Subject: Corrective Actions for Notice Of Violation (NOV) dated April 25, 2007, Public Water
Supply at Orono Montessori School, Wayzata, Hennipen County, PWSID 5271180
The water supply at Orono Montessori School currently exceeds the arsenic level required to
maintain compliance with the Safe Drinking Water Act (SDWA). The current arsenic level of the
raw water at your system is 29 itg/L. The maximum contaminant level (MCL) as stated in the
SDWA is 10.4 µg/L. On April 25, 2007 an NOV was issued to this system, and on July 27, 2007
a 10-day letter was sent requesting a written plan of corrective action be submitted to the
Drinking Water Protection Section (DWP). On August 16, 2007 three separate emails were
received from Michael Kuruvilla outlining possible corrective actions, including a forwarded
email from Ron Moorse, Wayzata city administrator, stating that city water is to be available to
the Montessori school property by fall of 2007. MDH accepts this email as sufficient
documentation that city water hook up will be available in the near future.
We accept the connection to the City of Orono water supply as your plan of action provided the
following conditions are met:
1. Continue to post public notice as outlined in the April 25, 2007 NOV at all potential drinking
water taps. The public notice certification form has not yet been received by MDH office;
please submit that form as soon as possible. If you do not have the copy of this form
(enclosed in the original NOV) please contact me for a replacement copy. As part of the
public notice requirements we are asking that a letter explaining the water quality issue be
sent to each parent. We have attached a draft copy of a letter that can be used.
2. As an interim measure, continue supplying purchased bottled water as outlined in the
April 25, 2007 NOV. Receipts must be kept, and made available for review by DWP.
3. It is understood that the connection to city water will take place before December 31, 2007.
DWP must be notified if connection to city water is delayed beyond this date.
4. Plan and specification covering the water service line to be installed is to be submitted to the
Department of Labor and Industry prior to the any construction. Contact Colleen Erickson at

5. Notify MDH sanitarian, Ezekiel Mark (651/643-2117), for final inspection and public water
supply status change after hook up to city water is completed.
6. Well No. 1, unique number 267857, must not be made available for use as a public water
supply. Provide, in writing, plans for this well following the connection to the city water
supply. Any unused wells are to be sealed and abandoned in accordance with the Minnesota
Well Code.

Dear Parent/Guardian:
We wanted to let you know what is happening with our well water. Last April, the
Minnesota Department of Health (MDH) discovered that we have an elevated level of
arsenic in our well water. We immediately posted signs over the drinking fountains,
telling students not to drink from the fountains, and provided them with bottled water.
(We are enclosing a copy of the notice we posted over the drinking fountains.)
Arsenic is a naturally occurring contaminant, resulting from the erosion of minerals in the
ground water. It does not pose an immediate health hazard; this water would have to be
consumed over a long period of time for there to be any chance of an adverse health
effect. However, we do not want to take any chances with our students' health, which is
why we posted the signs and provided bottled water.
We are now in the process of hooking up to the water supply of the city of Orono, which
meets all drinking-water standards. This should be completed by this fall. In the
meantime, we will continue advising students to not drink from the fountains as well as
providing them with bottled water.
