RE: Rental Unit
Dear Mr. Butterfield:
It has come to the attention of this department that you are
renting out the basement area of your home. This letter is to
inform you that this is in violation of Orono Municipal Code
Section 10.20, Subd. 2 (A). You are also increasing the use of
your septic system which is very old and probably undersized. An
inspection on May 20, 1991 revealed that the drainfield was
saturated and had a high risk of failure. Drainfield replacement
could cost from $5,000.00 to $15,000.00.
The City must require you to cease this rental use before July
15, 1991. If this deadline is not met, the City may issue
citations. If you have any questions or if you have a problem
meeting this deadline, please feel free to contact me at my
office.
Sincerely,
Lyle Oman

Mr. Lyle Oman, Jeanne A. Mabusth, Michael P. Gaffron & Bruce Vang:
Hi all you people re rental unit. I'm so sorry I didn't report that
my Sister and Brother In Law were living at my house. Their Son also
was living there but he now lives with his girlfriend. As far as
rent, I would like to know where they would get rent payments when
neither of them have had a job for months.
Both Susan and Jon were working for Western Temporaries because they
could find no work except for a McDonalds. Last winter they would have
been a statistic if I had not given them shelter. Since I. have five
bedroom and three bathrooms and about 4000 square feet (or more) I
felt I could not let my sister freeze to death. She is an alcoholic
and needs treatment but there is not an extra $5000 to take care of
that problem. Her Husband is a starving artist and when he gets
really desperate, he paints a painting and takes it to a bar or restau-
rant and sells it. (thats for cigarettes).
Ned and I both checked the drainfield last night. Even with all the
water that God has given us, there is no sign of a problem. That house
is now down to four adults and the water consumption from eight years
ago is down about 75%' IIII My sister does one load of laundry per week
and I do one load. When the children were all home, the washer buzzed
daily.
So, if I must have a citation, I must. But the State of Minnesota will
then have two more on welfare. They have been off of welfare and food
stamps for several months.
Let me know what the verdict is. Believe me, if I'm getting a rent check
it certainly has escaped me.
Yours very truly,
i ` fri / c/..../
