pertaining to the Mechanical Work.
Coordinate the Mechanical Work with the General Contractor and other sub—contractors.
All work is to be performed in a craftsmanship manner, and except where otherwise indicated, using only new,
quality materials.
Do all cutting and patching necessary for the installation of the Mechanical Work. All cutting shall be done in a
manner directed by the General Contractor. Patching shall match adjacent surfaces.
All electrical power wiring will be furnished and installed by the Electrical Contractor.
Make on operating test of the completed installations and remedy all defects disclosed as a result of the test.
Guarantee all workmanship and material against defects for at least one year from the date of Owner's
acceptance.
PLUMBING
Waste and vent piping in building above and below ground to be schedule 40 PVC DWV pipe and drainage
fittings.
Water piping above grade to be Type L hard drawn copper tubing and wrought copper solder fittings joined
using 95-5 Bridgit solder. Short connections to fixtures and equipment may be Type L soft drawn copper.
Underground water service piping shall be Type K, soft drawn seamless copper tubing. Underground branch
piping shall be Type K, soft drawn or PEX. Joints will not be permitted in buried piping.
Fumish and install valves required to isolote fixtures, equipment and segments of the piping systems. Valves
shall be ball type.
Support piping from structure with adjustable hangers.
Fumish and install floor drains where indicated on the Drawings. Floor drains shall be Josom 30003—AJ, cast
iron body, bottom outlet, backwater valve, nickel bronze round adjustable strainer.
Furnish and install deanouts. Floor cleanouts shall be constructed with frame and cover threaded for 2" vertical
adjustment, cast iron round frame and cover.
Pitch horizontal waste piping 1/4' per foot where possible, but in no cost less than 1/8" per foot.
Through—the—roof extensions of soil and waste stocks shall terminate 12 inches above the roof.
F-1 Water Closet: American Standard "Cadet 3", 16-1/2" high floor set vitreous china, 12" rough—in, siphon jet,
1.6 GPF elongated flush tank. Seat: Olsonite 95—CC—SS, or approved equal, white solid plastic seat, open front,
check hinge, for elongated bowl. Closet waste fitting with neoprene gasket.
F-2 Lavatory. American Standard "Luceme", 19 5/8" x 16 3/4' x 6" deep vitreous china, self rimming sink
with overflow. Chicago model 802—V336CP deck mounted, vandal resistant self—closing faucet with 0.5 GPM
flow, P trop and supplies and loose key handle angle stops.
Disinfect the complete water piping system in accordance with Minnesota Health Department recommended
procedures.
Treat the system with chlorine and flush with clean water. Open and close all affected valves during the
disinfecting period. Repeat as necessary to pass required bacteriological tests.
Insulate all above ground water piping with Armstrong AP Armaflex foamed tubing insulation, 3/4" thick.
FIXTURE INSTALLATIONS
Fixtures shall be owner furnished, set in place and property connected, complete in every detail,
to soil, waste, vent and water pipes. Fixtures shall be rigid, set plumb, level and true.
Furnish and install all brackets, plates, braces and/or reinforcing angles as required to support wall
hung plumbing fixtures. Supporting membe-s shot[ ;)e rigidly attached to the walls and wall structures.
Particular care shall be exercised in hanging fixtures, especially lavatories, to _assure rigidity and
permanence. This Contractor will be held responsible for the secure mounting of lavatories on the
hangers and any breakage resulting from improper installation of any fixture.
Correctly faced inlets for fixtures shall be provided. Branches of sell, waste and vent pipe shall be
extended as dose to fixtures as possible. Branches of vent pipes shall be graded to the trap.
Fixture wastes, other than water closets and trap standard fixtures, shall be connected to waste
lines with an iron ferrule and threaded pipe.
Mounting heights as required by local building code w/ Jurisdiction.
Provide 20 year white silicone caulk between the back edges of vitreous china fixtures and adjoining well surfaces.
