I believe we went with the thougth that an other system is not a performance system so we can issue a permit for
it for a teardown. It it has three feet of separation it is not a performance system. An other system still must
meet quality standards to not be considered non-compliant so it must have a monitoring plan with it or it will
automatically be considered non-complaint. The reason we were more liberal for this type of situation is we didn't
want to have a lot that could not be built on when there was a house there before. If it was a newly subdivided lot
then we would require 2 standard systems on it because that is what the code requires for a new lot.
I know it is splitting hairs but we didn't want this to go to council and have council say so we have a non-buildable
lot that had a house on it before. I guess we came up with, a performance system was one that did not have 3
foot separation. Other system is for one that has a 3 foot separation but not a standard system either. Code said
you could not have a performance system for new construction so this was a way to sneak it in for an existing lot
with a teardown if we could get 3 feet of seperation. We did one more of these with a reconstruct on orono
orchard rd. The house was not done when I left but the septic was put in. You probably did a final on it
this summer. Peterson company did the work and SP Testing did the design.
It is not a situation I would want for a septic but as long as the owner knows what is involved in the monitoring of it
I think we are ok. I can't remember if I had the person at orono orchard road sign something but it wouldn't be a
bad idea so the city is covered and can say we Iwt the owner know about the constant need for a monitoring plan
and what must be done if the mound has problems.

Dear Matt: I am writing to pick your brain about a septic approval you gave for Gail Knappenberger at
2845 Watertown Road. This was for a new residence and is now currently owned by someone else. Lyle
issued a building permit for the property in May. The installer is now looking for the septic permit and the
design is for an "other" system. S-P Testing designed a Multi-flo with a pressurized bed on non-native
soil. The alternate site is also an "other" system. I am wondering if you remember any special
consideration that was given or presented to allow new construction on an "other" system, so that I have
some reason to issue the permit as an "other". I looking to avoid setting a precedent for other lots.

The following are requirements for an "other" septic system at your property. By signing this
agreement you are stating that you understand the type of septic system that is being put in on your
Property and you will follow the monitoring plan stated below and in your septic designed by S-P 1
Testing on May 17, 2004. 6z or
1) This is an"other system" so a monitoring plan shall be in place at all times. If the conditions of the
monitoring plan are not met this drainfield will be considered a failing system and action to correct will
be required as written in the mitigation plan. This monitoring plan runs with the property and not with
the homeowner. Any future homeowners must be notified that this is an other system and certain
requirements must be met. The monitoring plan requires a service contract for the multi-flo. The mound
must be monitored for hydraulic overloading when the multi-flo is serviced. If the multi-flo contract is
discontinued than a new monitoring plan will be required.
2) Fence off both sites prior to fill removal.
3) Alarm and water meter must be placed inside house.
4) Keep all water softner and iron filter discharge out of septic system.
I hereby certify with my signature, as the owner of the property where this system is to be
installed, that it is my responsibility to maintain this"other system"permit in accordance with
Orono Ordinance No. 199 and MN Rules Chapter 7080. It is the owners responsibility to inform
new property owners that this is an"other system" and the requirements that must be followed
for an other system.
