No. 17-117-23 43 0001 Dear Mr. Williams: In response to your letter of May 16, 1989 , the correct sewer connection charge for the above referenced property, has i been calculated as follows: 1. 137.85 front feet x $28.68 per front foot = $3 , 953.54. 2 . Sewer plant charge of $225. 00 x 1 unit = $225 . 00 . 3 . Total connection charge = $ 3 , 953.54 + $ 225. 00 = $4 ,178.54. (This figure is correct thru December 31, 1989. The connection charge would be expected to increase in 1990 - and each successive year to account for inflation. ) The connection charge would be collected when a building permit is issued. As we have discussed, it would be the property owner's responsibility to make the actual physical connection to the sewer system, and pay all costs involved with such connection. The property owner would be responsible for obtaining any necessary permits from Hennepin County for work in the County Road 19 right-of-way. For the record, additional charges that would be incurred with a building permit would include the normal building permit and plan review fees, in addition to a park fee of $390.00 based on a lot size of 0.34 acre. Also, the Metro Waste Control Commission (MWCC) Sewer Availability Charge, currently $575.00, would be charged with the building permit. For your information, I have enclosed copies of Hennepin County tax records and a plat map section used in my approximate lot area calculation. The lot area appears to be approximately 0.34 acre, and requires a variance to the 0.50 acre zoning standard in order to be buildable. Box 66 Crystal Bay, Minnesota 55323 Subject: Sewer Service to Lot 2 and Part of Lot 1 Navarre Heights Dear Mr. Benson: As requested, we submit the following on sewer service for Lot 2 and part of Lot 1, Navarre Heights, which was formerly an NSP transformer site. When the sewers were constructed on County Road 19 in 1963, this property was not sewered. The sewer is on the west side of County Road 19 and to provide a service to the property a 4 inch line will have to be jacked under County Road 19. The property does have water service. The property has never been assessed a lateral sewer or connection charge. If it had been served in 1963 the charge would have been $8. 00 per foot or 137. 85 feet x $8. 00 = $1,102. 80. A connection charge of $225 is charged a vacant lot when a house is constructed on the lot. We recommend that before this property is allowed to hook to the sewer the City should receive some payment in lieu of an assessment. If the Council wishes to base this payment on the 1963 assessments the lateral sewer charge would be $1,100. This figure revised to take into account inflation between 1963 and 1975 would be $2, 767. Box 66 Crystal Bay, Minnesota 55323 Subject: Sewer Service to Lot 2 and Part of Lot 1 Navarre Heights Dear Mr. Benson: As requested, we submit the following on sewer service for Lot 2 and part of Lot 1, Navarre Heights, which was formerly an NSP transformer site. When the sewers were constructed on County Road 19 in 1963, this property was not sewered. The sewer is on the west side of County Road 19 and to provide a service to the property a 4 inch line will have to be jacked under County Road 19. The property does have water service. The property has never been assessed a lateral sewer or connection charge. If it had been served in 1963 the charge would have been $8. 00 per foot or 137. 85 feet x $8. 00 = $1,102. 80. A connection charge of $225 is charged a vacant lot when a house is constructed on the lot. We recommend that before this property is allowed to hook to the sewer the City should receive some payment in lieu of an assessment. If the Council wishes to base this payment on the 1963 assessments the lateral sewer charge would be $1,100. This figure revised to take into account inflation between 1963 and 1975 would be $2, 767.
