MINUTES OF THE
ORONO CITY COUNCIL WORK SESSION
Monday, November 26, 2012
5:30 p.m.
Present: Mayor Lili McMillan, Council Members Doug Franchot, Aaron Printup and Council Members-
Elect Kristi Anderson and Lizz Levang; representing Staff were City Administration Jessica
Loftus,Assistant City Administrator for Long Term Strategy Mike Gaffron, Finance Director
Ron Olson, Police Chief Correy Farniok, Public Works Director/City Engineer Jesse Struve,
Bolton & Menk Engineer David Martini, and City Clerk Lin Vee
Based on Council feedback from the October 22"d Council work session, Public Works Director Struve
outlined changes made to the draft Capital Improvement Plan (CIP). Most of the changes were related
to spreading expenditures evenly into future years. Engineer Martini reiterated that the CIP is to be
used as a planning document and Council is not approving expenditures that are indentified in the CIP.
Council will have an opportunity to review and update the CIP on an annual basis. Expenditures are
approved at the time projects are brought forward to Council for consideration.
Council discussed the Miller property on Willow Drive but had no interest in making a purchase offer for
the property at this time.
Council agreed to continue with the current work session schedule in 2013, with work sessions to be
held at 5:30 pm prior to the second Council meeting each month.
There were no comments regarding Information Update items.
The meeting closed at 6:58 p.m.
