Dave Dudnsky recently showed you pictures of our plugged force main that discharges from Lift Station 7 just south of the tennis courts.The City has spent a significant amount of time and effort to open the force main. In addition the City had to hire contractors who had the specialized equipment necessary to remove the grease from the force main. The City of Wayzata has adopted rules designed to protect it's infrastructure including the sanitary sewer. Wayzata City Code Section 402.08 references rules of the Metropolitan Council Environmental Services (formerly Metropolitan Waste Control Commission) entitled Waste Discharge Rules which regulates the quantity and quality of waste discharge into public sewers. The rules also include enforcement and administration of criminal and civil penalties. According to MCES Waste Discharge Rules Section 406.00.No person, except as authorized in a permit, shall discharge or cause to be discharged into public sewers any of the following materials: 406.04 Any wastewater containing fat, wax, tallow, grease, or oil of animal or vegetable origin in excess of 100 milligrams per liter, that is likely to solidify, become viscous, or become water insoluble, and is likely to cause obstruction to the flow in public sewers or cause interference or pass-through. 406.05 Any solid or viscous material in amounts which are likely to cause obstruction to the flow in a public sewer or interference with the operation of public sewers. Prohibited materials include but are not limited to: garbage particles. 406.21 Garbage, discarded material and grease from non-domestic sources which results from the handling,processing, storage,preparation, serving and consumption of food, when the effect of such disposal into public sewers is the avoidance of off-site solid waste disposal;provided, however,that this section does not prohibit sink-fed garbage disposal units used for incidental food waste disposal. Attached is a list of dates and actions taken in dealing with the grease problem over the last two months. Included are additional expenses incurred from specialty contractors to remove the line blockage. An invoice for the cost of work done by the specialty contractors will be sent to you. Finally, we need you hear from you within two weeks of receipt of this letter as to how and when this grease problem will be addressed in the restaurant. MCES monitoring results indicate that the highest concentrations of oiUgrease are coming from the sewer line (SP-01), containing the Wayzata Country Club's wastewater. The analytical results confirmed the visual observations of grease noted in the Country Club's line. On the second day of monitoring, MCES recorded an oil/grease concentration of 172 mg/L at SP-01. MCES Waste Discharge Rules identify wastewater in excess of 100 mg/L of oil/grease as a prohibited discharge. If the wastewater from the Country Club continues to cause problems for the City of Wayzata's sewer system,and/or it is identified as causing a problem in MCES's sewer lines, MCES will pursue enforcement action towards the Wayzata Country Club.
