Staff conducted a preliminary review based on the information provided and recommends the following items be submitted or revised in order for your application to be considered complete and for the plan review to continue: 1. Demolition Permit. a. A site plan was submitted with the demolition permit application however it does not reflect all the accessory structures on the property according the Hennepin County Aerial photos. Are those structures being demolished or remaining? Provide clarification. b. MCWD permit. Your notes indicate that you spoke with Elizabeth at the MCWD and a permit was not necessary. I emailed a copy of your plans to Elizabeth and she feels your project has changed since she spoke with you on the phone. Please contact her again regarding your project. Please note,the City of Orono will not issue a demolition or building permit without a copy of the MCWD permit or documentation stating the proposed project does not trigger any of their permitting requirements. 2. Certificate of Survey. Our engineer has reviewed the survey and has the following comments: a. Other than two swales, the grading plan does not appear to propose any changes to grade. All proposed grading changes should be shown on the grading plan. For example,there are window wells shown but no grading or retaining walls are proposed. Please provide additional information. b. One of the two swales depicted appears to flow right through the well location. Please address the swale so it does not conflict with the well. c. The survey should show the location of the primary and alternate septic sites. The septic sites should be fenced off and protected during construction. Please have the surveyor show the point or spot where the top of foundation elevation is in reference to. Please note,we expect the location to be consistent when submitting the foundation as-built survey. Please provide two copies of an updated, full-size certificate of survey which meets all of the City's survey standards(enclosed). 3. Hardscape Plan. Prior to the issuance of the building permit a hardscape plan must be submitted showing all the proposed exterior/ha rdsca ping improvements,i.e.patios,grading,sidewalks,retaining walls,etc. The plan should include the name of the individual performing the work. Any proposed patios, grading, sidewalks, retaining walls shown on the hardscape plan should also be reflected on the survey. Please note,a separate City Permit is required for septic installation. (a) One driveway approach shall be allowed from up to two single residential parcels of land to the same road, provided that appropriate easements exist between parties sharing the driveway and driveway approach. Parcels having frontage on more than one public road shall be allowed a driveway approach to one public road. (b) Residential driveway approach shall not exceed 20 feet in width at the intersected right-of-way line. (c) The total width of driveway approaches to up to two single parcels of land from a single road shall not exceed 20 feet. (d) A curb cut shall not exceed the width of the driveway approach at the property line by more than ten feet. (e) No portion of a driveway approach, except the curb return, shall be constructed within 100 feet of a comer. (f) For residences constructed after July 25, 1986, the driveway approach and that part of the driveway and turnarounds which drain to the road shall be paved with bituminous concrete blacktop or equivalent paving. Where it has been determined by the city's public service director that driveway and/or driveway approach existing on July 25, 1986, is causing a maintenance problem on the road, including but not limited to the washing of dirt and gravel into the road, the public services director shall order that the property owner pave such portion of the driveway and/or driveway approach as is necessary to remove the maintenance problem. Portland cement concrete will only be allowed from the driveway up to the public right-of-way. This requirement shall not be construed to reduce paving otherwise required by performance standards in chapter 78 or required as a condition to the granting of a conditional use permit, lot division, subdivision or as designated in the approved site plan. (g) Driveway turnarounds shall be required on all driveways or driveway approaches entering onto a state highway, county road or collector roadway as determined in the comprehensive plan, and on all entrances to public roads within the city where deemed necessary by the public services director, based on traffic counts, sight distances, street grades and other relevant factors. If a driveway turnaround is required by the public services director, such requirement shall be stated on any permit issued by him pursuant to this article. MONTHLY BILLING. As the City receives consultant bills for incurred costs, the City will in turn send a bill to the Owners. Owners shall be responsible for payment to the City within 30 days of the Owners'receipt of bill. 4. DISBURSEMENT FROM ESCROW ACCOUNT. In the event that the Owners do not make payment to the City within the timeframe outlined in #3 above, shall issue a Stop Work Order until the Owners pay all expenses invoiced pursuant to#3. The City may draw from the escrow account without further approval of the Owners to reimburse the City for eligible expenses the City has incurred. 5. CLOSING ESCROW. The Balance on deposit in the escrow,if any,shall be returned to the Owners when all requirements related to the project are complete.
