Schedule a minimum of one hour for the framing inspection. Erosion control mechanisms must be installed and inspected by the City prior to any land disturbing activities. The contractor must provide a minimum of a 24 hour notice prior to inspection. Erosion control shall be installed and maintained throughout the entire project and must remain until vegetation has been established. No underground sewer within 20 feet of well. Septic sites must be protected. The plan depicts grading right to the edge of the primary site area. The area should be marked with fencing to ensure it is not disturbed during grading activities. (Double'check this comment with Roger) 3. The house plans elevation views depict what appear to be retaining walls. These are not depicted as such on the grading/site plan. The City Survey standards require retaining walls top of wall and bottom of wall elevations to be called out(Survey requirement#23). Staff conducted a preliminary review based on the information provided and recommends the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Our engineer has reviewed the survey submitted and has the following comments: a. The driveway material is not specified on the plan. According to Orono City Code Section 18-136(f) (copy enclosed),the driveway requires asphalt paving from roadway for 30 feet in, in order to reduce driveway drive way runoff depositing soil and debris upon the roadway. b. Topography is to be shown extending 50'outside of the lot lines(survey requirement#10) c. Grading is proposed near the primary septic site. The septic designer should stake the rock bed area of the primary site and protect. Both septic sites must be protected with more than silt fencing. Snow fence or metal stakes with caution tape are acceptable. d. The house plans elevation views depict what appear to be retaining walls. These are not depicted as such on the grading/site plan. The City Survey standards require retaining walls top of wall and bottom of wall elevations to be called out(survey requirement#23). Walls greater than 4' in height must be designed by a licensed professional, and plans must be submitted to the City for review prior to the approval of the permit. Tiered walls are considered one wall unless they are separated by at least twice the height of the lower wall are considered one wall. e. The proposed top of foundation elevation is called out on the survey. Please have the surveyor show the point or spot where the top of foundation elevation is in reference to. Staff conducted a preliminary review based on the information provided and recommends the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Certificate of Survey. Our engineer has reviewed the survey submitted and has the following comments: a. The driveway material is not specified on the plan. According to Orono City Code Section 18-136(f) (copy enclosed),the driveway requires asphalt paving from roadway for 30 feet in, in order to reduce driveway drive way runoff depositing soil and debris upon the roadway. b. Topography is to be shown extending 50'outside of the lot lines(survey requirement#10) c. Grading is proposed near the primary septic site. The septic designer should stake the rock bed area of the primary site and protect. Both septic sites must be protected with more than slit fencing. Snow fence or metal stakes with caution tape are acceptable. d. The house plans elevation views depict what appear to be retaining walls. These are not depicted as such on the grading/site plan. The City Survey standards require retaining walls top of wall and bottom of wall elevations to be called out(survey requirement#23). Walls greater than 4' in height must be designed by a licensed professional, and plans must be submitted to the City for review prior to the approval of the permit. Tiered walls are considered one wall unless they are separated by at least twice the height of the lower wall are considered one wall. e. The proposed top of foundation elevation is called out on the survey. Please have the surveyor show the point or spot where the top of foundation elevation is in reference to. Please note,we expect the location to be consistent when submitting the foundation as-built survey. f. Please call out the proposed First Floor Elevation on the survey. Please provide two copies of an updated, full-size certificate of survey which meets all of the City's survey standards(enclosed). 2. Landscape Plan. Prior to the issuance of the building permit a landscape plan must be submitted showing all the proposed exterior/landscaping improvements, i.e.patios,grading,sidewalks,retaining walls,etc. The plan should include the name of the individual performing the work. Permits involving grading and/or review by the City's engineer require submittal of an escrow and an escrow agreement. The purpose of the escrow is to guarantee reimbursement to the City for out-of-pocket costs incurred during the review of your plans. Additionally this escrow will guarantee conformance with City Code Chapter 79 relating to erosion control and stormwater. The required escrow amount for this project is$2,500. It doesn't always happen that the house gets built to the exact same elevation as is proposed but it did in this case.The drawing has a spot shown where the foundation elevation was measured and it is 1036.4,shown as Top of Foundation,the second item under the EXISTING ELEVATIONS legend. Please note that the building is labeled "Existing 2-Story' within the foundation. What may be confusing is Joe did not remove the ellipses from the proposed elevations on the foundation as-built. In this case the existing elevations will be very near the proposed but is not something we check until after the final grading is done. I copied Joe on this email and will have him remove the ellipses in the future.Joe is on vacation this week and can send a revised survey next week if you would like a copy with the ellipses removed. Recitals ��yy�� �An application for a demolition permit has been filed for the principal and one accessory structure located atu Watertown Road ("Subject Property")legally described on attached Exhibit"A". 2. In conjunction with the demolition, erosion control measures are required as shown on attached Exhibit"B". NOW, THEREOFRE,THE PARTIES AGREE AS FOLLOWS: 1. DEPOSIT OF ESCROW FUNDS. Contemporaneously with the execution of this Escrow Agreement, the Owners shall deposit $2,500 with the City. All accrued interest, if any, shall be paid to the City to reimburse the City for its-cost in administering the escrow account. 2. PURPOSE OF ESCROW. The purpose of the escrow is to guarantee reimbursement to the City for all out-of-pocket costs (including planning, engineering, or legal consultant review)the City has incurred to assure that the erosion control measures are installed and maintained so the property complies with the provisions of Orono City Code Chapter 79. The financial security may also be used by the City to eliminate any hazardous conditions associated with the work and to repair any damage to public property or infrastructure that is caused by the work. If compliance with the approved Land Disturbance Permit is not accomplished within the allowable time period, the City may bring the project into compliance by use of the security. 3. RIGHT OF ENTRY. The Owners hereby grant the City, its agents, employees, officers and contractors the right to enter the property to perform all work and inspections deemed appropriate by the City in conjunction with the required erosion control measures, including but not limited to constructing or completing any and all of the agreed upon improvements should the Owners' contractor not complete those improvements by the date specified herein. 3. MONTHLY BILLING. As the City receives consultant bills for incurred costs, the City will in turn send a bill to the Owners. Owners shall be responsible for payment to the City within 30 days of the Owners' receipt of bill. 4. DISBURSEMENT FROM ESCROW ACCOUNT. In the event that the Owners do not make payment to the City within the timeframe outlined in#3 above, shall issue a Stop Work Order until the Owners pay all expenses invoiced pursuant to #3. The City may draw from the escrow account without further approval of the Owners to reimburse the City for eligible expenses the City has incurred. 5. CLOSING ESCROW. City Staff shall review the terms of this escrow agreement two times per year to determine whether the requirements of the project have been successfully completed and whether it is appropriate to return the funds.
