HomeMy WebLinkAbout06-15-2010 Council Work Session Minutes Orono City Council Committee of the Whole June 15, 2010, 6:30 p.m. Orono City Council Chambers Present: Mayor Jim White, Council Members Cynthia Bremer, Doug Franchot, Lili McMillan and Jim Murphy; City Administrator Jessica Loftus, Assistant City Administrator for Long-Term Strategy Mike Gaffron, Police Chief Correy Farniok, Finance Director Ron Olson, Building Official Lyle Oman and City Clerk Lin Vee 1. Photo Contest Judging Council selected winning entries for the 4th annual Essence of Orono photography contest. 2. Response to Long Lake RFP for Police Service Council reviewed the "Police Services Proposal for the City of Long Lake" prepared by Chief Farniok. The proposal will be submitted to the City of Long Lake by Friday,June 18. Long Lake's review process includes an interview which will provide an opportunity for Orono to elaborate on details of the proposal. 3. Geothermal Feasibility Study Report Hollis Linehan, MEP Associates, and Jim Cusak, UMR Geothermal, presented the findings of the feasibility study for replacing the current HVAC system with a more energy efficient geothermal system at City Hall,the Council Chambers and Police Department. While the study suggests the financial payback could take up to 30 years, a full schematic design would likely reduce the costs. Understanding the city's goals and sustainability of the building will influence the type of replacement HVAC system. Council found the results of the study to be very informative and will continue to discuss options for updating the HVAC system. 4. Minnetonka Beach Building Inspections Council discussed the request from Minnetonka Beach to provide additional zoning inspections as part of the current inspection agreement with Orono. Council directed staff to bring the amended Building Inspections Agreement, which will include certain types of zoning inspections, to the next Council meeting for formal approval. 5. Big Island Update Gaffron provided a summary of management activities related to Big Island Park that will be used as a basis for updating the MCWD Board at theirJune 17th meeting regarding the various decisions and choices that Orono has made over the past 3-4 years. Discussion included management activities, maintenance standards, permits, Big Island Institute communication and a draft ordinance. Council advised staff to bring the draft ordinance regarding regulations applicable to Big Island Nature Park to an upcoming Council meeting for adoption. 6. North Farm Road Sewer Request After discussing the North Farm Road neighborhood sewer request, Council suggested staff and the city engineer hold an informational neighborhood meeting to receive property owner input and determine the level of interest from the property owners. Other Issues of Current Interest Gaffron commented that except for a few additional items that were requested, the Met Council has indicated they will consider the Comp Plan Update complete and will move forward with their review.
