Wayzata Blvd. Wayzata, MN 55391 Re: Municipal Sewer& Water Service Dear Mr. Kuruvilla: The City Council has reviewed your letter requesting re-guiding of the Orono Montessori property from Single-family Rural Residential Use to Institutional Use, to allow incorporation of the property into the Metropolitan Urban Service Area (MUSA). Inclusion in the MUSA is required in order for municipal sewer to be extended to your property. Per the comments of Metropolitan Council staff in November 2007, this change would allow the property to be added to the MUSA without being part of Orono's overall residential density calculation. Therefore, the City Council has directed that this change be presented to the Metropolitan Council as an element of the Orono Comprehensive Plan Update. The Update is expected to be approved by Met Council late in 2009, which would allow for potential construction of sewer to your property during the 2010 construction season. Note that provision of just municipal water to your property does not require inclusion in the MUSA. Sewer. The cost of a sewer extension to serve your property at 850 Wayzata Boulevard is estimated by the City Engineer at approximately $66,000. Because that extension would also serve the property across from you at 875 Wayzata Boulevard if/when it develops, we would expect that some portion of the cost would be attributed to that property. However, the relative proportioning of the cost between 850 and 875 has not been determined, and 875 would have additional costs in extending the line under Wayzata Boulevard. Also, it is the City's current position that final design and installation of the sewer extension to serve both properties will not proceed at all until 875 develops (which is expected to begin in late 2009 or early 2010, but is not firm at this time). Note that the sewer system serving your property is expected to be a pressure sewer system, requiring you to construct and maintain a grinder station to discharge your effluent to the City sewer line. Water. Regarding municipal water, the City Council has authorized the City Engineer to prepare final plans and specifications for an extension of the water system to serve your property, as part of the Myrtlewood sewer& water project scheduled for the summer of 2009. The cost estimate Telephone(952)249-4600 • Fax (952)249-4616 www.ci.orono.mn.us IF Michael Kuruvilla April 3,2009 Page 2 for this extension is approximately $64,000 with again some undetermined portion of the cost to be attributed to the property at 875 Wayzata Boulevard. We will in the next 4-6 weeks be providing the Council with information to assist them in determining the appropriate apportioning of costs. Cost Assessment and Additional Costs. The City normally assesses the costs of retrofitting neighborhoods with sewer and water utilities over a period of 15 years. We expect that to be the case with your extensions. Also remember that the costs of actually connecting your building to the municipal sewer or water system are not assessed, and it is the responsibility of the property owner to hire a contractor to make those connections. You should contact sewer and water contractors to determine what your connection costs will be. Additional costs that you will incur at the time of making the connections are: Sewer: Metropolitan Council Sewer Availability Charge (SAC): $2,000.00 x No. of SAC Units' City of Orono Connection Permit: $ 50.00 City of Wayzata Sewer Connection Charge2: $ 525.00 x No. of SAC Units' Water: City of Orono Connection Permit: $ 50.00 City of Orono Water Meter(1"): $ 477.70 (est.) City of Wayzata Water Connection Charge2: $1,920.00 x No. of SAC Units' ' The number of SAC units is based on expected usage and is calculated for non-residential uses by the Metropolitan Council. For Daycare uses, the property is charged 1 SAC unit for each 14 licensed students. For Church uses 1 SAC unit is charged foe each 275 seats. Under your stated potential use of approximately 100 students,the property might be charged as many as 7 SAC units. 2 The sewer and water systems serving your property will be an extension of the City of Wayzata utility system, and are therefore subject to Wayzata's connection charges Schedule. The tentative schedule for the Myrtlewood sewer and water project is to call for bids in early April; open bids in late April; hold an assessment hearing in mid-May; award a contract on May 25, 2009; construction to commence in June/July with substantial completion in September, 2009. Under this scenario, you would likely have the ability to connect to the water system in October/November of 2009. This schedule is subject to change.
