Background: Inspections found this property to have a failing septic system first in 2000. We (Orono and you) wrote letters to this individual on the following dates to get a new system installed: April 20, 2000 October 21, 2002 November 25, 2003 December 4, 2003 April 30, 2004 Action Requested: I would like you to send this individual a letter stating he must stop using their failing mound and use their septic tanks as holding tanks. The tanks must be pumped when they fill up over this winter and then a new septic system must be installed next spring(2005). To transform the septic tanks to holding tanks they must unplug the pump so sewage is no longer pumped to the mound and discharged to the surface of the ground They must set up a pumping contract, approve it with the city of Orono, with a septic pumper so we know that the tanks are being pumped over the winter. I would like to take them to court to make sure this gets done because letters from the City and from you have not gotten the system replaced. I talked with Peterson Company and they stated you are not contracted with them and they had no idea what I was talking about. We need you to get a contract with a septic contractor and get a permit issued by our office by May 15, 2004. Both property owners told me that they would have new mound septic systems put in no later than the end of the summer 2003. I have talked to them and the installer several times during the summer and they tell me that the system will be put in. The season is now over to install mounds for 2003 and I do not even have a permit issued for the mound and the mound is not put in yet. Action Requested: I would like you to send this individual a letter stating he has until June 15, 2004 to install a new mound. They must also get a septic contract set up, and approved by the city of Orono, with a septic pumper by December 15, 2003. This will ensure that the septic tanks are pumped when they become full so they are no longer sending sewage to the drainfield. I have been informed by Matt Bolterman, the Orono Inspector, that your property has a failing septic system. Mr. Bolterman was promised that you would have these septic systems put in no later than the end of the summer of 2003. The season is now over to install the system and you have not secured a permit for the mound system. Obviously the system can not be installed in the winter and at this time Mr. Bolterman has asked me to write to you to let you know that you have until June 15, 2004 to install the new mound system. Also, you must get a septic contract set up that is approved by the City of Orono and secure a septic pump on or before December 15, 2003. I would appreciate it if you would immediately contact Mr. Bolterman at the City of Orono to make sure that you are in compliance with these requests. During a previous inspection, it was determined that the mound system was failing by discharging untreated sewage to the ground surface. The mound system has shown improvement since the previous inspection. While the mound is still saturated, it is not discharging sewage. It is not uncommon for a mound system that was having problems to clear up and start to function properly. The dry summer is probably one of the biggest factors. While the mound appears to be getting better, it not functioning at 100 percent. I recommend that you check all water fixtures in the house to make sure that they are not leaking. The mound is designed to handle about 450 gallons of water per day. The average person uses about 75 gallons of water per day. I also would recommend having the tanks pumped before you leave for a long weekend or vacation. This extensive rest time for the mound could also help make the mound function more properly. City staff will inspect the mound again in the spring or summer of 2001 to see how the mound is functioning. Feel free to contact me at (952) 249-4600 if you have any questions. After several inspections in the past and an inspection performed last week, it appears that your septic system is still surfacing and classified as an imminent health risk that must be replaced next spring, 2003. I sent you a letter on 11-01-01 that your drainfield was surfacing and must be repaired in the summer of 2002. That day has come and gone and your drainfield is still surfacing. If we do not receive contact with you on how you are going to address this matter by November 1,2002 we will be forced to turn this over to our attorney for prosecution. This is a very serious issue that must be addressed immediately. A failing septic system is a hazard to your family,pets and to your neighbors. Efforts must be made immediately to stop the surfacing of raw sewage on the surface of the ground until a new drainfield is installed. One temporary option to get you through this winter is to use your septic tanks as holding tanks. The tanks would be pumped until a new drainfield is installed next spring. This would stop sewage from going into your drain field and surfacing on the ground.
