This program was developed to provide assistance as you investigate and, if necessary, clean up your petroleum release. We appreciate your prompt notification so we can provide guidance to you in dealing with your release as quickly and efficiently as possible. Federal and state laws require that persons legally responsible for storage tank releases notify the MPCA of the release, investigate the extent of the release and take any necessary actions to clean up the release. The MPCA staff provide guidance and technical assistance during the project and review the reports submitted by your consultant. Existing home construction was removed to allow for the new home construction activities . Poor soils existed at the site , requiring excavation and refilling soil corrective work. Our firm was directed by Mr. Jim Render of Render Development, Inc . , to be present at this site on a full-time basis during all poor soil removal and initial sand placement work . OBSERVATIONS During the period of October 2 through October 28 , 1998 , we were present at the site during all excavation activities . We observed poor soil removal work and the placement of sand fill materials immediately following excavation. A preliminary soil investigation was performed by Allied Test Drilling Company and reported on June 30 , 1998 . In conjunction with this work, three soil test borings , identified as B-1 through B-3 were placed on the site . The site soil correction work and soil test borings were focused on the first two lots west of Tonkawa Road (County Road #135 ) and immediately north of a driveway/road identified as Birch Lane . The borings identified old fill material overlying organic silt and brown and black fibrous peat materials beneath the fill soils . Beneath these soft organic soils, there was some soft gray clay material and then gray waterbearing sand materials. The sand materials were deemed as suitable for a foundation soil system. However, the fill soils , organic soils , and the soft clay soils were generally not suitable for foundation soil purposes, with the exception of leaving some remnant clay materials in place above the sand. Page Two During our full-time observations at the site , the contractor removed the poor soils from the building area and from a 12 ' oversize area beyond the perimeter building walls of the two east structures , as field staked by the project surveyor. All corner offset stakes were set. at 16 ' out from building and retained throughout the excavation activities . No space was left between the proposed structures . Instead , the soil correction for both buildings was handled on a single excavation basis . Old fill material was removed, together with a layer of organic topsoil . In the west half of the excavation, the depth of excavation was approximately 5 ' to 6 1/2 ' below original ground surface . In the central portion of the work area, the excavation started sloping downward to a maximum depth of approximately 11 ' and 13 ' in the northeast and southeast oversize corners , respectively. In the deeper excavation area, there were peat and muck soils located beneath the topsoil . Then, a layer approximately 2 ' thick and consisting of bog lime and soft gray alluvial clay was located beneath the peat and muck soils. All organic materials and a majority of alluvial clay were removed in the excavation process. Approximately 6" of clay was left in the bottom of the excavation to help minimize the amount of water entering the excavation. As the excavation work progressed, relatively clean sand materials were pushed into the excavation from a steep bank, scouring the excavation bottom as the work progressed from west to east . Along the east bank, the excavation work continued toward the south or the deeper excavation area.. Throughout this work, a maximum depth of water of about 3 ' existed . Some pumping was performed to allow direct observation of the bottom, while some bucket inspection was performed to verify the remainder of the excavation area. At the southeast corner of the excavation area the south oversize line was extended out, beyond the 16 ' identified stakes in order to provide room for the final cleanout . CONCLUSIONS AND RECOMMENDATIONS Based on our full-time observations at the site and our engineering experience , we have formulated the following conclusions and recommendations : 1 . It is our opinion that all old fill materials , topsoil , organic soils , and weaker alluvial soils have been removed from the surveyor-staked structural areas of the two buildings and from an oversize area exceeding 10 ' around the structures in the deeper fill regions. Page Three 2 . It is our opinion that the fill materials placed in the initial filling operation were placed in lifts not exceeding approximately 12" to 16" , while at the same time scouring the excavation throughout the building areas . 3 . During the filling operations, the contractor compacted the sand soils with a. large pull-type vibratory roller drawn by his dozer and loader equipment. It is our understanding that a series of compaction tests has already been performed in some of the lower regions of the fill system. We have reminded the contractor to notify the soil testing laboratory within the next few days for the remaining necessary tests . It does appear that excellent compaction is being achieved .
