Gentlemen:
Upon attempting final inspections for the above permits, we discovered
both culverts have internal damage. This situation will inhibit drainage
and could cause erosion failures in the entrances, possibly rendering the
driveways unusable. Moreover, both approaches are substantially higher
than the roadway shoulder, inhibiting snowplow operations and creating the
potential for erosion and icing problems.
Hennepin County is therefore requiring that both approaches be
reconstructed and new 15 inch diameter culverts be placed not later than
June 1, 1990. Both applicants may want to hire the same contractor to
keep costs down and have the work performed simultaneously.
If no action is taken, other means will be found to correct the situation.
