If the existing septic site is protected (grade remains unchanged)and the swale is dug as depicted it would create a 4 foot bluff at the southwest corner of the existing septic site. We will not approve this plan as proposed;the swale should be redesigned. It appears there is newly proposed grading over the existing driveway location. Relocating the driveway closer to the east lot line may benefit the grading plan... Also according to City Code Section 18-136(f)the driveway must be paved from Watertown Road to 30 feet(south) into the property in order to reduce/eliminate driveway runoff depositing soil and debris upon Watertown Road. Walls 4'or greater in height must be designed by a licensed professional,and plans must be submitted to the City for review prior to the approval of the permit. 2. The alternate septic site appears to be depicted in the same location as the exiting septic site. Also the grading plan shows grading in the septic site which would invalidate it as a site. 3. The drainage plan appears fine but special care will need to be taken to ensure that a swale is maintained along the east of the property to ensure drainage is not directed onto the neighboring property. 4.Grading work on the far northeast corner of the property is depicted outside of the silt fence and in the City ROW. Erosion control measures must be planned and executed. Further the proposed work must not impede a_ny ditching within the ROW. 6. The silt fence should be installed and inspected by the City prior to any land disturbing activities. The Contractor must provide a minimum 24 hour notice prior to inspection. NOTE:The proposed work is located on a section of Watertown Road that is scheduled for reconstruction this(2015) summer. Certificate of Survey. ✓ Our surveyor has revised their survey to meet the City's requirements you attached to your letter. a) The survey is correct that all retaining walls will be 4' or less. The front elevation of the building plan is showing a tentative retaining wall but the elevations on the civil/survey plan is accurate and no retaining wall will be over 4' high. b) Our septic designer(Rusty Olson) did contact the City to review his design before our submission and his understanding was the secondary site could be placed in this location. If your engineer has any questions please have them contact Rusty— his phone number is (612) 296-7715. c) Our excavator will make sure to match the grading plan during the final grade. d) Our surveyor has verified and added the existing deck for the pool. e) Our surveyor has revised the survey per your notes. f) The silt fence will be inspected before we start work. g) We will work with the City to ensure neither project interferes w/the other. 2. Structural Coverage. ✓ Our surveyor has completed this and is attached to our resubmission package attached. 3. Escrow& Escrow Agreement. ✓ I have attached to this letter the signed/executed escrow agreement and $2,500 escrow. *Final Note: The Minnehaha Creek Watershed District has our application and is in the process of reviewing our application. Recitals 1. A building permit application has been filed a new single family home located at 3445 Watertown Road the ("Subject Property"), legally described as Section 32, Township 118, Range 23, that part of the W 159.7 feet of the E 1677.7 feet of the SE %Lying S of the Road. 2. The financial security may also be used by the City to eliminate any hazardous conditions associated with the work and to repair any damage to public property or infrastructure that is caused by the work (including planning, engineering, or legal consultant review) associated with building permit #2015-00065 if compliance with the approved building permit is not accomplished. 3. MONTHLY BILLING. As the City receives consultant bills for incurred costs, the City will in turn send a bill to the Owners. Owners shall be responsible for payment to the City within 30 days of the Owners' receipt of bill. 4. DISBURSEMENT FROM ESCROW ACCOUNT. In the event that the Owners do not make payment to the City within the timeframe outlined in #3 above, shall issue a Stop Work Order until the Owners pay all expenses invoiced pursuant to #3. The City may draw from the escrow account without further approval of the Owners to reimburse the City for eligible expenses the City has incurred. 5. CLOSING ESCROW. The Balance on deposit in the escrow, if any, shall be returned to the Owners when all requirements related to the project are complete. City Staff shall review the terms of this escrow agreement two times per year to determine whether the requirements of the project have been successfully completed and whether it is appropriate to return the funds. Owner may also request the release of the funds, and such funds shall be released upon City Staff receiving the appropriate verification that all requirements of the project have been successfully completed. 6. CERTIFY UNPAID CHARGES. If the project is abandoned by Owners, or if the eligible expenses incurred by the City exceed the amount in escrow, the City shall have the right to certify the unpaid balance to the subject property pursuant to Minn. Stat. §§415.01 and 366.012.
