RE: Heritage Preservation
Councilmember Seals has requested the City Council discuss Heritage Preservation, in response to a
resident inquiry.
City Statute Chapter 84C gives the City authority to establish a conservation district for "the purposes or
powers of which include retaining or protecting the natural, scenic, or open -space values of real property,
assuring the availability of real property for agricultural, forest, recreational, or open -space use, protecting
natural resources, maintaining or enhancing air or water quality, or preserving the historical, architectural,
archaeological, or cultural aspects of real property."
When considering a new commission the Council should agree on the purpose and intent. What is the
Council trying to achieve? If preservation of historic properties, what standards are to be considered to
include or exclude a property? Is property selection self initiates, and city directed? Are demolition and
or additions prohibited? If design standards are applied, who develops those and why? Are there
neighborhood or structures in mind for preservation?
The Council should also determine if these goals outweigh the costs associated with additional public
review layers and potential loss of private property rights
Some communities have chosen to establish a Heritage Preservation Board or Commission, primarily to
protect "historic" structures within the community. Area examples include Wayzata and Excelsior.
Wayzata. The City of Wayzata has a Historic Preservation Board, who advises the Council, City
Manager, and other "boards and commissions on all matters relating to heritage resource preservation,
protection and enhancement in the community. The HPB consists of up to five voting members, and a
minimum of three shall be residents." There are three current members and it appears they meet monthly,
except during the summer months. Copies of their agendas from 2019 are attached.
Excelsior. The City of Excelsior has established a Heritage Preservation Commission, it appears in 2016.
They also developed a design manual. The Commission meets monthly to review building permits and
other applications. The City of Excelsior, in addition to the two sites listed on the National Register, have
developed a much more comprehensive list of properties. It appears a prominent goal is preservation and
enhancement of their downtown charm. Excelsior is discussing financial incentives to encourage
landmark properties.
Staff seeks direction. Prior to any formal step, staff would recommend developing an initial list of
candidate properties, and holding a public meeting to discuss the potential commission.

This item is designed to give the Council a very high level view of the upcoming budget process.
At this time the Department Heads are working on their department budgets. Staff is aware of
some significant budget increases that are included in this memo. The Council's input at this
work session will be used to prepare a draft budget which will be discussed at the July work
session.
2020 Budget Factors
Taxes
1) According to the most recent numbers from Hennepin County (3/21/19), The City's
Taxable Market Value (TMB) has increased from $3,003,119,796 to $3,165,276,316.
This is an increase of 5.4%.
2) As a result of the increased in valuation, the City's tax capacity is estimated to
increase from $34,672,468 to $36,356,331; an increase of 4.87%. This means that the
City's tax levy can increase by 4.87% ($272,000) without increasing the City's tax
rate.
3) The Mound service contract includes an inflator based on the CPI -U from July 1,
2018 to June 30 of 2019. At this time the increase will be around 2.0% which is
equal to $35,000. Minnetonka Beaches and Spring Park's police service charges will
increase by the percentage of increase in officer's wages in 2020. The current
contract ends on 12/31/19 so the actual amount will not be known until the contract is
negotiated. A 2.5% increase in wages will increase the contract revenue by $14,300.
The overall increase for the revenues listed above totals $321,300. This is the amount that the
budget can be increased without increasing the tax rate. It is possible that the revenues for
building related revenues will again be over budget. In the past, these additional revenues were
not budgeted because they will eventually decrease to normal levels. However, the Council

could decide to budget for the expected revenues and then increase the amount transferred to the
Equipment Improvement Outlay Fund or the Pavement Management Fund.
Expenditures:
Tncrea�e�
1. A 2.5% COLA increase — which is the amount in the Local 12 and local 49 contracts
— totals $112,936. This number may change based on the police contract currently
being negotiated. Scheduled step increases total an additional $39,132
2. The City generally pays 50% of the increase in family insurance premiums — required
in the Local 12 and 49 contracts — this year the premium increase is $252/month so
the Cities contribution increase is $126/month. This totals an additional $35,000.
3. 2020 is an election year. The 2020 budget will see an increase in election
expenditures of around $22,000. This is a one year increase and 2021 will see a
decrease.
4. The City's liability insurance is increase by $40,000 due to increased premiums for
police and a poor experience modification factor (1.35) due to land use law suits.
5. The 2019 budget included an amount of $100,000 in the Contingency Line Item.
This amount can be reduced and used to cover some of the 2019 increases.
Underfunded
1) As the Council is aware, long term funding for roads needs to be secured. To
adequately fund the projected 2020 projects, the Pavement levy was projected to
increase to $750,000, which is an increase of $205,550.
2) Long -Term Funding of the CIP has not been identified.
Issues for discussion:
Tax Levy
Staff is requesting guidance on the amount that the Council is comfortable with for a tax levy
increase.
Wages
Staff is requesting guidance on the amount of the annual wage increase, if any that the Council
would like to see included in the draft budget for non-union wages. The total increase identified
above includes a 2.5% increase. The above information also includes an estimated 2.5%
increase for the police contracts.

The City Council has tasked the City Administrator to lead the redevelopment of the performance review
process and Human Resources functions. The city selected HRwize to facilitate moving HR functions into
a globally accessible platform that provides consistent formalized processes and digital performance
reviews.
The Attached Performance review Concept is designed to be consistent for all staff that sets out
expectations regarding the working environment, culture, customer service and reflects job duties for each
individual job. The supervisor and leadership sections build on the global performance standards. The
Goals section is reflective of goals adopted by council for the departments during the budget process. The
intention is to weight the sections as follows and use the supervisor and leadership sections to coach and
develop non -supervisors or leaders for more responsibility.

The City has engaged with the City of Long Lake to work to establish a new agreement around fire
services prior to the end of the contract in 2023. The goal is to review the partnership in its current state
and to determine what the future partnership looks like. It is important to ensure the future partnership
would work well under the adopted City mission, vision, and goals and to outline the expectation of what
that means to the council.

Best Practices- A best practice is a method or technique that has been generally accepted as superior to
any alternatives because it produces results that are superior to those achieved by other means.
Best Practices can be broken down into two components: administrative policies and protocols and
technical operations. It is reasonable to suggest Orono would have some type of oversight over
administrative polices around response protocol, resource allocation and personnel. It would also suggest
recommendations for changing technical tactics and policies would come from the Fire Chief as the
technical expert.
The Hennepin County Emergency Medical Services Council is working to revise Ordinance 9 and present
recommendations that will have an impact on Medical related response. There is an expected change to
the following areas:
1. Dispatch changes
2. Medical Response
3. Resource Allocation
This raises a few questions:
1. How does this impact our residents and our public safety responses?
2. How are we addressing this collaboratively?
3. How does it change resource allocations within public safety?
4. How does it address current best practices for medical response and should we follow similar
protocol?
Long Lake is currently working on providing more data related to call times that will be analyzed when
completed. A preliminary analysis of the data is part of the packet as well as the EMS Council agenda for
July 9, 2019, staff will be in attendance.
Staff is looking for guidance on moving forward in Fire negotiations and additional data and questions the
council would like answered and how they would impact resources, etc.

B. Standing EMS Council Committees
Operations Committee
a. The Committee will monitor and review operational aspects of pre -hospital ambulance response, care
and transportation, equipment, implementation of standards and provide input to other standing
committees concerning operational issues. The Committee will review and make recommendations
concerning the mainframe or "backbone" components of the EMS Communications system and how
such system should be used within the County. The Committee will review and make recommendations
to the EMS Council and Hennepin County public health regarding:
(1) Unscheduled ambulance emergency response times;
(2) Assignment and utilization of unscheduled ambulance resources;
(3) Adequacy of resources;
(4) Effect of unscheduled ambulance response transfers;
(5) Primary service area issues;
(6) Municipal response concerns;
(7) MCI coordination;
(8) Utilization of mutual aid;
(9) Submission of pre -hospital data;
(10) Coordination of interoperability of medical communications and PSAP communications; and
(11) Public education.
