We were finding that some of the builders were not coordinating the foundation as-built survey very well which resulted in a number of homes being fu//y framed before we received and approved an as-built for the foundation. That being said, we can absolutely be flexible when the site conditions are unsafe; especially when we are informed ahead of time. You as the builder should keep us apprised as to the need to allow the back fill to be done prior to submittal of the foundation as-built. You will still need to submit it prior to any framing of the structure. I will let the permitting staff know that you are approved to schedule the backfill inspection as needed. When scheduling, please provide us with the approximate date when the as-built foundation survey will be provided and, once that is approved, you will be able to proceed with framing. I apologize and agree that this is cumbersome, but not every builder is as easy to work with as Gordon James. My question is not whether it is a requirement to inspect these-my questions are of safety and timing of the inspection as it relates to the as built survey. 1) By requiring an as-built before back fill you are requiring the surveyors to walk on 10'walls to mark the positions for the survey.Or worse—when doing a sport court, a 20' wall.That is extremely unsafe. I do not see why the foundation/insulation and waterproofing inspection cannot take place before backfill,then back fill,then the as-build can be done safely. 2) Due to the ever-changing weather here the timing between insulation and waterproofing is critical.We cannot leave a foundation open to the weather for days while we wait for a surveyor to do his work and an inspector to do his work.This could take days and puts the integrity of the foundation in jeopardy. I am not sure origin of these requirements but I STRONGLY request that the sequence of these steps be reordered in the name of safety and construction integrity.
