It was the Web Site: action of the Board to approve the application with the following conditions: www.minnehahacreek.org • The wetland buffer on the east side of the wetland along the sixth fairway shall average 25 feet in width after excavation and restoration are complete • Reimbursement of mailing costs in the amount of$93.39 • Payment of Rule J fees in the amount of$135.50. Board of Managers Due to the size and complexity of certain projects, the Board, by Rule J, requires that site Pamela G.Blixt inspections be conducted. In these cases, the applicant is required to pay to the District, a James Calkins fee equal to the actual costs of analysis of the project, field inspection, engineering services, legal services, and any subsequent monitoring of the work. These costs are Lance Fisher referred to as Rule J fees. Monica Gross Thomas W.LaBounty MCWD staff will issue the permit when the above mentioned conditions have been met. It was the Web Site: action of the Board to table this application. District Rule D requires a vegetative buffer www.minnehahacreek.org zone be maintained around all wetlands. Since your proposed project could only provide a buffer around part of the affected wetland a variance would be required. The Board of Managers suggested you and 1 meet to discuss the hardship supporting this variance request. The Board has agreed to hear your permit application and variance request at the Board meeting of November 19, 1998. Mailed to residents w/in 600' of project on: 11-03-98 Wetland Conservation Act.Notice mailed on: Reviewed by: Steve Schmunk, Jim Hafner Project Review Status by Other Governmental Units: DNR General Permit: Recommendations: Approval Review & Summary: The applicant is proposing to create a pond by enlarging an existing drainage channel adjacent to a fairway on the Wayzata Country Club golf course. The channel has been in existence for many years, has inlet and outlet culverts, is narrow(about six feet across),has an arca of about 0.10 acres, contains some cattails and conveys stonnwater away from the golf course. The City of Orono identifies this area on the National Wetland Inventory(NEVI) map. The proposed project would excavate the sides to create a pond about 2 acres in size whieb in turn would increase the volume of storage and retention, and serve as a water hazard on the golf course. Spoils from the excavation would he utilized in upland areas of the golf course. The Wetland Conservation Act does not have a provision for this proposed activity. MCWD Rule D requires mitigation at a 1:1 ratio for excavation within a wetland. The applicant is suggesting that this is a self-mitigating project since it would increase the volume of the wetland and its function and value.
