Dear Mr. and Mrs. Henderson:
If you plan to amend the original driveway plan approved at the
time of the final subdivision application for the Senn Addition,
you will be required to file only a conditional use permit
application. A variance application was already considered when
the driveway was approved within Outlot A and located less than
26' from the edge of the defined drainageway. The driveway plans
have already been approved except for the portion of the drive
that will now encroach the drainageway. The amended plan shall
be reviewed by both the Minnehaha Creek Watershed District and
the DNR. The Watershed District will present the permit
application for the DRN's review and comment. The LMCD will not
be involved in this review.
As for specifications for a driveway, the City Code contains no
standards that govern private drives. Your plan should relate to
the existing road plan approved with the subdivision application
when your consultant designs the portion of the road that will
cross the creek. Care should be given to design road width and
shoulder to provide an adequate level of safety. As for the
sizing of the culvert, you will be responsible for providing the
necessary drainage information to both the City and the Minnehaha
Creek Watershed District so that the culvert is adequately sized
to maintain drainage at both normal and peak flows. It may be
appropriate for you to seek an engineer who has had experience in
preparing for a Minnehaha Creek Watershed District permit. Your
consultant is welcome to review the files of a subdivision
application approved for the property to the immediate east that
involved the same watershed. There is other information in the
City archives that will assist in the gathering of drainage
information. Once the watershed area is defined, your engineer
will be asked to determine the impact of a 100 year storm on. the
watershed, specifically, the amount of flowage through the creek.
The size of the culvert will be based on peak flow needs.

Please note that items have been circled on the application that
will need to be addressed. It would also be helpful for your
engineer to contact Ron Quanbeck at the Minnehaha Creek Watershed
District (473-2442 ) as you prepare for permit review. Please
contact my office if you have questions pertaining to my
comments.

Dear Jean:
This letter is a request for all items I will need to submit to the
Orono Planning Commission in order to obtain a variance allowing for
a filled-in driveway with culvert to cross the creek and gain access
to Lot 1 of the Senn Orono Addition.
This list should include permits required, specifications for said
driveway and culvert, and whether approval or review is required of
other agencies ( such as the Minnehaha Creek Watershed District, the
LMCD, or the DNR) .
