Given this,the answer to your last question is that both the Barr plan and Tom's sketch will be used. Apparently there is a difference between Orono and MCWD as to what is included as fill in a flood plain. Rachel Workin has advised me that Tom Niccum is in the best position to answer your question on the estimate of fill relative to the flood plain and to 75 feet of OHWL. The City of Orono was copied on a permit issued recently for shoreline work at 520 Big Island. According to the Barr plan set it appears you intend to place fill material below the 100-year floodplain level (931.5') and that the depth of the proposed fill is —2 feet per the typical profiles. The City requires a permit for earthwork within 75-feet of the ordinary high water level (OHWL) elevation of 929.4'; a permit is also required in order to fill below the 100-year floodplain elevation. The type of permit is driven by the amount of fill. Please provide me with your estimate for the amount of fill both below the 100-year elevation and total within 75- feet of the OHWL so that we may determine the appropriate City permit for your project. Additionally, I note there are both a Barr engineering plan and a hand drawn plan (Minnetonka Portable Dredging sheet) referenced, please provide clarification as to the final plan to be used. Kind regards, Rachel Workin Permitting Technician Minnehaha Creek Watershed District 15320 Minnetonka Boulevard,Minnetonka,MN 55345 952.641.4518 www.minnehahacreek.org 2 NytWetiandHabitatRestorations Planting Methods and Schedule WHR is making several minor recommendations to the plans based on plant availability and species selections we think would work best. Availability of the following species is not currently available: Herbaceous Plants: Grass Leaved Goldenrod (Solidago gramminfolia) and Manna Grass (Glyceria grandis) are not available and WHR recommends replacing both species with and additional 30 plugs of Prairie Cordgrass (Spartina pectinata) or other species on the list. WHR recommends replacement with cordgrass as it would be an aggressive lakeshore plant with vigorous root growth and stabilization qualities. Shrubs: Alder(Alnus rugosa) is not available in a#2 size but is available in a#7 container. WHR would charge an additional $125 per tree to upgrade the bigger size. Our recommendation would be to plant additional False Indigo (Amorpha fruiticosa) shrubs as they are the most native and indicative shrubs along the Lake Minnetonka shoreline and do a very good job in holding the near shoreline substrates together with their root systems. 3 Year Maintenance Plan WHR will maintain the plantings along the Big Island shoreline following the initial plantings by periodically watering (as needed), spot spraying and mowing vegetation along the shoreline at strategic times through out the growing season. Usually our visits would be in mid June, July and August. Typical first year invasive weeds would be controlled such as Canada Thistle, Yellow Mustard, Reed Canary Grass, Purple Loosestrife, Garlic Mustard, and other invasive plants as they arise (these were the typical problem weeds on prior Big Island Shoreline Restoration projects). Live stakes will be replaced as necessary and spot mowings will be conducted to avoid damage to live stakes or other tree or shub plantings.
