The permit allowed you to create a walkway to the island while expanding the west end of the pond. The pond expansion was to increase capacity to allow for the volume lost to the walkway and adds additional capacity to the pond that was required with the final development plans of Meadow Wood Pond. Increasing the capacity of the pond is essential as the pond is part of a larger surface water management plan for the entire development. . The City is requesting you complete the land alteration project per the grading plan that was provided by you. A copy of the permit and plan is included with this letter. The Minnehaha Creek Watershed District approved Permit No. 93-179 for the construction of the pond and the stormwater management plan. I would suggest you contact the MCWD to see if there are any additional requirements. The MCWD can be reached at(952)471-0590. The City of Orono has established a deadline of October 17, 2002 to complete the project. Please contact the City following the completion of the land alteration for a follow-up inspection. Block 1, Meadow Wood Pond. The pond discharges to an existing ditch along the west side of Truffula Trail.The ditch then conveys flows northerly across Lot 7, Block 1 to an existing culvert under Truffula Trail. We have the :'cilowin observations regarding engineering matters. The fill placed between the south edge of the pond and the island hits been rainoved. + Ponding calculations dated 4-13-00 submitted by Mark Gronberg show a 5.2 acre drainage arca reaching the pond. The calculations provided indicate that pond discharges for the 1-year through 100-year storm events will range between 0.44 cfs to 4.15 cfs (assuming the fill paced in the pond is removed as noted above). I'he correspop.ding pond water elevations range i-etween 10233.57 to 1025.23. The polio caiculations assume the pond is full of water at all times. The pond typically is not full and the water elevations are generally lower than the outlet elevation of 1023.2. If the pond is not full of water when a - storm event begins the pond outlet flows and water elevations will be less than those shown ir_ the cal-ilations. + ;he outlet flows and pond water elevations are acceptable and do not appear to pose a risk to neighboring: properties. • Fill placed between the pond outlet and the driveway on Lot 7,Block 1 is obstructing flows and should b:; removed immediately. + The downstream ditch to the north (Lot 7, Block 1) along the road appears to have a high point located midway between the driveway and the culvert under the road. The ditch slows drainage to the north an"' promotes infiltration of storm water, an environmentally friendly situation. A disadvantage to slowing itoriii water and promoting infiltration is the iriabiiity to maintairi a manicured lawn during wet t..'nes Of the year. Drainage across this neighboring property could be improved if the ditch was graded to remove the high point. Drainage area map for your property. 2. Drainage calculations to determine the capacity of the stormwater pond you intend to alter. The calculations are necessary to determine ifthe pond has capacity to handle the stormwater flow the original pond was to designed for. The Minnehaha Creek Watershed District approved Permit No. 93-179 for the construction of the pond and the stormwater management plan. I have discussed this permit with Jim Hafner of the Minnehaha Creek Watershed District(MCWD). He stated any land alteration within the pond will likely require an additional permit from the MCWD. The site is located on Lot 8, Block 1, Meadow Wood Pond. We have the following observations regarding engineering matters. • The calculations submitted by Mark Gronberg show that the pond was originally approved to provide 9000 square feet of surface area at the normal water level(NWL)and 12,500 square feet of surface area at an elevation 2-feet higher than the NWL. The survey and calculations provided by Gronberg shows that the existing pond was not graded as approved,providing only 6550 square feet of surface area at the NWL and 11,750 square feet of surface area at an elevation 2-feet higher than the NWL. • The proposed grading plan provides 9000 square feet of surface area at the NWL and 14,500 square feet of surface area at a point 2-feet above the NWL. • The proposed pond grading will provide the wet storage volumes originally approved. The calculations provided indicate that pond outlet flows for the 1-year through 100-year storm events will not be increased from existing conditions. The proposed pond improvements as shown of the Coffin and Gronberg grading plan dated 2-10-00 are acceptable from an engineering standpoint. If the City approves the project, the applicant should provide the City with a record plan of the improvements within 60 days of project completion.The City should review and approve proposed haul routes if excavated materials will be disposed of off site. This letter is to inform you that the City of Orono requires a land alteration permit for filling. Staff can issue a permit for up to 100 cubic yards of fill; more than 100 cubic yards requires a conditional use permit from City Council. Therefore, the City must require you to submit a permit application along with a survey showing the location and amount of fill. A review will be conducted and if there are no problems, the City will issue a land alteration permit. A deadline of July 3, 1995 has been established for submittals.
